Questions & Answers

1. Are any components of the tanks /piping currently in use? If no, has the product been removed from the tank/piping?

To BIA’s knowledge, the tanks/piping is not currently in use. The tanks are assumed to be empty but may contain residual amounts of fuel in the tanks and connecting pipework.

2. Are as-builts available to identify underground utility’s and/or fuel piping?

To BIA’s knowledge, it is unknown if as-builts are available. No indication of the presence of USTs (vent pipes, supply pipes etc.) was found on the property.

3. Can BIA provide any information regarding soil type, depth to groundwater and depth to permafrost?

Intermittent permafrost underlies most of the village at depths of 4 feet and greater.

The only information BIA is aware of is located on DEC’s online Contaminated Sites database in the documents section. E.g., https://dec.alaska.gov/Applications/SPAR/PublicMVC/CSP/SiteReport/26268

4. Task 2 indicates samples should be analyzed for DRO, PAH, and VOCs. ADEC Field Sampling Guidance 2024 Appendix F states GRO (and DRO, PAH, & VOCs) analysis is required when #1 or #2 Diesel is the contaminant of concern. Please confirm if GRO analysis is required for the project.

DEC has not required GRO analysis in the past. GRO analysis is not a requirement in this

RFQ.

5. Are DRO, VOCs, and PAHs the only analytes in this project?

These are the primary contaminants of concern for this project.

6. Have the locations for the sediment/soil samples been selected? Or is this part of the scope of work?

No, this will be discussed and agreed upon during project planning.

7. Will a Quality Assurance Project Plan (QAPP) be required?

Standard QA/QC practices; as required by Alaska DEC, the analytical laboratory and scientific professionalism, are expected. These should be established prior to fieldwork and sampling https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdec.alaska.gov%2FApplications%2FSPAR%2FPublicMVC%2FCSP%2FSiteReport%2F26268&data=05%7C02%7CJodi.Zachary%40bia.gov%7C3ed67b2d29ab45ea2ab008dd3b196837%7C0693b5ba4b184d7b9341f32f400a5494%7C0%7C0%7C638731702478928210%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=TyZsvEBGyQEWnysfAjAq2cszshPEyvGDLnz2HfaEcaw%3D&reserved=0

Questions & Answers

8. “Plan fieldwork with BIA” – does this mean BIA staff will be present during fieldwork? Or does it mean that the BIA wants to be involved in the fieldwork planning?

BIA and DEC will be involved in planning the fieldwork.

9. Will access to neighboring properties be required, or will all field activities occur within the BIA/school property boundaries?

Access to neighboring properties should not be necessary.

10. Are wetlands maps available for the project area?

BIA does not have wetland maps of the property.

11. What does a “Tank Farm Survey” entail? What is included in the survey (i.e., GPS survey of tank boundaries and other features onsite, Hazardous Building Material Survey, etc.)?

An inventory, survey, assessment and documentation of any existing tank farm infrastructure (including piping, etc.).
