About this file

This Performance Work Statement (PWS) details a remediation services contract for the Bureau of Indian Affairs (BIA) in the Village of Napaskiak, Alaska. The project involves a preliminary environmental investigation and site assessment of soil and groundwater contamination at an old school site, with a specific focus on characterizing petroleum contamination discovered in 2024. The contractor will be responsible for conducting geotechnical investigations, risk evaluations, field work, sampling, and analysis to determine the extent of contaminants and potential environmental and public health risks.

Key project objectives include: 1) conducting a project kick-off and planning meeting with BIA, 2) performing field work to collect up to 16 soil samples and 12 water samples from monitoring wells, 3) preparing a comprehensive report summarizing findings and recommendations, and 4) adhering to Alaska Department of Environmental Conservation (DEC), federal, and tribal environmental regulations. The project is scheduled for completion in spring 2025, with specific milestones including draft report submission 45 days after field work and final report submission 75 days after field work. The total project will be coordinated with local tribal governments and requires careful documentation and analysis of environmental conditions.

Performance Work Statement Napaskiak Remediation Services – Alaska Region 2025

Introduction

This RFQ is for a preliminary investigation/ site assessment of soil and groundwater contamination within the Village of Napaskiak. The purpose of this contract is to conduct a preliminary investigation/ site assessment and remediation at the old school site (Haz ID: 25241) within the Village of Napaskiak to characterize the contamination and design a remediation plan.

The work to be performed includes identification of contamination, geotechnical investigation, risk evaluation, permitting, field work, sampling, analysis, data evaluation and additional activities to determine the magnitude and extent of any contaminants present at the site. The scope of the investigation shall provide information sufficient to identify potential liability and risk associated with environmental and public health considerations concerning the property. In addition, the site characterization will allow managers to plan further investigations, if required, to determine cleanup requirements and design a cleanup action in accordance with the Alaska Department of Environmental Conservation (DEC), federal and tribal laws and regulations.

Background

Napaskiak is located within the Yukon-Kuskokwim Delta on the south bank of the Napaskiak Slough, 6 miles south of Bethel and 400 miles west of Anchorage, Alaska. The old school was located approximately 150 feet south of the slough. The geographic description for the Napaskiak school is: Seward Meridian, Township 7 North, Range 71W, Section 8, of the United States Geological Survey. Fieldwork in 2024 determined petroleum contamination is present at various locations across the site. Several samples found concentrations at levels greater than the DEC cleanup levels for DRO and naphthalene in soil and groundwater. The contamination appears to mostly impact the area in the vicinity of the school and adjacent to the former tank farm, although the full extent of contamination is not known.

The Environmental program ensures BIA’s compliance with environmental laws and regulations related to Native Allotments, Trust properties and BIA-funded projects. Among the support provided are contaminated site characterizations, remediation, groundwater sampling and laboratory analysis. The intent of the project is to characterize the horizontal and vertical extent of soil contamination at the site and determine if impacts could pose a threat to the environment and/or human health, as well as if existing conditions may violate environmental regulations.

Work to be Performed

Conduct a contaminated site characterization/ site assessment within the Village of Napaskiak. The Contractor(s) shall furnish the necessary personnel, material, equipment, services and facilities to perform the work for successful completion of the following project objectives for the investigation:

1. Planning and Project Management: Conduct project kick-off meeting and a planning meeting with BIA; develop work plan, schedule for the tasks and interim milestones.

2. Field Work: Obtain direct, in situ data that delineates the area of soil contamination above DEC regulatory cleanup levels and conduct groundwater monitoring. Up to 16 soil samples will be collected for laboratory analysis. In addition, groundwater monitoring well maintenance will be conducted and up to 12 water samples will be collected for laboratory analysis from the existing groundwater monitoring wells or using no flow grab sampling if a significant portion of the wells are dry. Also, silica gel samples from monitoring wells MW1, MW3 and MW5 will be collected to determine if the DRO concentrations encountered in those wells may be biogenic. All fieldwork will follow DEC methods and meet DEC standards.

3. Report: The report must identify the environmental professional and others whom conducted fieldwork listed above, support findings and ensuing opinions with documentation, and use enough detail to allow another party to reconstruct the work that was performed and come to the same conclusions.

Task 1: Planning and Project Management

The contractor(s) will lead a project kick-off meeting with BIA within two weeks of the contract award to introduce the Contractor's Project Manager and key BIA personnel (Project Manager, Contracting Officer). Within one month after the award, a planning meeting will occur where the work plan, including schedule for the task elements will be identified, and interim milestones will be agreed upon and accepted by DEC. Key Contactor personnel/subcontractors will participate in the planning meeting. The Contractor will prepare materials and minutes for these two meetings.

Minutes are due one week from the date of the meeting for review and comments and finalized 10-days after meeting dates. The Contractor should plan for one additional meeting during the period of performance following submittal of the draft final report.

In preparation for the planning meeting, the Contractor shall:

Collect and review existing data and files located on the DEC’s Contaminated Sites website

Prepare a draft work plan, including sampling plan, and submit to BIA and DEC for review and approval

Prepare a draft health and safety plan (HASP) in accordance with 29 CFR 1910.120 to ensure worker protection

Prepare a draft notice to Native Corporation/Village advising them of the proposed site visit and sampling

Task 2: Field Work

The Contractor will plan field work with BIA personnel to document current site conditions, inspect known and potential sources of contaminants of potential concern (COPC) and delineate the area contaminated above regulatory cleanup levels. The field work will be coordinated with local tribal governments to ensure adherence to any restrictions. Delineate the areas of soil contamination above DEC regulatory cleanup levels and conduct groundwater monitoring. Up to 16 soil samples will be collected for laboratory analysis. In addition, groundwater monitoring-well maintenance will be conducted and up to 12 water samples will be collected for laboratory analysis from the existing groundwater monitoring wells or using no flow grab sampling if a significant portion of the wells are dry. Also, silica gel samples from monitoring wells MW1, MW3 and MW5 will be collected to determine if the DRO concentrations encountered in those wells in FY24 may be biogenic. All fieldwork will follow DEC methods and meet DEC standards. Site visitation and sampling event will be dependent on weather conditions.

Task 3: Reporting

Based on the site inspection, field work, laboratory analysis and public agency file review; a report is prepared that summarizes the findings and presents recommendations for further field and laboratory work, if required.

A draft report will be submitted for review by BIA and DEC within 45 days following completion of the field work and laboratory analysis. The contractor shall schedule a joint work session to review the draft report and note comments for incorporation into the 90% submittal to expedite the review process. Following the final review and approval of the draft documentation by BIA and DEC, the contractor shall prepare the final report at 100% completion. This should include an electronic *.pdf version and three hard copies; contractor will provide all electronic files in an editable format to include, Word, Excel, photos, etc.
