About this file
This document is an Amendment (Amendment #1) to a Request for Quotation (RFQ #140A0525Q0021) for Remediation Services within the Village of Napaskiak, Alaska, issued by the Bureau of Indian Affairs. The amendment includes a comprehensive set of questions and answers addressing technical details of an environmental remediation project, with a period of performance from 04/28/2025 to 06/30/2026.
The project involves environmental characterization at the "Old School Site", specifically collecting up to 16 soil samples and 12 groundwater samples to delineate the horizontal and vertical extent of contamination. Key technical requirements include laboratory analysis for diesel-range organics (DRO), polynuclear aromatic hydrocarbons (PAH), and volatile organic compounds (VOCs), groundwater monitoring well maintenance, and adherence to Alaska Department of Environmental Conservation (DEC) standards and regulations. The contractor will be responsible for proposing sampling locations and depths, with final approval required from BIA and DEC prior to fieldwork. All work must comply with DEC guidance for contaminated site remediation.

Questions & Answers
1. The PWS does not establish what laboratory analysis is required of the 16 soil samples to be collected. The site characterization conducted in 2011 for the former day tanks identified petroleum-contaminated soil at four separate locations. Concentrations of DRO, benzene, ethylbenzene, 1- and 2-methylnaphthalene, and naphthalene were reported above ADEC’s cleanup levels. We do not have access to the results of the work conducted at the site in 2024.
Can BIA please identify what laboratory analysis is required of the 16 soil samples?
In the past lab testing has been done for DRO, PAH and VOCs at DEC request.
2. Previous soil samples field screened and submitted for laboratory analysis as part of the 2011 site characterization effort were collected from test pits using a locally available mini excavator.
However, the mini excavator could only reach a depth between 8 and 10 feet below ground surface (bgs). Contaminated soil was identified to exist as depths below the maximum reach of the excavator. With work being done in 2024 at the former day tank site, we are unsure if the intent of this investigation to find the vertical extent of this known contamination (soil sampled from depths > 10 feet bgs)? Or is the intent of this investigation to identify potential new sources of contamination? Or both?
The objective is to delineate the vertical and horizontal extent of the contamination on the site.
3. Based on previous reports, three temporary well points were installed as part of the 2011 site characterization efforts, but these were subsequently removed after sampling. ADEC’s website references a May 2024 work plan proposing the installation of up to five wells points. Were these wells installed and viable? Are these well points permanent, and can they be resampled? Are these the only wells to be sampled under this PWS or are there more wells (why twelve samples)?
Yes, five wells were installed in 2024 and will be resampled in 2025. These are the only groundwater monitoring wells to be sampled.
4. The PWS does not identify what laboratory analysis is required of the twelve groundwater samples to be collected. Can the BIA please identify the required laboratory analysis for groundwater?
In the past lab testing has been done for DRO, PAH and VOCs at DEC request. DEC will review and approve the work plan prior to fieldwork.
5. Can BIA please define what “groundwater monitoring-well maintenance” is required as requested in the PWS?
Maintain functioning groundwater monitoring wells; e.g., repair the surrounding grade of Well MW3 due to subsidence of the ground surface, maintain well casings and resurvey monitoring wells that may have jacked up from the shallow water table and freeze-thaw cycles, etc.
Questions & Answers
6. Can the government provide further clarification of the “Old School Site” site boundaries? Or confirm that site boundaries are those defined in the February 2012 “Site Characterization report and Trench Installation” (Oasis) and December 2013 “Preliminary Drum Assessment Reports” (Oasis/ERM).
Yes, those are roughly the boundaries of the site.
7. Have any remediation activities been performed at the “Old School Site” prior to demolition activities and the construction of the new school? If so, can the government provide remediation reports for the site?
BIA is not aware of any soil remediation activities at the site.
8. PWS – Page 1, Introduction This section states that work to be performed includes a geotechnical investigation. Can the government please provide clarification for this requirement? For example, are geotechnical soil samples required under this contract, and if so how many samples will be allowed and what type of geotechnical soil testing is required?
No geotechnical investigation will be conducted as part of this RFQ.
9. PWS – Page 1, Introduction This section states that work to be performed includes a risk evaluation. Please confirm that the risk evaluation should follow ADEC, Division of Spill Prevention and Response, Contaminated Sites guidance.
Correct, all work will meet Alaska DEC standards, guidance and regulations.
10. PWS – Page 2, Work to be Performed, 2 Field Work This section states that up to 16 soil samples will be collected for laboratory analysis. Can the government provide clarification on sampling depth or is it up to the Contractor to determine?
The depth and location of soil borings and sampling is determined by the primary objective of the project: to characterize the horizontal and vertical extent of soil contamination at the site. These will be proposed by the contractor based on previous work and discussed with BIA during the planning phase, then approved by DEC prior to fieldwork.
11. PWS – Page 2, Work to be Performed, 2 Field Work This section states that up to 16 soil samples will be collected and up to 12 water samples will be collected for laboratory analysis. Can the government provide any clarification on potential IDW management/disposal requirements? For example, can any potential soil IDW created during sampling be returned to the soil sample location? Can potential groundwater IDW produced during sampling be disposed of by thinly spreading it onto the contaminated site?
All IDW must be disposed of according to DEC standards, guidance and regulations.
Questions & Answers
12. Can you please provide the report that discusses the field work that was conducted in 2024?
See the attachment. The final report has just been finalized and accepted by DEC, so it is now available to the public. DEC has given its official approval and the report should be posted on their website soon.
13. Are there any other reports from previous remedial activities available that you can provide (such as the 2013 Final Napaskiak Remediation Report)?
All publicly available reports are on the DEC’s contaminants website (Hazard ID: 25241).
14. Are the 12 monitoring wells and well points that require sampling still installed and intact, or do some need to be installed for this project? If so, how many require installation and to what depth?
There are five groundwater monitoring wells installed. Some will require minor maintenance. No groundwater monitoring wells will be installed.
