1. Background

Fort Pulaski National Monument (FOPU) was established by Presidential Proclamation No. 1713 on October 15, 1924, and was later transferred to the Department of the Interior as part of the National Park system in 1933. The National Monument, which sits between Savannah and Tybee Island on the Georgia coast, preserves and interprets the 19th century masonry fort and associated landscape that illustrate the evolution of civil engineering and military technology.

Constructed from 1829-1847, Fort Pulaski is one of the best preserved Third System masonry fortifications in the United States and is the monument’s primary resource and visitor destination.

2. Project Introduction and Overview

Several doors original to the era of construction (1829-1848) remain on site and in service at Fort Pulaski National Monument. These exterior doors show signs of weathering and deterioration of components, which has only been exacerbated by flooding from past storms.

Under this project, Fort Pulaski National Monument seeks services for the conservation of two of these doors, located at Stairwell 13 and the North Bastion along with a report detailing their existing condition (pre-conservation) and the applied conservation treatments.

Services are to include cleaning, rust treatment, material stabilization, select replacement of deteriorated features, select repairs, the removal and replacement of inappropriate prior repairs, and finally the application of reversible protective coatings and finishes.

Production and supply of relevant documents (such as material or product specifications, drawings of repairs, and a maintenance plan, etc.) are also required by this contract.

Conservation should follow the Secretary of Interior Standards for Preservation. All work must be reversible and prioritize the retention of original historic fabric to the maximum extent possible. Repairs are to be apparent to the trained eye upon close inspection but should not be visually disruptive. They should provide visual continuity to the architectural feature and not detract or distract from its overall appearance or deviate from the original character.

The doors will continue to be displayed in the fort after their treatment and the door to Stairwell 13 will be subject to continued use. Therefore, the proposed treatment must take these physical and environmental factors into consideration.

Information should include description, location, and size of sample to be taken. The sample plan must be approved in writing prior to sampling.
