Questions and Answers 140P5122Q0081 Amendment 0001 Clarifications to PWS:
-The park is not requesting the creation of formal scans or measured drawings as part of the project. The drawings referred to in the PWS are those for the Record of Treatment to indicate what work was done in which location on the doors such as sketches of the work, annotated drawings or photos. Scans and the production of measured drawings is added as a bid option in the RFQ. See line item 0030
B) Paint and material analysis is mentioned in the PWS. However, it is not listed as a requirement. It has been added as a bid option 0020.
General
1. The solicitation is for a price proposal prior to undertaking a physical investigation of the doors, which is task one to be completed post-award. If there are hidden conditions, or other issues noted during the physical investigation, that have not been priced, will changes to the price schedule be allowed? This may include but not be limited to things like actual number of replacement parts required, or signs of insect infestation, which is not possible to determine from photographic images.
Answer: Yes, changes to the price schedule would be allowed for unforeseen circumstances that would not have been seen through pictures or through a site visit so, a modification to the contract would be necessary and additional costs would be incurred by the government not the contractor.
North Bastion Door
1. Would it be possible to obtain recent high resolution images of the door, both front and back?
Yes. Please see attached.
2. Would it be possible to obtain a copy of treatment records for the door (2002)?
Yes. Please see attached.
3. Is there a technical drawing of the door available?
No. However, the park does have preliminary sketches for measured drawings available. Please see attached.
4. Does the door have any structural issues?
It does not appear to within the door. However, the lower strap hinge is beginning to come loose from the wooden plank and ledger. The iron components holding it in place have corroded to the point they are beginning to pull through. Currently the hinge and door are strapped together (foam/epdm is underneath stress and friction points to prevent damage) until the door can be assessed for a permanent solution.
5. Is there any noted corrosion of the iron components?
Yes. It is more prominent on the ferrous components at the base of the door. The top portion of the door is more sheltered from weather.
6. Is the door accessible on both sides?
Yes. Staff have oiled the hinges and been able to gently work the door to where it will open and close.
7. Does the door open easily?
Yes.
8. Is the door subject to flooding?
Yes, but not routinely – only during significant storm events (Hurricane 3-5)
9. Are there any signs of active insect infestation?
Nothing significant or pronounced. There are spider webs along the surface.
10. There appears to be a white (or light colored) coating on the edges of the door and wooden braces in the images. Is the coating historically significant or should it be removed?
The wood in those areas are bare; it’s appearance of having the coating is due to the lighting in the photo that was included in the SOW.
However, there is paint on the back of the door. The park would like to retain as much of this as possible. Test samples would be permissible to establish composition and color. A sample plan would be subject to submittal and approval. Material and color sampling/ analysis may be included as an optional service.
Stairwell 13 Door
1. Would it be possible to obtain recent high resolution images of the door, both front and back?
Yes. Please see attached.
2. Would it be possible to obtain a copy of treatment records for the door?
Yes. Please see attached. Please note that the attached document is a draft for the routine/cyclic/preventative treatment of the pine and iron doors as was provided by a previous door conservation project.
3. Is there a technical drawing of the door available?
No. However, the park does have preliminary sketches for measured drawings available. Please see attached.
4. Does the door have any structural issues?
It does not appear to. However – two issues to be aware of : A) the epoxy may be hiding something and B) Where the hinges attach to the stone are beginning to rust jack and spall. This does not affect the hinge strap that attaches to the door, but does affect the hinge pin that hooks into the wall. For these doors, the hinge strap and hinge pin are two separate pieces.
5. Has the salt problem with the door been resolved by desalination treatment?
The door was rinsed according to direction provided by a previous conservation project. However, no salinity reading have been taken from the runoff water.
6. When was the desalination treatment carried out?
Summer of 2021
7. Is the door accessible on both sides?
Yes. The door can be cracked open and there is still space to work if ventilation is required but opening it all the way and working on it would be tight quarters as it resides in the bottom of a circular staircase. The area is also dimly lit/dark depending on weather and how far open the door can be. Portable lighting would be required to work in the space and ventilation may be a concern, depending on chemicals being used.
8. Does the door open easily?
Pretty easily. It does drag slightly on the outer edge but is not frozen in place or have stiff hinges.
9. Please clarify what treatment the NPS is envisaging by 'Areas where epoxy exists have not been treated at all' which is listed under 'Issues to be addressed'?
Staff has not applied protective coatings to the epoxied areas of the door and have not tried to remove the epoxy. Staff envisioned a custom cut and fitted dutchman repair (please see attached photos) if appropriate. However, the park would like proposal options for this repair from the contractor once the existing epoxy is removed.
1. Are there any signs of active insect infestation?
There does not appear to be.
