EVALUATION FACTORS AND BASIS FOR AWARD
BDO BLM FY25 Jump Drill Seeding
General Proposal Preparation Instructions
The overall proposal shall consist of a completed Standard Form 1449, a completed Offeror Representations and Certification, Commercial Items, completed Bid Schedule, and a detailed narrative that demonstrates the capability to meet the technical aptitude of the Statement of Work (SOW).
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

| (iii) | Price. |
Technical Capability, Prior Experience, and Past Performance, when combined, are significantly more important.
Failure to provide required information may result in a non-responsive quote.
Evaluation Factors
Evaluation Factor No. 1: Technical Capability
Proposals must clearly demonstrate the ability to complete the contract within the required performance time. The work plan shall include the following:
Crew size and configuration – Describe how many supervisors, drivers, and/or others will be working on this project and how they will be configured.
Equipment – Describe the equipment that will be used on the project to make field repairs, transport seed, pull drills, and transport crews throughout the project site.
Schedule – Describe in detail a work plan of how the contract will be completed within identified timeframes, accounting for possible weather delays. Include seeding production rate (i.e. planned acres seeded per day).
Safety Plan: describe the company’s safety plan for this project. Provide a detailed and comprehensive safety plan which addresses the remoteness of the work site, medical transportation, communication (cell phone, radio, satellite phone), on site medical equipment and medically trained crew members.
Evaluation Factor No. 2: Prior Experience and Past Performance
Offerors shall submit the following information listed below as part of their proposal. Evaluation will be based on the accuracy and thoroughness of the information provided, size/description of relevant contracts completed, and assessment of past performance from contacted references. It is the offeror’s responsibility to ensure contact references are provided with current and accurate contact information.
Offeror shall provide information of key personnel, their prior and relevant experience and their roles who will be assigned to the project. Describe drill seeding experience of crew leaders and crew members that will be directly working on this project. Prior experience should be in performing seeding or relevant work of a similar nature and within similar budgetary and time constraints.
The offeror shall provide a list of all contracts and subcontracts completed during the past three years for similar and relevant services drill seeding rangeland areas for all contracts and subcontracts currently in progress. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments, and commercial customers. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts for which work has been performed as required above for all key personnel. These contract and sub-contacts will be used as references for past performance evaluations. Offerors must include the following current information for each contract and subcontract:

1. Specify if Primary Contract or Subcontractor* *If Subcontractor list Primary Contract information. If subcontractor, primary contractor cannot be listed as reference.
1. Type of contract (i.e. drill seeding, etc.)
1. Agency/Customer
1. Contract number
1. Contract value
1. Contract acreage
1. Point of Contact’s (POC) Name/Phone/Email;
1. Start and end date of Period of Performance (month and year).
The offeror may provide information on problems encountered on the contract and subcontracts identified in ii. above and corrective actions taken to resolve those problems. Offerors should not provide general information on their performance on the identified contracts. General performance information will be obtained from the references.
Evaluation Factor No. 3: Price
Submit completed Bid Schedule for the list of Line Items provided in the solicitation. Price will be evaluated after evaluations of the technical proposals. Each price proposal shall be evaluated for reasonableness. An offered price that is too high or too low may indicate the offeror does not understand the requirements of the contract and may be grounds for eliminating its proposal.
Award Determination
The Government will award a contract to the Contractor(s) whose proposal: (a) conforms to the terms of the solicitation and (b) provides the best value to the Government.
