The project encompasses comprehensive wastewater system improvements including installation of a new 5,000-gallon septic tank, replacement of the existing 6-inch main line sanitary sewer with 6-inch HDPE SDR 26 pipe using pipe-bursting methodology, installation of new manholes and sewer pipe, provision of a flow diversion structure for alternating septic tank use, installation of two new dosing siphons, replacement of precast concrete lids and aluminum access hatches on the existing dosing tank, replacement of plastic valve box lids with cast-iron lids, removal and reinstallation of chain-link fencing with a 12-foot vehicle gate and 4-foot man-gate, and restoration of all disturbed areas with hydroseeding using approved Park seed mix. The contract is structured as a lump-sum award with partial payments based on actual quantities installed. Payment terms specify that all materials, labor, equipment, tools, supplies, transportation, and temporary facilities necessary for project completion are included in the unit prices. The contractor must maintain comfort station operations or provide temporary toilet facilities during construction, coordinate commercial vehicle access with Park Dispatch, comply with all Federal and State safety requirements including fall protection and trench safety protocols, provide a comprehensive Safety Plan, and maintain erosion control measures. Quality assurance requirements include contractor and installer licensing in Tennessee or North Carolina, submission of certifications for materials and installation procedures, pre- and post-bursting television inspection reports, and a minimum one-year warranty covering all materials and labor. The project requires compliance with ASTM standards for pipe installation, testing procedures including deflection tests and air tests for sewer lines, and manhole vacuum testing. Environmental protection measures mandate Storm Water Pollution Prevention Plan compliance, erosion and sediment control implementation, habitat protection, and restoration of landscape features damaged during construction operations.

A. The Newfound Gap Overlook Area is one of the oldest areas in the

Park. The Newfound Gap Wastewater System was designed and built in the late 1930’s during the early years of Great Smoky Mountains National Park. This system serves the Newfound Gap rest area, which resides at the top (elevation) of Newfound Gap Road at the Tennessee and North Carolina border. It is also the highest elevation point along the entire Appalachian Trail. This area is a primary destination location in the middle of the park offering stunning views of the surrounding mountains to millions of visitors each year.

The picnic area was constructed in the early 1960’s and underwent a renovation in the late 1990’s. Little has changed in the systems distribution system and upgrades are needed for more efficient operation.
