About this file

This is a Statement of Work (SOW) for the US Department of Agriculture Forest Service regarding the acquisition and integration of specialized electronic equipment for wildland firefighting airtanker base operations.

The Forest Service requires the purchase and delivery of 45 Laurels Electronics LT60FR analog-input to RS-232 output signal converters and 45 Laurels Electronics M66-M232-MT2-MRDLV six-character, six-inch-tall LED display units. These devices will interface with existing mass-flow Coriolis meters at airtanker bases to capture, convert, and display real-time retardant-weight information during aircraft loading operations. The equipment must receive pulse-per-pound signals from the meters, output RS-232 serial data, display real-time loading information, support hardwired or serial-radio communication, operate reliably in harsh environments, and integrate fully with existing Forest Service systems. The primary objectives are to improve operational efficiency, ensure load accuracy, enhance flight safety, and support personnel situational awareness during loading operations.

Deliverables include 45 units each of both device types along with all technical documentation, required within 60 days of contract award. The Government will conduct acceptance reviews within 10 business days of delivery and requires monthly written status reports. The contractor must handle all shipping via commercial freight with no travel required. Government-furnished items include Coriolis meters, wiring infrastructure, existing hardware, and facility access, though access may be restricted based on federal holidays or operational conditions. No security clearance is required, though contractor personnel must follow site access protocols. Contractor/manufacturer documentation remains proprietary, though the Government retains full use rights for operational needs.

Statement of Work

Project

Acquisition and Integration of Laurels Electronics LT60FR Signal Converters and M66- M232-MT2-MRDLV LED Display Units for Airtanker Base Retardant-Loading Systems

General Information

1.0 Scope of Work

The Forest Service intends to purchase and integrate 45 each Laurels Electronics LT60FR analog-input to RS-232 output converters and 45 each Laurels Electronics M66-M232-MT2- MRDLV six-character, six-inch-tall LED serial display units for use at wildland firefighting airtanker bases. These devices will interface with mass-flow Coriolis meters used during loading operations to capture, convert, and display real-time retardant-weight information.

The goal is to improve operational efficiency, ensure load accuracy, enhance flight safety, and support personnel situational awareness during airtanker loading operations.

2.0 Background

Wildland firefighting airtanker bases use mass-flow Coriolis meters to measure characteristics of fire retardant, including the precise weight loaded onto aircraft. During these operations, the meter outputs pulse signals representing each pound dispensed. The LT60FR receives pulse signals from the meter, converts them, and transmits load-weight data via RS-232 serial output. The M66-M232-MT2-MRDLV display receives this RS-232 output and presents real-time load-weight information on a high-visibility 6-digit, 6-inch-tall LED display, visible to both ground crews and pilots. The system is highly durable, functionally robust, and uniquely suited to diverse airtanker base operational needs.

Contractor Requirements

3.0 Technical Requirements / Tasks

The contractor shall provide 45 Laurels Electronics LT60FR signal converters and 45 M66- M232-MT2-MRDLV LED display units.
