About this file
This document is a Request for Information (RFI) issued by the Department of the Air Force (Air Force) to identify eDiscovery Software-as-a-Service (SaaS) solutions capable of handling DoD Impact Level (IL)-5 information. The purpose of this RFI is to conduct market research to determine the requirements for this solution.
The Air Force is interested in identifying solutions that can be hosted in either Cloud One or a more general government/military cloud environment. Vendors are asked to provide capability statements addressing the draft Performance Work Statement (PWS) and answering specific questions related to their cloud presence, ability to meet IL-5 requirements, licensing/pricing models, and other technical and business capabilities. An Industry Day is planned for October 18, 2024, where vendors can provide demonstrations and participate in Q&A sessions. Based on the responses, the requirement may be set-aside for small businesses, procured through full and open competition, or sole sourced. There is no solicitation at this time, and the government will not accept unsolicited proposals or pay any costs associated with responding to this RFI.

The Department of the Air Force (Air Force) is conducting market research to identify an eDiscovery Software-as-a-Service (SaaS) solutions capable of handling DoD Impact Level
(IL)-5 information. The result of this market research will contribute to determining the requirement for this solution. The Product Service Code (PSC) is DA10, and the applicable
North American Industry Classification System (NAICS) code assigned to this procurement is
NAICS 513210 Software Publisher. The size standard is $47M.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. There is no solicitation at this time.
The RFI is to help the Air Force identify sources that can provide an eDiscovery SaaS solution on a subscription basis in an environment approved to host IL-5 data and records. This RFI is issued for information and planning purposes – it does not constitute a Request for Proposal
(RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
If your organization has a potential solution, please provide the following information:
1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; GSA Schedule Number, if applicable; and
2) a tailored capability statements addressing the particulars in the Vendor Responses section with appropriate supporting documentation.
The information obtained as a result of this RFI will be used to create a Market Assessment
Report, which may inform budget and acquisition decisions for the agency. Based on the responses to this RFI/market research, this requirement may be set-aside for small businesses, procured through full and open competition, or sole sourced. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Submission Instructions: If you have not already submitted a capabilities narrative, interested vendors with a suitable solution are invited to submit a response to this RFI by 15 October 2024, 2024, at 9:00PM EST. All responses under this RFI must be emailed to irinieta.tabuyaqona.1@us.af.mil
Background: The Judge Advocate General Corps and the other legal offices within the Air
Force, to include the Office of Special Trial Counsel and the Office of Special Investigations, are seeking to acquire an eDiscovery SaaS solution to support a wide range of investigations and litigations. The Air Force is aware that the Department of Defense has recently acquired a
CasePoint eDiscovery SaaS solution, and that the solution is approved to handle IL-5 information. The Air Force is interested in identifying other solutions that can or that in the near future will be capable of handling IL-5 information.
Technical Requirements: See the attached draft performance work statement (PWS). Please note, the Air Force is presently exploring two alternates for the proposed SaaS solution. One alternative would be a solution hosted in Cloud One, and the other alternative would be hosted in a more general government cloud or military cloud environment (non-Cloud One environment). For more information on Cloud One, see https://cloudone.af.mil/. Vendors are encouraged to respond to this RFI for both solutions.
Vendor Responses: Interested vendors shall submit a capability statement that reflects their products capabilities in light of the draft PWS and the above information. If the proposed solution is presently not capable of meeting requirements in the draft PWS, the capability statement must reflect this lack of capability and provide an estimated timeframe for the integration of the capability.
All capability statements shall also include answers to the following questions:
• What is your cloud presence currently?
o What commercial or government implementations do you have on the Cloud?
o What DoD customers do you have currently with cloud-based applications with?
o What SaaS e-discovery solutions do you currently have that are at least IL5?
• If you do not presently have an approved IL-5 solution, what is your capability to move the
SaaS to an IL-5 cloud environment (i.e. AWS, Azure, Google)? Also please provide a detailed estimated timeline for migrating the solution and obtaining an authority-to-operate
(ATO).
• Are there unique infrastructure requirements that would delay or impede the rehosting of your proposed solution into a Cloud One or Gov/Mil Cloud environment?
• If customization of this solution is required, will it be completed by the manufacturer, the vendor, or another source? If there is another source, describe the source and its relationship to the vendor.
• Describe the licensing/pricing model for the proposed solution—enterprise license, per device, etc.
• What would the annual license(s) price be for your solution?
• Aside for an annual license(s), what if any implementation costs would the Air Force be expected to fund?
• Are you able to provide support and training requirements in the draft PWS?
• Please explain the current Section 508 conformance of your product.
mailto:irinieta.tabuyaqona.1@us.af.mil
• Can you provide a demo of your potential solution?
• Do you have any small business designations? If yes, please list.
• What advantages does your solution have over CasePoint?
Vendor Responses must identify any proprietary information submitted. The proprietary information MUST BE CLEARLY MARKED as proprietary. The government will not treat any other information as proprietary. To aid the Government, please segregate proprietary information.
Vendor Responses may also propose or suggest changes to the draft PWS.
The Government reserves the right to contact, or not contact, any party responding to this notice to obtain further information for market research purposes. The government will not notify respondents of the results of the assessment of the information received and will not return submittals to the sender. All interested sources must respond to any potential future solicitation announcements separately from responses to this Request for Information. This is not a solicitation announcement for proposals and the government will not award a contract resulting directly from this announcement.
Industry Day: The Government intends to hold a Virtual Industry Day on 18 October 2024 beginning at 0900 EST. Each attending vendor will be required to sign up for any of the timeslots provided below NLT 08:00 AM EST, 16 October 2024. Sign-up must be emailed to irinieta.tabuyaqona.1@us.af.mil
