WILLOW BEACH NFH HVAC REPLACEMENT

MOHAVE COUNTY, ARIZONA 2023

GENERAL INFORMATION AND REQUIREMENTS 01009-1

SECTION 01009 – GENERAL INFORMATION AND REQUIREMENTS

PART 1 - GENERAL

1.1 SUMMARY

A. GENERAL DESCRIPTION OF WORK REQUIRED IN THIS CONTRACT: The work shall consist of providing all labor, equipment, supplies and materials:

1. To replace the outdoor condensing heat pump, indoor air handler and all associated support equipment at each of the four (4) Quarters and Loft located at Willow Beach National Fish Hatchery (NFH) listed below:

• Quarter 1

• Quarter 2

• Quarter 4

• Quarter 5

• Loft

The desired outcome is to have a fully functional heating and cooling system capable of meeting seasonal demands for each building.

2. To perform operational check-out of new heat pump system and submit a copy of the written test results to the government Contracting Office (CO) and Contracting Officer’s Representative (COR) before requesting final inspection. Refer to paragraph 1.2-C below for specific requirements.

3. To perform an operational inspection approximately six months after the final acceptance to evaluate the heating or cooling operations in the opposite season (heating vs cooling) from which the HVAC system was originally accepted. Contractor shall make any adjustments necessary to ensure proper operation during that season.

B. WORK LOCATION: The address of the work is at the Willow Beach National Fish Hatchery, located at 25808 N Willow Beach, Willow Beach, Arizona, 86445.

C. SITE VISIT: Contractors are strongly encouraged to visit project site and inspect existing conditions prior to submitting proposal. Contact Aaron Frater-Schmidt, Assistant Project Leader, 928-767-3456 to schedule site visit.

1.2 PROJECT SCOPE OF WORK

A. HVAC SYSTEM REPLACEMENT

1. Evacuate, disconnect, remove, and legally dispose of all existing HVAC components not to be reused, off Hatchery property, to a legally approved recycling site or legally approve disposal site that complies with Arizona state statues for HVAC disposal. In accordance with the federal RCRA reporting requirements, submit a written record to the COR the types and quantities of each type that are recycled.

2. Install a new replacement split type heat pump system (Condenser, Air Handler, and Thermostat) in same locations of existing equipment. Installation shall incorporate all Heat Pump Manufacture’s installation recommendations. See Part 2-Products below for Heat Pump System specification.

3. General Air Handler Installation:

a. Air handler shall be properly supported for the air handler’s full weight; air ducts shall not support any air handler weight.

b. Reconnect air ducts to new air handler using 4” of flexible connection to isolate vibration. Contractor shall modify existing metal air ducts as required to connect to the new air handler to the existing air ducts. Contractor shall apply duct sealant to all new/modified duct connections to minimize air leakage.

c. Install new MERV 10 or higher air filter between the return air duct/plenum and the air handler’s air inlet connection to protect the air handler’s air coils. See Part 2-Products below for filter specification.

d. Construct a new condensate drain system to remove condensation from the air handler’s drain pan. Discharge condensate to nearest drain or to daylight outside. If condensate is discharge outside, extend condensate drain line to within six inches of the ground. Condensate shall NOT be allowed to run down any exterior wall or roof surface.

e. Furnish and install a new P-trap / condensate float switch kit on the air handler’s coil condensate drain connection. Ensure drain line properly drains air handler condensate. Interlock condensate switch to shut down air handler if condensate does not drain.

4. Condenser installation:

a. Contractor shall evaluate existing condenser location and make appropriate modifications to install the new heat pump condenser. Installation shall comply with code requirements and Manufacture’s installation instructions. Ensure all maintenance accessibility clearances are maintained including the NEC 110.26 accessibility requirements.

b. Installation/modifications shall ensure storm water/snow from roof line DOES NOT drain in or on to heat pump condenser.

c. Ensure installation is on the existing concrete pad (or equivalent).

d. Install condenser on 4” support feet to allow debris to be cleaned from under and around the condenser.

5. Modify existing refrigerant piping as required to reconnect to the new heat pump equipment which shall include the following:

a. Verify existing line set meets Manufacturer sizing requirement. If existing line set does not meet requirements, install new appropriately sized line set. If existing line set meets Manufacturer’s sizing requirements, clean and purge existing line set per Manufacturer’s recommendations,

b. Provide isolation servicing valves and unions to allow easy heat pump disconnection,

c. Provide vibration isolator as recommended by heat pump manufacture,

d. Provide and install manufacture’s recommended equipment in the refrigerant lines.

6. Contractors shall test all refrigerant piping (New, Modified and Existing) for leaks before charging the system with refrigerant. Vacuum test shall be performed after any pneumatic tests. Submit a written documentation to the COR showing the following:

a. Date test was performed, GENERAL INFORMATION AND REQUIREMENTS 01009-3

b. Name of person who performed the test,

c. Description of the methodology in performing the leakage test,

d. Description of the test result,

e. Statement that the new, modified, and existing refrigerant lines are free of any leaks,

f. Description of the methodology in performing the vacuum test,

g. Description of the test result,

h. Name of FWS person witnessing the test.

7. Re-insulate entire length, of both refrigerant piping lines, as required to ensure entire lengths between the condenser and air handler coil are insulated. See Part 2-Products below for insulation specification.

8. Install a new programmable thermostat at the existing locations. Thermostats shall be compatible with all Heat Pump functions and requirements. See Part 2-Products below for thermostat specification.

B. ELECTRICAL MODIFICATION REQUIREMENTS: Contractor shall perform electrical modification to the existing electrical system to accommodate the New Heat Pump System as follows but not limited to:

1. All electrical work shall be performed by a state certified/licensed electrician and all work shall be in accordance with the appropriate articles of the 2014 National Electric Code (NFPA 70).

2. Contractor shall evaluate existing heat pump branch circuits and modify as required for the new heat pump HVAC system.

3. Install new 20 Amp, 120VAC, maintenance service branch circuit in a weather resistant, GFCI maintenance service receptacle outlet near the heat pump condensing unit and another maintenance service receptacle outlet near the heat pump air handler.

4. Provide and install appropriately rated local safety disconnect switches as required by NEC at the heat pump condenser location, at the air handler location.

C. PROJECT CLOSE OUT REQUIREMENTS

1. Perform startup testing and commissioning according to the heat pump manufacturer’s instructions. This shall include evacuating and purging refrigerant lines and coils, charging the system with refrigerant, adjusting air flow rates, checking all operational equipment safeties, and verifying the operations of the cooling mode, heating mode, defrost system. Provide a written report showing all items checked and certifying all heat pump operational modes are operating in accordance with the manufacture’s specification for Make and Model provided.

2. Test, document and submit a copy of the following to the COR before requesting final inspection:

a. Date of system start-up and system check-out

b. Name of person performing the check-out tests.

c. Time of day tests were performed

d. Outside air temperature °F and percent relative humidity.

e. Air Flow leaving air handler in CFM.

f. Static pressure drop across air-handler cooling/heating coil in Inches WC.

g. Static pressure drop across the new air filter in Inches WC.

h. Cooling air performance check:

1) Cooling Thermostat Set-point temperature in degrees °F

2) Room space dry-bulb and wet-bulb temperatures in degrees °F.

3) Room’s air supply dry-bulb and wet-bulb temperatures in degrees °F.

4) Room’s return air dry-bulb and wet-bulb temperatures in degrees °F.

5) Heat Pump Cooling Coil inlet dry-bulb and wet-bulb temperatures in degrees °F.

6) Heat Pump Cooling Coil outlet dry-bulb and wet-bulb temperatures in degrees °F.

7) Heat Pump Cooling Coil refrigerant suction pressure in PSIG.

i. Heating air performance check:

1) Heating Thermostat Set-point temperature in degrees °F

2) Room space dry-bulb and wet-bulb temperatures in degrees °F.

3) Room’s air supply dry-bulb and wet-bulb temperatures in degrees °F.

4) Room’s return air dry-bulb and wet-bulb temperatures in degrees °F.

5) Heat Pump Heating Coil inlet dry-bulb and wet-bulb temperatures in degrees °F.

6) Heat Pump Heating Coil outlet dry-bulb and wet-bulb temperatures in degrees °F.

j. Heat Pump Condenser Operating Voltage

l. Heat Pump Air Handler Operating Voltage

3. PROJECT ACCEPTANCE CRITERIA:

a. Cooling Season: System shall maintain the space temperatures at 74°F and a space relative humidity less than 50% during occupied time when operating in cooling mode.

b. Heating Season: System shall maintain the space temperatures at 72°F during occupied times when operating in heating mode.

4. Provide facility staff training on the HVAC system operation including how to program thermostat and use thermostat diagnostic features. Training should also address recommended scheduled maintenance checks and demonstration on how to change the air filter.

5. Provide Project Leader with HVAC System Installation Manual, Operation Manuals, and Repair Manual for the new Heat pump system installed.

6. Provide Project Leader with heat pump warranties; refer to paragraph 2.1-C below for requirements.

1.3 SITE CONDITIONS

A. Work areas shall be roped off to alert unauthorized personnel of work in progress.

B. Existing property not indicated for demolition, shall be protected. All damage by the Contractor’s activities shall be repaired by the Contractor at no additional cost to the Government.

C. Landscape Protection: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match adjacent areas. Areas damaged by Contractor activities shall be repaired.

D. Non-potable water and electric power for construction is available in limited quantities.

Contractor shall make any arrangements necessary for its use of water and power. Contractor shall provide drinking water and sanitary services for its employees.

E. Provide notice to Project Leader for approval at least 72 hours in advance of any requested power outage.

1.4 SUBMITTALS

A. Product Data and Shop Drawings: Submit to COR for review and approval before ordering or installing equipment. Unapproved equipment may not be accepted or paid for.

B. Requirements: Refer to specification sections for submittals required. Allow at least 10 working days for review, plus transmittal time back and forth. Submittals shall be sent via electronic mail (PDF) to the COR. Submittals shall come directly from the Contractor with their stamp and signature of approval; submittals submitted by sub-contractors or suppliers will not be accepted. Do not commence work which requires review of any submittals until receipt of returned submittals with an acceptable action marking. Do not allow submittals without an acceptable action marking to be used for the project.

C. Contractor shall email electronic (PDF) submittal drawings, specification, shop drawings and etc, to the designated government CO/COR for review, comment, and approval. After review of the submittals, the CO/COR will return the appropriate electronic (PDF) comments and approvals by email to the contractor’s designated project manager. The contractor shall be responsible for distributing the government’s reviews and approvals to his suppliers and sub-contractors.

D. There will be no approval of submittals prior to bid opening and award. Submittals will be evaluated based on the requirements of the specifications and drawings, during the submittal process after contract award.

1.5 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in these specifications. This contract incorporates materials, applications, and tests by reference, with the same force and effect as if they were given in full text.

B. Product basis: Where specifications call out a specific product or manufacturer, it is understood that an equal or better product or Manufacturer is acceptable, as approved in the submittal process.

PART 2 - PRODUCTS

2.1 NEW HVAC REQUIRMENTS:

A. Type: Heat Pump

B. Specific Requirements:

1. The new Heat Pump System shall have a minimum ARI combined test SEER2 rating of

16.0 and a HSPF2 rating of 8.0.

2. Heat pump system shall operate continuously at the following Site Exterior Design Conditions:

a. Summer: DB Temp= 108.5°F, WB Temp=64.8°F

b. Winter: DB Temp= 31.7°F.

3. Heat Pump Capacity:

a. Quarters:

1) Total Cooling Capacity: 60,000 Btu/hr

2) Minimum Heating Size: 40,000 Btu/hr

b. Loft:

1) Total Cooling Capacity: 36,000 Btu/hr

2) Minimum Heating Size: 24,000 Btu/hr

4. Condenser shall be provided with:

a. Balanced port, hard shut-off Thermo-Expansion Valves

b. Crankcase heater

c. Support Feet

d. Refrigerant Type: R-410

e. Suction Line Accumulator

f. Filter drier

5. System shall have modulating condenser and air handler fan speeds.

6. Thermostat: Provide Heat Pump Manufacturer’s recommended Seven day, programmable, thermostat capable of controlling air handler speeds, condenser fan speeds, and providing heat pump system diagnostics.

7. Electrical Requirements: 208/230 Vac, 1 phase, 60 Hertz.

C. Warranty:

1. Contractor shall provide a full warranty on all work and materials (Labor, parts, accessories, and materials) for one year from the date of final acceptance.

2. Contractor shall provide a 5-year parts warranty on heat pump condenser, air handler, and thermostat.

D. Refrigerant Insulation: 1” thick Armaflex: Closed-cell, expanded rubber flexible Elastomeric Insulation –ASTM C534. Insulation shall not absorb water and shall have resistance to Mold, Fungi and Bacteria growth.

E. Condensate Drain Trap Kit: Provide ¾” condensate deep trap kit with clear flow tube and condensate overflow interlock switch. Shall be equivalent to EZ-Trap # EZT-210 or equivalent.

F. Air Filter: 5” thick, replaceable Synthetic air filter media installed in a permanently installed Air Filter Cabinet. Filter system shall be rated for air flows up to 2000 CFM with a ASHRAE MERV Rating not less than 10.

PART 3 - GENERAL PROJECT EXECUTION

3.1 PROJECT MEETINGS:

A. Preconstruction Conference: Telephone/Microsoft teams conference call will be scheduled for a mutually discussed date and time between the COR and Contractor.

B. Progress Meetings: To be held via Microsoft Teams as determined by COR.

C. Inspections:

1. Contractor shall perform and maintain records of their construction inspection to ensure their own construction quality assurance and contract compliance. Refer to FAR 52.246

2. The government contract inspector (CI) and/or the COR will conduct routine inspections to monitor the contracts progress. Inspection of items of work by the CI will not relieve the Contractor of the requirement to meet project specifications. The CI shall be informed 24 hours in advance of work requiring his observation. After being informed in advance the CI’s non-attendance shall not prohibit the Contractor from proceeding with work in the CI’s absence.

3. For final inspection, notify the COR in writing at least 14 working days before the completion date so the Government can schedule final inspection. The superintendent shall be present during the final inspection.

4. Notify COR and CI ten working days in advance of anticipated date for equipment start-up and operational tests.

5. Notify COR and CI ten working days in advance of anticipated date for final inspections.

3.2 SAFETY:

A. SAFETY PLAN: Contractor shall submit, for approval before any work is conducted on site, a safety and a quality assurance plan for the project. Plans shall be site specific for this project.

The safety plan shall address all OSHA personnel safety equipment and clothing to be worn on the construction site.

B. SUPERINTENDENT RESPONSIBILITY: Contractor’s on-site superintendent shall ensure all personnel (including all sub contactors) comply with the approved safety plan.

3.3 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.

B. Storage: No on-site storage of materials or equipment is allowed without approval of the CO.

C. Handling: Load and unload products protecting them from damage.

PART 2 - PRODUCTS
2.1 NEW HVAC REQUIRMENTS:
A. Type: Heat Pump
B. Specific Requirements:
1. The new Heat Pump System shall have a minimum ARI combined test SEER2 rating of 16.0 and a HSPF2 rating of 8.0.
2. Heat pump system shall operate continuously at the following Site Exterior Design Conditions:
a. Summer: DB Temp= 108.5 F, WB Temp=64.8 F
b. Winter: DB Temp= 31.7 F.
3. Heat Pump Capacity:
a. Quarters:
1) Total Cooling Capacity: 60,000 Btu/hr
2) Minimum Heating Size: 40,000 Btu/hr
b. Loft:
1) Total Cooling Capacity: 36,000 Btu/hr
2) Minimum Heating Size: 24,000 Btu/hr
4. Condenser shall be provided with:
a. Balanced port, hard shut-off Thermo-Expansion Valves
b. Crankcase heater
c. Support Feet
d. Refrigerant Type: R-410
e. Suction Line Accumulator
f. Filter drier
5. System shall have modulating condenser and air handler fan speeds.
6. Thermostat: Provide Heat Pump Manufacturer’s recommended Seven day, programmable, thermostat capable of controlling air handler speeds, condenser fan speeds, and providing heat pump system diagnostics.
7. Electrical Requirements: 208/230 Vac, 1 phase, 60 Hertz.
C. Warranty:
1. Contractor shall provide a full warranty on all work and materials (Labor, parts, accessories, and materials) for one year from the date of final acceptance.
2. Contractor shall provide a 5-year parts warranty on heat pump condenser, air handler, and thermostat.
D. Refrigerant Insulation: 1” thick Armaflex: Closed-cell, expanded rubber flexible Elastomeric Insulation –ASTM C534. Insulation shall not absorb water and shall have resistance to Mold, Fungi and Bacteria growth.
E. Condensate Drain Trap Kit: Provide ¾” condensate deep trap kit with clear flow tube and condensate overflow interlock switch. Shall be equivalent to EZ-Trap # EZT-210 or equivalent. Available from www.airtecproducts.com.
F. Air Filter: 5” thick, replaceable Synthetic air filter media installed in a permanently installed Air Filter Cabinet. Filter system shall be rated for air flows up to 2000 CFM with a ASHRAE MERV Rating not less than 10.
PART 3 - GENERAL PROJECT EXECUTION
3.1 PROJECT MEETINGS:
A. Preconstruction Conference: Telephone/Microsoft teams conference call will be scheduled for a mutually discussed date and time between the COR and Contractor.
B. Progress Meetings: To be held via Microsoft Teams as determined by COR.
C. Inspections:
1. Contractor shall perform and maintain records of their construction inspection to ensure their own construction quality assurance and contract compliance. Refer to FAR 52.246
