STATEMENT OF WORK
GRAND TETON NATIONAL PARK
TERMS AND CONDITIONS
2024 FORD POLICE INTERCEPTOR UTILITY
OBECTIVE:
Grand Teton National Park requires the purchase and installation of emergency equipment for one (1) Law Enforcement Vehicle, a 2024 Ford Police Interceptor Utility. This vehicle is currently onsite in Moose, WY.
GENERAL REQUIREMENTS:
Completion for vehicle upfitting will be completed within 4-5 months from the date of award, or from onsite arrival of vehicle to vendor, whichever is last. It is understood there are supply chain and manufacture production delays.
All equipment installation will have a minimum 90-day labor warranty.
PAYMENT:
Payment will be authorized upon acceptance of the 2024 Ford Interceptor by the agency after upfitting is complete.
DELIVERY OF VEHICLES:
If vendor is within 300 Miles of 103 Headquarters Loop in Moose, WY 83012, the park will deliver and pick-up vehicle.
If the vendor is beyond 300 miles from 103 Headquarters Loop in Moose, WY 83012, the quote must include the cost of vehicle transportation from and to that address. Pick up will need to occur within two weeks of award. Return of the vehicle will need to occur within 2 weeks of completion of the upfitting work.
USE OF QUALITY MATERIALS:
Awarded vendor must utilize quality wiring, equipment, metal material, and custom fabrication when integrating law enforcement packages into vehicles.
COMPONENT’S:
All components must meet or exceed the requirements spelled out in this solicitation.
Substitutions shall be approved by the Authorized Contracting Office. Specific components are specified for the safety of law enforcement officers working under tense, uncertain and rapidly evolving situations needing to make split-second decisions by being able to reliably operate any patrol vehicle in the fleet having consistent components, controls and function.
Agency made every attempt to identify components specific to the vehicles year, make and model. If components identified do not fit the vehicles year, make and model, or their installation is not recommended for their complete functionality, the vendor must clarify the components with the agency before installation. See Component Specification list.
The agency will provide: the radio controller cable, internal radio speaker, trunnion bracket for radio, and the vehicle graphics kit for installation. Vendor is responsible for purchase of all components listed and supplies required for installation to include preparation of VHF radio; with the exception of the Park’s radio (Motorola mobile APX7500 with remote head) and antenna whip which will be installed after upfitting by the agency.
In preparation for park radio Vendor is to provide and install two (2) fused 16-gauge accessory-switched power wire and two fused 16 gauge hot leads inside of equipment console, an 8-gauge vehicle chassis ground wire (not to extended past 12”), and a fused 8-gauge battery power wire behind front passenger seat. The antenna cable, coax and all power wires to be installed with enough slack to pull the console mounted radio for service. Radio controller cable will be routed from the equipment console. The trunnion bracket will be installed directly behind the front passenger seat, attached to the front of the prisoner partition. Internal radio speaker will be installed in the front passenger compartment.
One additional point of power (for future use): two (2) fused 16-gauge accessory-switched power wire and two fused 16 gauge hot leads inside of equipment console, an 8-gauge vehicle chassis ground wire (not to extended past 12”), and a fused 8-gauge battery power wire for future radio installation with a location in the rear cargo area of the vehicle on driver’s side.
Two RG-58, NMO Mount Coaxes are to be installed in roof: one 15’ coiled coax loop to be placed behind the front passenger seat, and one 15’ coiled coax loop to be placed in the rear cargo area on driver’s side (beside the installed power wires). Installation of coaxes will be down center of roof line, a minimum of 12 inches behind light bar, and 12 inches from each other.
DETAILED SCOPE OF WORK:
1. All work performed will be in accordance with the standards established by the Consumer Electronics Association (CEA), Mobile Electronics Certified Professional (MECP), and the National Institute for Automotive Service Excellence (ASE)
2. Install will be checked for the following quality control measures (this is not all inclusive of every quality measure that is checked for but should be used as a guideline of the quality expected).
3. Light Bar flash patterns and color must be programed to Agency standards. For reliability, safety and uniformity the light bars and controllers must be of the same manufacture. Program configuration must be accomplished using a Windows based computer program. Controller must be equipped with a USB port to allow transfer of programs from computer to controller.
4. All grounding locations are required to use “star washers” and be an extension of the vehicle chassis while utilizing copper ring terminals. All grounds will be checked for tightness and correct crimping as per MECP best practices for making low and high current connections.
5. Do not share factory grounding points with aftermarket equipment to minimize the risk of damage to OEM and aftermarket equipment. If an open or unused grounding point is unavailable, please use a nut and bolt as opposed to using self-tapping screws into metal. Also, you will need to sand or scuff the paint at the grounding points to ensure a good connection.
6. There will be minimum use of wire extensions and butt splices. We need to minimize the failure points of the install wherever possible. So, the extension of light bar control cables is unacceptable as is the extension of wires that were cut too short off the spool.
7. All crimp points need to be checked for proper crimps. The seam of the connector cannot be spread apart after the crimp. Also, the dimple of the crimp needs to be 180 degrees offset from the connector seam.
8. Any and all outside wire connections made (i.e. siren speaker, grille lights, inserts, wig wag, etc.) will need to be made with weather proof connectors or marine grade heat shrink used ½” on either side of the connection.
9. All wire runs that are out in the open and not tucked away under or behind a panel will need to be placed inside of black wire loom, zip tied to a factory wire harness (where applicable) or the framing to keep wires runs in a neat and consistent fashion.
10. Any pass-through wiring (wires that pass through a hole in metal) will need to have a rubber grommet installed at the pass through to prevent wire chaffing and accidental grounding as well as silicone used to prevent water intrusion.
11. All wire termination points will need 6” of extra wire or slack for any repairs that need to be made to equipment. The extra wiring will need to be neatly secured near the connection point to provide a clean install. All wiring runs will need to be zip tied, electrical taped, or loomed together where applicable. “Rats nest” wiring is not acceptable.
12. All parts need to be secured properly with the appropriate hardware that is in compliance with the part manufacturer and standards set by MECP best practices.
All equipment installed will be inspected for functionality and security.
13. All wires and cabling will need to be run in a way that is free from pinch points, retaining clips. Sharp objects including metal edges, tucked away so the wires are not seen, and checked for any cuts in the wire insulation where grounding can cause performance issues.
14. Every wire connection needs to be checked for proper seating and correct wiring.
15. Light lenses must be cleaned, and debris removed from the holes that were drilled for lighting inserts.
16. All trim screws need to be replaced when removed for installation of equipment. If any retaining clips, trim, interior panels, or dash panels are damaged and /or broken during the removal process, they will need to be replaced with an OEM equivalent or better.
17. All panels and interior trim need to be fitted properly and correctly seated in position.
18. No carpet bulges. All carpeting must be flush, and no wires run under or around vehicle pedals or moving components where vehicle operator is seated. If wire or cabling needs to be run in this area, please run and use multiple secured on all wires above driver’s feet, behind knee bolster as far away as you can get it from moving parts.
19. All dash pieces need to be properly seated and free of damage. If installation requires modification or holes drilled in the dash the contractor will need to get prior approval from the contracting office
20. All OEM components will need to be checked for functionality prior to and after the installation has taken place. Please note any warning lights on the instrument cluster that may be on prior to the install. Do not perform the install if any warning light stays lit 10 seconds after the vehicle is started (with the exception of the TPMS light).
Inform the agency of the light and have them make the necessary repairs prior to the install.
21. The vehicle cannot have any warning lights illuminated on the instrument cluster after the install (again with the acceptation of the TPMS light).
22. Seal all holes and grommets when mounting or where a pass through was made to prevent water intrusion with a urethane sealant.
23. All antenna coax ends will need to be properly crimped as per MECP best practices.
There will need to be 6” of extra coax in addition to strain relief for repairs. Strain reliefs must be used on all microphone cables to prevent damage to cable ends.
24. Check weather stripping for proper seating if removed.
25. Vehicle will be checked for any exterior and interior damage before and after installation. If you notice any damage, please inform the agency before performing the install. The installer will be held liable for any damage that occurs to the vehicle while it is in their possession.
26. All areas where fasteners are used to mount equipment will need to be checked on both sides of the mounting surface prior to drilling to prevent accidentally running in to a wire harness or OEM/ aftermarket components.
27. Vehicle must be completely cleaned inside where the installation has taken place. All metal shavings must be removed from carpet areas, drip trays, and other surfaces.
28. An Antirust inhibitor must be used where pass through holes are drilled through metal (i.e. light bar cabling hole, firewall pass through, and NMO coax holes).
29. No splicing of vehicle factory wiring will be an acceptable practice of installation. This is to include no scotch locks/t-taps.
30. If vehicle is being outfitted for slicktop profiling, additional sealing of internal light bar on windshield will be utilized to prevent flashback onto dash.
Miscellaneous:
Please identify and give a complete explanation of your warranty on the installation labor.
Include limitations, time frames, and how quickly you will be able to resolve any issues that may arise with your install. Refer to scope of work for any minimum requirements.
Product will be checked for completeness and tested to ensure equipment operates in accordance with manufactures specifications.
Vehicles will be inspected upon delivery for any damage prior to accepting delivery.
Gun locks: All three (3) gun locks will be mounted to post in center line of vehicle, behind equipment console. The BlacRac will be mounted toward the front driver’s side, one other gun lock will be mounted toward the front passenger side, and the third gun lock will be mounted/accessible from the rear driver’s side compartment.
