STATEMENT OF WORK – REHABILITATION
For Repairing Carter Ponds/Impoundment Levees At Panther Swamp National Wildlife Refuge Near Carter, Mississippi May 30, 2023 Project #2017296078
A. DESCRIPTION OF THE WORK: Rehabilitation to exterior levees and levee tops on the Southeastern Quadrant of the Carter Ponds/Impoundment Levees at Panther Swamp National Wildlife Refuge (NWR) in Yazoo and Humphreys Counties, MS. (See Image 1) This project includes earthen levees totaling approximately 7,500 LF in length that require reshaping side slopes and adding surface material to approximately 8,000 LF in length. The ponds/impoundments support intensive waterfowl management and provide infrastructure to support a cooperative farming program for wildlife. Exterior levees requiring rehabilitation adjoin ditches to the east and west, but ditches will not be excavated. No off-site fill material is permitted. There is no levee work required on the south, exterior levee. Cleaning and reshaping the north, exterior levee is part of another project and not included in this Statement of Work. Interior levees are not included in this rehabilitation project; however, resurfacing is required per the details and map. (See Image 2) Steep side slopes make for unsafe maintenance operations, tend to erode quickly, and are difficult to manage. Insufficient surface materials negatively impact access by equipment and fuel supplies, management of three diesel powered wells, and general access by Refuge and cooperative staff. Side slopes need to provide safe tractor access for mowing.
1. Clear and grub/strip vegetation along side slopes and adjoining ditches to the preferred restored/graded levee slope between 3:1 and 4:1. Due to distance from ditch (toe of slope) to edge of road, variations from 4:1 will be needed and allowed with prior approve from Refuge Manager. Slope can begin no closer than 3 feet from edge of road. See reference photos at end of document.
2. Reshape and regrade levee side slopes along the eastern and western boundaries using existing materials for embankment. Woody debris will be piled in two central locations indicated on Image 3.
3. Compact embankment material as to avoid erosion and prepare for seed, fertilizer, and mulch application.
4. Furnish, transport, and install seed, fertilizer, and mulch on approximately 8 acres of side slopes. Hydroseeding is allowed or mulching with Bermuda grass hay post seed and fertilizer application. Fertilizer applied at 200 lbs/ac and Bermuda seed applied at 50 lbs/ac on approximately 8 acres.
5. Reshape and regrade road surfaces, then place new 610 limestone and #57 washed gravel graded to drain from centerline of road. Road surface is 610 limestone for approximately 3500 ft x 12 ft x 2 in. Other road surface is #57 wash gravel for approximately 4500 ft x 12 ft x 2 in. Limestone is calculated at 145 lbs/cf and totals 507.5 tons. #57 wash gravel is calculated at 95 lbs/cf and totals 427.5 tons. 610 limestone and #57 wash gravel must be weighed, and scale tickets provided per load to total amounts indicated above. See reference photos at end of document.
6. Matting must be installed at each well location for truck passage. Matts must provide protection for a minimum of 20 ft each at 9 locations – 3 wells and 6 underground pipe crossings. Matts to be removed at the end of project.
7. Contractor responsible for calling 811 to locate any possible underground utilities.
