About this file
This document is an amendment to Solicitation No. 140FC124R0032 for repairing the Carter Ponds Impoundment Levees at the Panther Swamp National Wildlife Refuge. The amendment extends the offer deadline to May 01, 2024 and provides question and answer information. The solicitation is for a below $250K construction project to furnish, transport, install, and remove temporary construction matting, as well as seed, fertilize, and mulch approximately 8 acres of levee slopes. Pricing is to be submitted as a lump sum bid, with no separate bid schedule. The agency is the U.S. Fish and Wildlife Service, and a site visit is recommended but not required. The Q&A clarifies that the Superintendent, SSHO, and QC Manager can be the same personnel, provides details on the erosion control and compaction standards, and notes that additional rock quantities beyond the lump sum would require a contract modification.

Solicitation No: 140FC124R0032 Amendment 0001
Questions & Answers
1. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
a. No, it can all be the same personnel.
2. Per FAR 36.204, please provide the magnitude of construction for this project?
a. Magnitude of Construction is below $250K
3. Is there a bid schedule or just one lump sum?
a. No Bid schedule, just one lump sum.
4. Explain “ Furnish, Transport, Install & Remove Temporary Construction Exit , qty 2”
a. Contractor must provide all work to remove the existing levees onsite. (A site visit is recommended but not required for a better understanding)
5. Explain “Strip vegetation below the WSE”
a. Clear out the grub and strip the vegetation alongside slopes and adjoining ditches to the preferred restored/graded levee slope.
6. “Backfill Eroded Slope, CY 4,140” Is this task the movement of existing fill and grading & sloping the levees?
a. A6. refers to matting. The mats that are furnished, installed, and removed is the only part of "temporary construction" and there is no reference to exit. However, the quantity is 20 ft sections at 9 locations or a total of 9 mats. I'm not seeing reference to stripping vegetation below the WSE or backfilling eroded slopes.
7. How much Bermuda hay per ac is required to mulch?
a. Standard answer is a sufficient coverage to slow erosion and keep the soil moist for seed germination. A light covering without exposed soil is sufficient and the minimum. Hydroseeding is also an acceptable practice.
8. The SOW states on p 1 para A4 : “Furnish, transport, and install seed, fertilizer, and mulch on approximately 8 acres of side slopes” The schedule of quantities on p 4 states “Furnish, Transport, & Install Seed, Mulch, & Fertilizer SF 93,130 “which is 2.14 ac. Which is correct; 8 ac or 2.14 ac?
a. Fertilizer applied at 200 lbs/ac and Bermuda seed applied at 50 lbs/ac on approximately 8 acres.
9. What standard of erosion control is FWS looking for on the impoundment? Is seeding and mulching sufficient or will slit fencing/waddles be needed?
a. Silt fencing and waddles will not be needed.
10. The amount of rock within the project is a substantial amount of cost for the bid. Is the pricing to be split between all line items? Also what happens if there is a need for more rock with no line item cost associated with it.
a. The pricing is not split between all line items, and a lump sum bid is sufficient. If more rock is needed, we would need to do a modification, but we do not anticipate having the funds to do so.
11. What standards for compaction are being required on the impoundment? Is tracking in with a dozer sufficient or will there be a need for a sheep foot roller.
a. Engineering and construction standards to ensure there is no erosion until grass is established. Sheep foot roller is likely too compacted for seeds to establish roots. If tracked with a dozer, tracks must be perpendicular to slope as parallel tracking will cause erosion.
