About this file
This is a Statement of Work (SOW) for native prairie habitat restoration at Altus Air Force Base in Altus, Oklahoma, issued by the U.S. Fish and Wildlife Service (USFWS), Fisheries and Aquatic Conservation Program, Region 2. The project involves restoring native grassland across two locations: a 21.87-acre West Location and a 4.97-acre 6.4 Acre Location. The contractor must procure and apply native grass seeds according to USFWS specifications without tilling and must meet Altus AFB security access requirements. Work must be completed between 0600–1800 Monday through Friday during daylight hours, with all deliverables and final billing due by March 24, 2026. The contractor may proceed any weekday between award date and March 24 after providing at least two days' notice to technical points of contact. Work cannot proceed during conditions that compromise safety or seed viability, such as heavy rain, flooding, or frozen ground.
The primary tasks include submitting a detailed draft and final work plan with project timeline; obtaining and transporting all field equipment, grass seed, and supplies; and seeding designated areas at specified rates using appropriate methods. For the 6.4 Acre Location, the contractor must seed the mixed native grass areas at 10 PLS (Pure Live Seeds) lbs. per acre using a specified 17-species native grass mix. For the West Location, the contractor must seed turf grass areas bordering the sidewalk and fenceline at 43 PLS lbs. per acre and remaining prairie areas at 10 PLS lbs. per acre with a specified 17-species mixed native grass mix. Seed shall not be covered in more than ¼ inch of soil or hydro mulch. Acceptance is based on visual inspection confirming ≥95% coverage of designated areas with seed applied at specified rates and depth. The USFWS biologist, Donna Nolan, will conduct quality control checks and measurement via field inspection. Any unused seed must be transferred to USFWS upon project completion, along with a written summary documenting acreage seeded, estimated depth and rate, seed quantities used per species, and remaining seed quantities.
