About this file

This document is a Statement of Work (SOW) for the maintenance and repair of the HVAC system at the Detroit River International Wildlife Refuge Visitor Center in Trenton, Michigan. The SOW describes the Daikin HVAC system in detail, including 3 outdoor condensers, 18 ceiling cassettes, 7 fan coil units, and 2 energy recovery/dedicated outside air systems. The SOW outlines the required maintenance and inspection tasks, such as checking controls, refrigerant levels, fan operations, and electrical components. The SOW is part of a 5-year Blanket Purchase Agreement (BPA) solicitation (Solicitation Number: 140FS224Q0154) issued by the Department of the Interior Fish and Wildlife Service for HVAC monitoring services and repairs at the Visitor Center. The period of performance for the BPA is from 7/1/2024 through 6/30/2029.

Statement of Work HVAC Maintenance and Repairs

Detroit River International Wildlife Refuge

Trenton, Michigan

I. PROJECT DESCRIPTION:

Provide services and products to maintain the integrity of the Detroit River International Wildlife Refuge Visitor Center’s Daikin HVAC system. This will include on-going maintenance, inspections, necessary repairs, and verification of proper operation. These units need to be serviced by trained, authorized factory service representatives to function properly. Allowing HVAC professionals not trained on Daikin units put us at risk of severe damage to the equipment leading to higher maintenance costs and possibly even catastrophic failure resulting in total unit replacement.

II. LOCATION:

The John D. Dingell Jr. Visitor Center is located at 5437 W Jefferson Ave., Trenton, MI 48183.

III. DESCRIPTION OF WORK AREA:

The John. D. Dingell Jr. Visitor Center is located at the Detroit River International Wildlife Refuge in Trenton, Michigan. The Visitor Center is part of a combined National Wildlife Refuge System’s Administration/Visitor Center facility at this gateway location.

IV. DESCRIPTION OF WORK:

The HVAC system at the Detroit River International Wildlife Refuge Visitor Center is a Daikin system comprised of 3 outdoor Condensers, 18 Ceiling Cassettes, 7 FCU (Fan Coil Units), and 2 ERV Energy Recovery/ DOAS/Dedicated outside air systems. Proper maintenance and management of this Daikin system is key in the lifespan of all components. It is imperative that the HVAC system operates efficiently and effectively to prolong the lifespan of all equipment and the building itself. Additionally, it is critical to ensure staff and visitors are comfortable when working or visiting the building. The establishment of a BPA will allow refuge staff to quickly respond to any HVAC problems and troubleshoot any malfunctions to rapidly ensure efficient operations of the system.

Scheduled maintenance inspections are performed at various times throughout the year. Tasking Sheets provide an overview of the maintenance to be performed. Below are examples of some of the tasking that may or may not be provided.
