About this file
This is a Statement of Work for GPS fleet tracking services required by the US Geological Survey (USGS), Lower Mississippi-Gulf Water Science Center (LMGWSC). The contractor must supply, install, and maintain satellite tracking services for 110 GPS fleet tracking units with provisions for additional units as personnel and vehicle needs change. The initial requirement includes hardware procurement and installation, followed by ongoing annual subscription and network maintenance services. The account number is GX26ML00COM00SA.
The contractor shall supply GPS units compatible with USGS fleet vehicles, install them without impairing vehicle functionality, configure software for real-time tracking, route history, geofencing, and reporting, and provide secure role-based platform access. Deliverables include fully functional installed hardware, web and mobile software platforms, on-site or virtual staff training, and documentation including user manuals and maintenance schedules. Performance requirements specify location accuracy within ±5 meters, 99% system uptime during operational hours, and configurable alerts for unauthorized use, excessive idling, and route deviations. Critical operational requirements include unlimited continuous GPS tracking with real-time updates at least every 2 minutes, 90% coverage probability for continental United States and 200 miles offshore with message delivery within 20 minutes, 24/7/365 service availability, S.O.S emergency notification capability, user-defined geofencing and tracking frequency levels, Bluetooth connectivity to government phones, and integration capability with the USGS National Water Dashboard. Hardware must be waterproof, extreme temperature resistant, and resistant to salt water and air. The contractor must maintain current group configurations, provide all tracking data upon request, and ensure all data is free of malicious code. Payment is based only on services actually received.

ExisƟng Equipment: None Account Number: GX26ML00COM00SA
Number of Devices 110
The contractor shall:
• Supply GPS tracking units compaƟble with the organizaƟon’s fleet vehicle types.
• Install units in all designated vehicles without impairing vehicle funcƟonality.
• Configure soŌware to provide real-Ɵme tracking, route history, geofencing, and reporƟng features.
• Provide secure, role-based access to the GPS tracking plaƞorm.
• Ensure data storage and transmission comply with applicable privacy and security regulaƟons.
Deliverables
• Hardware: Fully funcƟonal GPS units installed in each vehicle.
• SoŌware Access: Web and mobile plaƞorms for monitoring and reporƟng.
• Training: On-site or virtual training for designated staff on system use and reporƟng tools.
• DocumentaƟon: User manuals, installaƟon records, and maintenance schedules.
Performance Requirements
• GPS units must provide locaƟon accuracy within ±5 meters.
• System upƟme must be at least 99% during operaƟonal hours.
• Alerts for unauthorized vehicle use, excessive idling, and route deviaƟons must be configurable.
PERIOD OF PERFORMANCE: Ini al unit and service, then annual service only.
1. Provide annual subscription services for new activated devices.
2. Provide annual network maintenance services to keep devices active and operational.
3. Provide annual subscription services for current activated devices if applicable.
4. Provide annual network maintenance services for new and current activated devices if applicable.
5. Contractor shall supply the ability for User’s IT system to operate the USGS National Water Dashboard
– Internal to be populated with the location and whereabouts of USGS, LMGWSC vehicles.
6. The ability to add and delete devices from the account.
7. Only services received will be paid for.
8. Current configuration of “groups” tracked together will be maintained. Current groups enable USGS LMGWSC to organize the distribution and publication of data from current and future GPS devices, and to manage and change those group configurations as needed.
9. Unlimited and continuous GPS satellite tracking with web-based application interface that provides real time tracking, historical tracking and bread crumb trail information for at least the last 30 minutes, status of each device, assigned name, office, and tracking coordinates.
10. GPS coverage for the continental United States and two hundred miles offshore of these areas must be at 90% or better probability of successfully sending a single message within 20 minutes.
11. Capability to request check-in/check-out status from all remote users within a geographic area.
12. S.O.S service that notifies emergency response center for the GPS location.
13. User-defined geofence boundary alerts
14. Ability to send custom messages with GPS location – Messages will be pre-determined by USGS and programed for use on all devices.
15. Vendor’s communication system will deliver user-initiated messages and tracking signals 24-hours per day, 365 days per year. Acceptable exceptions to this requirement would be if there are satellite outages beyond Vendor’s control which interfere with message delivery.
