1. Are the GPS units required to be hardwired vehicle-installed devices, OBDII style connection, portable satellite tracking/SOS devices, or would either type be acceptable?

Our other request is for portable devices that would be worn on personnel. We're looking for more of a mounted device to each vehicle in an attempt to get rid of user error. Hardwired is preferred but not required.

2. Does the Government require true satellite communication, or is cellular-based GPS tracking acceptable where coverage is available?

Cellular-based is an option we hadn't considered but are open to the idea of

3. The Statement of Work mentions coverage for the continental United States and up to 200 miles offshore. Will these devices actually be used offshore, or is that requirement included for general coverage purposes?

The vehicle units will NOT be going offshore

4. Is the S.O.S. emergency response center notification requirement mandatory for every device?

SOS is not mandatory for the vehicle-based units

5. Does each device need to support custom messaging with GPS location, or are pre-set status messages acceptable?

Preset messages are acceptable.

6. The Statement of Work mentions the ability for the USGS National Water Dashboard - Internal to be populated with vehicle location data. Is there a specific API, file format, or integration method that is required for this?

Just need an API, but alternatively we can without it as long as we have an internal dashboard we can monitor.

7. Will all 110 devices be installed at one location in Little Rock, Arkansas, or will installation be required across multiple locations?

Installation would happen at 11 offices over 5 states. If it's something "we" can install ourselves that would probably be preferrable.

8. Are all 110 devices expected to be delivered, installed, and activated at the beginning of the contract, or will they be activated in phases?

Units can be delivered and activated at once, and then installed in phases. If we can self-install, all units can be sent to one location and I'll send them out later.

9. For pricing, would you like the quote broken out by:

10. Are there any option years associated with this requirement, or is this only for the 06/29/2026 through 06/28/2027 period of performance?

No option years

11. Are there any specific make/model requirements, or is an equivalent solution acceptable as long as it meets the Statement of Work?

No make/model requirements

12. Is the Government looking for a firm fixed price quote for the devices, installation, and annual service?

Yes, Firm-Fixed Price Purchase Order

13. Based on the below tech requirements – we understood that USGS is asking for a satellite communication unit with 2 min tracking interval (I assume when engine is ON).

Yes while the engine is on. We prefer 2 min, but if they can do 10 min intervals we can work with that.

16. From the specs I'm seeing you need a satellite based solution (Global Star, etc) that provides service at sea as well as on land?

For personal GPS units we need offshore capability yes.

17. Can you send me the details, year, make and model of the 110 vehicles?

95% of our vehicles are 2019 or newer Ford F-250s.
