Scope of Work Summary
This is a Scope of Work document for a federal construction project by the U.S. Fish and Wildlife Service (USFWS) at Flint Hills National Wildlife Refuge Headquarters in Hartford, Kansas.
The project involves constructing a reinforced concrete parking lot measuring 75 feet by 39.5 feet by 6 inches thick, along with ADA-compliant sidewalks totaling approximately 121.5 linear feet in multiple sections (81.5'x6', 30'x6', and 10'x10.5'). Work includes subgrade preparation with excavation, compaction, and moisture conditioning; aggregate base installation; concrete finishing, edging, curing, and jointing; parking lot striping and signage; ADA curb ramps with compliant slopes; removal of existing pavement; and site restoration with grading, topsoil, and seeding. Technical specifications require concrete strength of minimum 4,000 psi, air content of 6½ ±1½%, reinforcement via rebar or welded wire mesh, and liquid membrane-forming curing compound applied per manufacturer recommendations. All testing and compaction must meet ASTM standards.
The contractor must complete all work within 240 calendar days from Notice to Proceed. Required submittals include concrete mix design, work schedule, traffic control plan, material certifications, testing plan, disposal plan, and site-specific safety plan. The contractor is responsible for following OSHA and federal regulations, maintaining a safe worksite, coordinating inspections with the Contracting Officer's Representative (COR), protecting utilities and structures, providing daily safety briefings, and delivering daily activity logs, testing reports, waste disposal documentation, as-built drawings, and final inspection documentation. The COR is Michael Smith (michael_d_smith@fws.gov, 719-256-5527), and the Project Site Point of Contact is Branden Doering (branden_doering@fws.gov, 620-203-1470).
