STATEMENT OF WORK
Hardware Captioning Device
A. Background
The US Fish and Wildlife Service, National Conservation Training Center, Creative Imagery Branch, is seeking to lease an Automated Closed Captioning and Transcription hardware device for its live video broadcasts and file based video captions in order to maintain 508 compliancy. Specifically the service will be leasing ENCO Encaption 4 hardware, software and support. This is a brand name only requirement.
B. Objectives
Provide automated closed captioning and transcription service via an on premise hardware device that delivers live, real-time captions that are highly accurate and low-latency for both live video broadcasts and file-based videos originating from our Television production facility at the National Conservation Training Center (NCTC).
C. Scope of Work
Independently, and not as an agent of the Government, the contractor shall furnish all necessary labor, materials, supplies, equipment and services (except as otherwise noted) to perform the work set forth below.
1. Services to be provided
The services to be provided are an overall description of the work to be performed. It expands on the project objectives and summarizes the acceptable quality level for the standards of performance.
2. Captioning Services
The contractor furnished hardware device shall provide section 508 compliant real time (live) and file based captioning services with a 95% or better accuracy rate. The device shall include hardware, software, and support. In addition, it will include an installed closed caption encoder. The output of the Encoder needs to be SDI with embedded captions (CEA 608/708). The system must provide input connectivity for SDI / HD-SDI embedded audio, HDMI, NewTek NDI and AES3 via XLR.
3. Live Captioning
Must be able to ingest live HD video content, process the live source and deliver real time (CEA 608/708) closed captions that is compatible with Livestream broadcast delivery system.
4. File Based Captioning
Ability to ingest MP4, WMV, MOV, AVI, MPG video formats and digital audio files.
Provide multiple caption formats to include: EBU-TT XML, Generic XML, FXP/TTML, XML, STL, SRT, SCC, SMI, VTT, TXT. Additionally, have the ability to output text transcriptions.
D. Government Responsibilities
The Government will provide a suitable area for the hardware and install the device provided by the vendor. Additionally, a point of contact will be provided to the vendor for future communications.
E. Deliverables
The contractor will ship all equipment and components to the National Conservation Training Center and provide technical assistance for the initial setup and configuration for the enCaption hardware system ensuring the device is operational and functioning properly.
F. Program Management and Control Requirements
This section defines the mechanism by which the contractor shall demonstrate progress and compliance with the requirements.
G. Quality Control
Contractor will assign a coordinator/point of contact, which we may contact with any issues that may come up with the device.
H. Inspection and Acceptance
I. Quality Assurance
The Government will designate a coordinator/point of contact who will act as the primary liaison for any technical problems that may come up.
J. Surveillance Methods
The Governments designated coordinator will randomly review captioned programs for accuracy. Any noted deficiencies will be provided to the contractor. The contractor is responsible for assisting with correcting any deficiencies so that they may not happen during the captioning of future programs.
