LOWE 339663 Install 2 Air Handling Units at Boott Mill #6

SCOPE OF WORK

The Boott Cotton Mills is served by a chilled water and a hot water system distributed to fan coils and air handlers installed throughout the building’s five floors. The chilled water is sourced from a water-cooled chiller plant installed in a connector building north of the Boott facility, as is a natural gas fired hot water boiler plant. These plants pump glycol infused chilled and hot water to single coils in the remote fan coils and air handlers. For building ventilation, the air handlers and fan coils either access outside air directly from intake louvers or from a series of roof mounted direct outside air units. All aging mechanical equipment in the building will be replaced within the next five years. The building has new energy efficient windows.

From a condition assessment report, ACU-2 and ACU-3 work in tandem to serve the second-floor exhibit space and are in similarly poor but functional conditions. ACU-3 is hanging in an open area connected to the exhibit space, and the ductwork distributions from the unit is in fair condition. ACU-2 similarly has fair condition ductwork routed on the opposite wall of the exhibit space, but the unit itself is installed within a second-floor mechanical room with severely insufficient maintenance access. ACU-4 is currently in poor condition and has poor maintenance access, which is exacerbated by congestion from ACU-2 installed directly above the unit. The ductwork distribution from ACU-4 to the Weave Room below is generally in fair condition, but the return grilles are in poor condition as is the return duct routed underneath the floor of the

Weave Room.

The area for this scope of work is to replace in-kind the AHU-2 and AHU-4 (installed in 1993) located in the mechanical room on the second floor next to the museum spaces that contain cultural artifacts. The area served is approximately 12,000 sf (first and second floor museum spaces) x 13’-0” approx. height per floor. The first-floor museum houses working weave (loom) machines and produce cotton fiber dust, which is filtered through a return air duct. The second floor also houses more traditional and conditioned museum space. The mechanical room is above the building’s business entrance at the end of a paved courtyard and adjacent the second-floor museum. Crane access to the mechanical room via external louvers can be by the courtyard.

There is a service elevator adjacent the mechanical room available as well.

This project is to replace these two air handlers (which have energy recovery and fresh air intakes), associated ducting within the mechanical room, provide connection to existing Trane automated controls, and add connection piping and valves within the tightly enclosed mechanical room. Provide high energy efficient fan coil units and controls systems supported by a minimum of MERV 13. The contractor shall provide a stamped engineered document with calculations for the new air handlers. After the Contracting Officer accepts the design, the approved submitted equipment shall be ordered and installed as the construction portion of this contract. The old units and associated parts shall be demolished and removed disposal manifest to be provided.

The existing fire alarms shall be integrated with the new system. Provide a one-year warranty for labor and manufactured parts.

The units to be replaced are ACU-2 (3800 CFM) and ACU-4 (10,500 CFM). Building power is

208/230 volts. The building has a four-pipe heating and cooling loop. The contractor shall supply new unions, pressure/temperature wells, manual air vents, flowmeter/shutoff/balancing valves, strainers, ball valves, modulating automatic control valves, an EF-9, dampers, piping and duct insulation and connections, and all necessary parts and labor mentioned or not mentioned here to provide a fully operational system for the two units. Provide summer and cooling cycle commissioning.

The replacement intention is to replace in kind; however, current BTU energy needs are to be verified and considered to ensure the new design meets the current needs of the space. Provide an additional 15% over design to allow for future space planning and heat/cooling modifications.

Design and installation to meet 2024 International Mechanical Code, NFPA 70 National

Electrical Code, and the 2024 International Existing Building Code. Provide manufacturer’s warranty and one year for labor and parts.

The contractor shall connect the new air handlers to the existing NPS building automated Trane controls and provide integration as required.

A site visit is required pre-bid.

The Boott Mill Complex located at 115 John Street, Lowell, MA contains the Boott Mill #6 facility, a multi-use, NPS owned facility containing the Boott Cotton Mill Museum. The Boott

Mill Courtyard is owned by Winn Properties (Boott Mill 1 and 2 building units). The NPS has a maintenance easement for the courtyard. The building sits on the corner, adjacent Bridge Street and the Merrimack Canal Wasteway, in downtown Lowell, MA.

The Boott Mill complex is a primary visitor services facility for Lowell National Historical Park and NPS staff and visitors regularly access the courtyard and facilities, and the facilities will remain open during the duration of the project. There is limited contractor parking within the courtyard. Contractor must provide own porta potty. And be willing to work to regular business hours.

Contract Line Item No. 0001:

This item consists of replacement of two second floor air handlers and all associated ducting and piping connections as indicated in the contract documents (Specifications, SOW, and shown on drawings H3, H5, and H16).

NPS COMPLIANCE NOTES

Specific engagement with historical fabric in the Boott Cotton Mill #6, CRIS-HS# 023170, LOWE Asset Code 4100/4129, Location: 1117.

1. Potential fastening to existing load bearing brick masonry, multiple wythe exterior and interior walls.

2. Potential fastening to underside of existing 6" x 12" structural timber beams (Virgin heart pine timber/Southern Yellow Pine timber).

3. Potential fastening to underside of exposed pine plank ceiling boards, 9/16" thick x 2" planks over 2 3/4" thick planks 8-12" width.

4. Potential to drill through existing non-loadbearing, non-historical walls, and partitions to run electrical and controls cabling.

5. Potential coring through existing brick masonry bearing walls to provide access for electrical conduits and control cabling runs.

6. Coring through existing floor/ceiling construction (historical floors / ceilings), NOT allowed unless unable to run through existing penetrations.

Specific selective demolition scope of work items:

1. Selective demo of existing HVAC equipment, hangers, stabilizer bars, fasteners in existing brick masonry bearing walls and timber beams / floor ceiling assembly.

2. Selective demo of non-historical acoustical ceiling sections and suspension system.

3. Removal of existing HVAC equipment via freight elevator to disposal vehicles.

New construction scope of work items:

1. Anchoring into existing brick masonry bearing walls – where anchoring into existing masonry bearing walls may be necessary for the installation of HVAC unit hangers and seismic bracing:

a. Fasteners may be installed ONLY in existing mortar joints. Pre-drilling is recommended. If fasteners larger than 3/8” mortar joint thickness are required review with Park 106 Compliance Coordinator / Historical Architect in advance of scheduled activity to inspect and evaluate existing conditions.

b. Powder actuated fasteners are prohibited from use into existing masonry walls.

c. Use the shortest structurally sound fasteners as required.

2. Fastening to existing virgin heart timber beams and plank ceiling. Fastening to the underside of existing 6" x 12" structural timber beams (Virgin heart pine timber/Southern

Yellow Pine timber) and /or the underside of exposed pine plank ceiling boards, 9/16" thick x 2" planks over 2 3/4" thick planks 8-12" width is allowed within the following

106 compliance controls:

a. Powder actuated fasteners are prohibited from use into existing timbers.

b. Use the shortest structurally sound fasteners able to hold new construction

(recommend 3/4"-1 1/4" depth wood screws).

3. Fastening into existing wood plank flooring (unit frames and/or unit vibration isolation of stabilizers): The existing historical floor / ceiling construction consists of 9/16" thick x

2’” planks virgin heart pine planks x various lengths, over 2 3/4" thick planks 8-12" width x various lengths.

a. Powder actuated fasteners are prohibited from use into existing wood floors.

b. Use the shortest structurally sound fasteners able to secure new construction

(recommend 3/4"-1 1/4", max. 2” depth wood screws).

c. Wherever possible avoid fastening to historical floors and fasten / anchor to existing or new wall construction.

4. Control Cable Runs:

a. Controls cable, color "white" to match existing ceilings, shall be run in existing cabling trays to the maximum extent feasible. Runs from the trays to new camera and PAC devices shall be secured to existing hangers where possible with "zip" ties, snipped, color white.

b. Where new fasteners may be required to secure cabling runs, to avoid sagging, recommend using round cable wire clips with single nail, color "white".

Limitations on fasteners: 1. Powder actuated fasteners are prohibited from use into existing wood timber beams, and finish ceiling boards. 2. Use shortest structurally sound fasteners able to hold cabling and Wi-Fi devices. Lead-in-

Construction 1. For installation of mounting plates avoid areas where there may be peeling or chipping LCMs (finish paint).

5. New Electrical Conduit (if required): where new electrical and low voltage supply wiring is required to support new PAC and camera devices in conduit, please use minimum conduit sizes by code. Refer to fastening guidance in items 1-2 for fastening at existing brick wall and existing wood ceilings and timber beams.

a. Conceal conduit visually where possible, paint to match ceiling color.

b. Penetrations / existing GWB partitions– minimize penetrations in existing non-load bearing GWB partitions. Ensure all penetrations are fire caulked in accordance with Code.

c. Penetrations / existing brick masonry – identify locations where penetrations for electrical conduit will be required for new electrical conduit. Review locations with the 106 Compliance Coordinator / Historical Architect. Penetrations where possible should utilize existing through-wall penetrations. Where new penetrations may be required, and after review with the 106 Compliance

Coordinator / Historical Architect, core drilling should be limited to the smallest openings to run new conduits-do not over core.
