SCOPE OF SERVICES
TRASH REMOVAL SERVICES (TRANSFER STATION)
1. BACKGROUND
The National Park Service, National Mall and Memorial Parks (NAMA) picks up trash with its own trash vehicles every day from its various sites. The trucks intern fill up quickly due to the amount of waste picked up and must be dumped at an approved waste transfer site to ensure continued operations in the Park.
2. PURPOSE
The National Park Service, National Mall and Memorial Parks (NAMA) has a requirement for a performance based contract to provide a dump transfer station site to dispose of generated trash picked up by NPS government personnel from various NAMA grounds. The Park will guarantee a minimum of 300 tons per year of trash. Transfer site shall not exceed a 15-mile radius from the East Potomac Park Potomac Park Maintenance Site located at 1100 Buckeye Drive, S.W. Washington, DC 20024. Days and operation shall be: Monday through Friday, 4:00a.m. - 4:00p.m.; Saturday, 4:00a.m. - 2:00p.m. This contract will be awarded as a firm fixed price for one base period with 4 option years.
3. SCOPE OF WORK
Independently, and not as an agent of the government, the contractor shall provide the National Park Service, with all labor, supplies, materials, equipment and travel, necessary to provide a waste transfer station and waste tonnage documents for National Mall and Memorial Parks. The work shall include but is not limited to the following:
A. Transfer site shall not exceed a 15-mile radius from the East Potomac Park Potomac Park Maintenance Site located at 1100 Buckeye Drive, S.W. Washington, DC 20024.
B. Days and operation shall be: Monday through Friday, 4:00a.m. - 4:00pm; Saturday, 4:00a.m. - 2:00 p.m.
C. The contractor shall provide weight tickets from an approved landfill facility scale and attach them with the invoices that are uploaded through IPP.gov. Invoices will be submitted the first week of the month for the previous month. Invoices will be submitted to the COR by email first for approval to be uploaded through IPP.
D. The Contractor shall accept National Park Service, NAMA rear load trash vehicles. Vehicle Identification will be provided upon contract award.
E. The contractor's site shall be properly certified with the State and with the Environmental Protection Agency. A copy of the certification shall be provided to the Contracting Officer with the offer.
F. The contractor transfer site shall be open for regular hours on July 3rd and open normal starting hours of 4:00 am on July 5th to receive trucks.
G. Contractor will provide price per ton for dumping on bid sheet for each option year.
4. DELIVERABLES
· The contractor shall provide weight tickets from an approved landfill facility scale and attach them with the invoices that are uploaded through IPP.gov. Invoices will be submitted the first week of the month for the previous month. Invoices will be submitted to the Contracting Officer (COR) by email first for approval to be uploaded through IPP.
· The contractor shall provide a copy of the certification to the COR with the offer.
· Contractor will provide price per ton for dumping on bid sheet for each option year.
5. GOVERNMENT FURNISHED PROPERTY
The government will provide specifications of the trucks that will be used for dumping upon award.
6. CONTRACTING OFFICER'S REPRESENTATIVE (COR)
For the purpose of this task order, the COR will be announced at the time of award. The COR is responsible for: (1) monitoring the contractor's technical progress including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the Scope of Work; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this task order; and (5) assisting the Contracting Officer in the resolution of technical problems encountered during performance.
THE CONTRACTING OFFICER IS RESPONSIBLE AND HAS THE SOLE AUTHORITY FOR DIRECTING AND/OR NEGOTIATING ANY CHANGES IN THE TERMS, CONDITIONS, OR AMOUNTS CITED IN THE TASK ORDER. INCREASES IN THE SCOPE OF WORK SHALL BE APPROVED ONLY BY THE CONTRACTING OFFICER
For guidance from the COR to the contractor to be valid, it must: (1) be consistent with the description of work set forth in this contract; (2) not constitute new assignment of work or change to the expressed terms, conditions, or specifications. incorporated into this contract; (3) not constitute a basis for an extension to the period of performance or contract delivery schedule; and (4) not constitute a basis for any increase in the total contract value.
7. TIME FOR COMPLETION
All work specified shall be accomplished within the period of performance of the contract.
8. COORDINATION AND SCHEDULING OF WORK
The dump site will be open to receive in the specified times of this statement of work during the terms of this award. If the contractor for any reason will be closed on the times specified in this contract they must notify the COR 24 hours in advance so that dumping can be scheduled before closure. If transfer site is to be closed for an extended period of time an alternative site must be provided to the COR for continued dumping while the contractor’s site is closed.
9. GENERAL LIABILITY INURANCE
The contractor shall be responsible for securing general liability insurance which will protect the government from any claims, or litigation connected with any injury or damage resulting from his/her (and all subcontractors) actions while working under this contract, and further agrees to save and hold harmless the government, its agents and employees, from any and all claims, damages, suits at law or equity of whatever kind of nature from damages to or loss of property or injury or death to persons resulting directly or indirectly from attributable to the contractor in connection with this task order.
10. LOSS OR DAMAGE
If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this task order, the contractor shall be responsible for the same. The government, at its option, in lieu of repayment, may require the contractor to replace at his own expense, all property as directed by the Contracting Officer.
11. INVOICE REQUIREMENTS
Acceptance will be given by the COR after an inspection and verification of the work performed as defined in the contract specifications.
The Contractor shall submit all invoices through www.ipp.gov within 30 days of work performed or on a monthly basis. All Invoices will have the date, vehicle ID, tonnage dumped, and the sites address. Invoices will be submitted the first week of the month for the previous month. Invoices will be submitted to the Contracting Officer (COR) by email first for approval to be uploaded through IPP. Failure to attach the invoice in IPP will result in the invoice being rejected.
