STATEMENT OF WORK

Commercial Service

Air Conditioning (AC) Compressor Replacement Administration/Archives Building

1. General:

1.1 D.C. Booth National Fish Hatchery (NFH), 423 Hatchery Circle, Spearfish, SD 57783- 2643. Service, Air Conditioning (AC) Compressor replacement.

1.2 Purpose/End Application: The purpose of this project is to restore reliable climate control for building occupants and to protect historical artifacts housed within the Administration/Archives Building. Interior temperatures have exceeded 94°F due to the failure of the existing HVAC system. Installed in 1995, the current compressor failed and was over 30 years old. Repairing the current unit is not practical as it is obsolete. The Contractor shall furnish and install a new compressor, coil, and line set (brand name or equal) including all associated components required for a complete and operational installation. The new system shall connect to the existing HVAC, electrical, and piping infrastructure and utilize EPA-compliant refrigerant in accordance with current regulations.

1.3 Contractor Qualifications: The Contractor shall possess all licenses and certifications required by the State of South Dakota to perform commercial HVAC installation and repair. All work shall be performed by qualified personnel and comply with applicable manufacturer requirements and industry standards.

1.4 Other: The Contractor shall comply with all applicable Federal, State, and local laws, regulations, codes, and permit requirements.

2. Place of Performance and Period of Performance

2.1 Work is to be performed at D.C. Booth National Fish Hatchery (NFH), 423 Hatchery Circle, Spearfish, SD 57783-2643.

2.2 The Contractor shall complete all work as soon as practicable after award in accordance with the contract period of performance.

2.3 Normal duty hours Monday through Friday 8:00 a.m. - 4:30 p.m. or additional time frames with prior approval from the station. In the event of emergencies, Contractor shall provide contact information.

2.4 Nonduty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope

The Contractor shall furnish all labor, supervision, equipment, materials, transportation, and incidentals necessary to remove the existing HVAC equipment and provide a complete installation of a new AC compressor, coil, and line set.

3.1 The contractor shall replace AC compressor and associated devices.

3.1.2 The contractor shall furnish and install one (1) Carrier, 12 ton, minimum 12 SEER Air Conditioning (AC) brand name or equal. The replacement compressor shall meet or exceed the performance, capacity, and operational requirements of the existing unit shown in the photograph below. The Contractor shall verify existing site conditions and provide a compatible replacement unit capable of integration with the existing HVAC system. The Contractor shall include all labor, materials, equipment, removal, installation, startup, and testing required for a complete and operational system. meeting or exceeding the minimum requirements specified in this Statement of Work and connect to existing HVAC system.

3.1.3 The contractor shall test and confirm circuits and breakers in existing control panel.

3.1.4 The contractor shall update evaporator coil line set and condensing unit to comply with the applicable requirements of sections 608 and 609 of the Clean Air Act.

3.1.5 All plumbing and electrical as required by code

3.1.6 Repair any wall or building finishes disturbed during installation, including patching and painting to match existing surfaces as closely as practical.

3.1.7 Remove and properly dispose of the existing air conditioning equipment in accordance with all applicable environmental regulations.

4. Deliverables and/or Delivery Schedule:

4.1 (1) new compressor meeting or exceeding the minimum requirements specified in this Statement of Work

4.2 The contractor shall procure all components required for the installation of a new AC compressor unit, associated devices, and connection to existing HVAC system.

4.3. Testing documentation of final system installation and configuration.

4.4 Contractor shall provide a one-year warranty that the system will be free of defects: labor and equipment.

5. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)

5.1 DC Booth NFH will provide restrooms, electricity, and water for the contractor to using while the contracted work is being completed.

7. Evaluation and Acceptance

7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon designated U.S. Fish and Wildlife Service representative(s) determining the HVAC system has been completely installed in accordance with the contract requirements, the existing equipment has been removed and properly disposed of, and warranty documentation, operating manuals, and other required closeout documentation have been provided.

8. Quality Control/Quality Assurance:

8.1 The Contractor shall maintain a quality control program sufficient to ensure all work complies with contract requirements, applicable building codes, manufacturer installation instructions, and industry standards. The Government reserves the right to inspect work at any time. Any deficiencies identified shall be corrected by the Contractor at no additional cost to the Government.
