Statement of Need for Upfitting Vehicle for Use as Emergency Response/Law Enforcement Operations and Patrol within Lake Mead NRA Background Lake Mead NRA consists of approximately 1.5 million acres of both land and water. Most of these areas are visited by the general public, who occasionally need emergency assistance in one form or another.

Lake Mead NRA employs U.S. Park Rangers who maintain the authority and responsibility to enforce Federal law and to respond in an emergency to provide a variety of services including law enforcement, structural and wildland fire, emergency medical services, and search and rescue. As such, these employees utilize marked law enforcement and emergency services vehicles that are outfitted with a variety of emergency lights and sirens.

The vehicles are typically provided by contract through the General Services Administration (GSA) as fleet vehicles. These vehicles come with basic function packages only and need to have emergency lighting, sirens, various equipment and prisoner transport cages, and standard agency markings installed in them.

This project is to outfit a total of thirteen (13) Pursuit Package 2021 Dodge Durangos. These vehicles are currently outfitted only with what the manufacturer (Dodge) installs on the vehicle, which includes, but is not limited to 2 spotlights mounted into the A post of the door frame (1 on either side of the vehicle), and a prewired harness for some of the emergency equipment.

All of these vehicles have arrived at the Park. The contractor shall hold their price for 6 months from contract award.

The project is also to strip out thirteen (13) of the old patrol vehicles being replaced for turn in to GSA.

Equipment installation needs to be accomplished at a shop facility within 50 miles of the Lake Mead NRA HQ in Boulder City, NV. Vendor will be required to have a minimum of 10 years’ experience outfitting Law Enforcement and Emergency Services vehicles and will be required to provide references to be contacted by the NPS for verification.

Bid proposals will be evaluated for best value to the government. The following factors will be used to evaluate the proposals: Price, Product Features, contractor’s knowledge and experience, warranty, and past performance.

The contractor will order parts necessary for each vehicle upon notification of the contract being awarded. The contractor will discuss with the COR and workout a schedule for all vehicles associated with this contract. The COR and the contractor will also work out the schedule for the strip out of the patrol vehicles to be turned into GSA.

Requirements All installations and removals will be done by an established vendor within 50 miles (straight line) of the Lake Mead National Recreation Area Headquarters.
