About this file
This document is a detailed specifications file for the United States Department of Interior Bureau of Land Management's Road Grading project in Phillips County, Montana for 2025 and 2026. The contract covers road maintenance and grading services for approximately 67.8 total miles of roads (25.3 miles of gravel roads and 42.5 miles of dirt roads) in the Malta Field Office district. The base bid includes grading Dry Fork Road and Camp Creek Campground Roads in spring/early summer, with additional optional road sections (Manning Corral Road, Nichols Coulee Road, CK Ridge Road, Pea Ridge Road, Third Creek Road, and Indian Lake Road) that can be added contingent on funding and moisture conditions.
The specifications outline precise requirements for road grading, including using a road grader with at least 135 horsepower and a 12-foot blade, maintaining proper road width and crown, and ensuring appropriate drainage. Environmental considerations are emphasized, such as limiting soil disturbance, preventing weed seed spread, and preserving natural features. Timing is critical, with road maintenance typically occurring between April 15 and June 15, depending on moisture conditions. The contract is structured with a base year (2025) and an option year (2026), with slight variations in road sections between years. Payment will be made per linear mile, with different line items for various road sections and additional services like road edge mowing.

ROAD MAINTENANCE
2025 & 2026 MALTA BLM ROAD GRADING
SECTION 17301
PART 1: GENERAL
1.01 WORK INCLUDED:
A. Description: Work consists of blading and shaping existing roads to restore proper drainage.
Work is described and scheduled on Work Data Sheet.
1.02 DEFINITIONS:
A. Reshaping road surface requires cutting through crust to remove potholes, washboard, and ruts. Material is redistributed across roadway.
B. Contracting Officer may extend Contract if work cannot be completed within dates specified due to weather problems.
1.03 PROJECT CONDITIONS:
A. Public Safety and Signing: Contractor shall exercise due caution and care when operating equipment to prevent undue conflict with public users of road.
1 . Reflective "Slow Moving" vehicle symbol shall be attached to rear of all appropriate equipment.
2 . Post warning signs on both ends of section being worked on. Signs shall be moved as needed, so that sign does not precede machinery more than one mile. Signs shall be of size, style, and color as required in current edition of "Manual on Uniform Traffic Control Devices for Streets and Highways - MUTCD".
3 . Berms, windrows, or other obstructions shall not be left in roadway overnight or on weekends.
1.04 QUALITY ASSURANCE:
A. Failure Criteria: Include, but not limited to following:
1 . Formation of pools of water on road surfaces. Site drainage shall be of prime importance.
2 . Flow of moisture toward, or entrapment against cattle guard and culvert foundations.
3. Grading of material into cattle guard grids or pits, streams, rivers, or other waterways.
4. Road grader induced washboards on the travel surface.
17301-2 1/17/2025
PART 2: PROJECT/SITE CONDITIONS
2.01 TIMING:
A. Maintenance/improvements shall begin in spring after roads have thawed and dried to appropriate moisture level. Malta Field Office will notify Contractor seven days in advance of date they wish blading operations to begin. These conditions usually occur between April 15 and June 15. However, work may be performed outside of these windows if there are adequate moisture conditions. All work will be performed in a timely manner when appropriate moisture is present for satisfactory performance.
B. Gravel road maintenance/improvements shall be done when adequate moisture is present for satisfactory performance. Government will instruct Contractor when conditions are either too dry or too wet for grading. However, as a rule of thumb, the following may be used to determine moisture readiness: if a half ton pickup leaves ruts of greater than 2" then roads are too wet, and if one cannot dig down 2" and find moisture then conditions are likely too dry.
C. Dirt road maintenance/improvements shall be done when material will shatter and spread evenly over road surface. Any curling of material off moldboard will indicate that conditions are too wet to perform maintenance activities.
PART 3: EXECUTION
3.01 INSTALLATION:
A. Contractor will furnish road grader with operator that has minimum of 135 horsepower, 12-foot blade, and scarifier. Where potholes, washboards, or ruts are 3” deep or greater, scarify to minimum depth of 3” to 4” below the road surface, process material, and reshape surface.
B. Road width: Road segments shall be maintained to uniform widths. This does not mean every road will be of uniform width from start to end, but each segment of road will be essentially uniform.
C. Grades: Grades shall be maintained to present grade between points, or uniform slopes where elevations change. Abrupt changes in slopes shall be rounded.
D. Blading: Blading of gravel road surfaces will be done to minimize loss of aggregate material.
High blading, which is merely filling depressions with loose material, will not be acceptable.
Berms or ridges shall not be left along the shoulders. During blading operation, material shall not be graded into cattle guard pits. All loose rock larger than six inches shall be removed from roadbed. Road segments being bladed shall not be longer than two miles in length.
Berms/windrows created during blading operations shall be removed prior to end of each day. Edges or berms created at approaches shall be feathered and smoothed.
E. Maintain uniform crown of 2%-3% in straight sections where crown has been established prior to contract. Contractor shall work toward creating crown in other sections. Super elevation on curve sections is desired, including smooth transitions to a straight section crown. See typical Road Profiles on Sheet 10 of the Drawings.
17301-3 1/17/2025
F. Excess and unsuitable material including rocks, boulders, or clumps of vegetation that cannot be used on the rock surface shall not be left as berms or ridges on the travel way or left where it can block flow in ditches or to culverts.
G. Mowing: Vegetation along edges of Dry Fork Road shall be mowed to six inches height or less when excessive brush and/or weeds have established themselves. Decision to mow will be at the discretion of the Government. Method of mowing shall shatter stems and leaves so berms containing mowed material will not be left on side of road.
H. Special instructions for specific roads:
1. At Camp Creek Campground Roads:
a. Consideration shall be taken to accommodate mowing of vegetation along the edges of the roads at the Camp Creek Campground that is routinely performed by the Government.
The Contractor shall provide additional grading passes as necessary to remove any berms/windrows from these road edges.
b. Care shall be taken by the Contractor to feather and smooth approaches to eliminate any edges or berms in these areas.
2. At Third Creek Road:
a. Contractor shall lift the blade of the motor grader at three locations along this road to leave privately-owned and State-owned land undisturbed. The locations and lengths of these segments are noted on Sheet 8 of the Drawings. The Government shall stake each end of these three road segments.
PART 4: MEASUREMENT AND PAYMENT:
4.01 METHOD OF MEASUREMENT:
A. Units: Work described in this section and on Work Data Sheet will be measured and paid by linear mile (measured to tenth of a mile) as measured along center line of roads.
4. 02 BASIS OF PAYMENT:
A. Payment: Base bid will include only Dry Fork Road and Camp Creek Campground Roads (late spring/ early summer blading). Blading of Manning Corral Road, Nichols Coulee Road, CK Ridge Road, Pea Ridge Road, and Indian Lake Road will each be additives awarded as funding and moisture conditions allow (this will occur anytime from contract award thru fall). Fall blading of Dry Fork Road will be an additive awarded as funding and moisture conditions allow. The mowing of Dry Fork Road edges will be an additive awarded only if deemed necessary by the Government and as funding allows. Prices and payment will be full compensation for work described in this section. Payment will be made under:
