About this file
This is a Specifications and Salient Characteristics document for a federal procurement of laboratory analytical equipment by the USDA-ARS Plant Science Research Unit in St. Paul, Minnesota. The government is seeking a replacement microplate spectrophotometer to upgrade from an aging single-tube analog device. The new system must fit within strict physical dimensions of 40cm width x 33cm depth x 35cm height due to benchtop space constraints, and must be supplied by a single manufacturer capable of meeting all technical specifications.
The required system must include multi-mode detection capabilities (absorbance, fluorescence, and luminescence) with separate light paths for absorbance and fluorescence modes. Key technical specifications include absorbance reading range of 200-1000nm, ability to read 6, 12, 24, 48, 96, and 384-well microplates plus up to 4 cuvettes, 2-microliter micro-volume capability, long-life Xenon flash lamp, bandpass of 5nm or less, sample thermal regulation from 4°C to 45°C, and read times of 27 seconds for 96-well and 81 seconds for 384-well plates in speed mode. The system must include linear, orbital, and double orbital shaker features, dedicated software with data analysis capabilities including multiple standard curves and 4-5 parameter curve fitting with Boolean operations, and data output must be 100% Microsoft Excel compatible in XLS, TXT, and XML formats. Delivery is required within 60 days of order placement to USDA-ARS at 1991 Upper Buford Circle, St. Paul, Minnesota 55108. The contractor must provide on-site installation and familiarization, minimum one-year hardware and onsite support with OEM-certified personnel, minimum one-year technical support access, and minimum 10-year guaranteed instrument use and support from the delivery date. Software licenses for four computer systems and standard 110V US power requirements are included.

Specifications and Salient Characteristics Project: Forage Quality and Enhanced Use of Forage Research
GENERAL INFORMATION
1.0 Scope of Work: We investigate forage plants in terms of animal nutrition characteristics, protein sources for food stock and biochemical new and innovative/alternative uses for forage plants. Most research is centered within the alfalfa research project, however there are other plant species that are of interest for current and future projects. Research is conducted in conjunction with plant breeders to select for specific desired traits. Research is both lab and field based.
2.0 Background: This purchase is for a replacement of an very old single tube spectrophotometer (spec), replacing the analog device with a micro plate reading spec able to scan up to 384 samples in about 3 minutes, compared to about 72 samples in tubes taking about 65 minutes. In addition to the higher sample throughput, the new device is safer for the end user, with less handling of concentrated acids and in much smaller volumes compared to the single tube spec.
There are many spec manufacturers that all offer devices that meet specifications, HOWEVER the device MUST fit in the same physical space as the device it is replacing, approximately 40cm x 33cm x 35cm because of benchtop space restrictions.
