About this file
This document is a set of specifications for hydroseed supplies required by the Bureau of Land Management (BLM) Pinedale Field Office. The BLM seeks to purchase 100% wood fiber hydromulch and organic tackifier to support habitat restoration and reclamation projects in the Sagebrush Steppe Plant Communities. The specifications detail the required product characteristics, including that the hydromulch be a 100% virgin wood fiber product manufactured for optimal performance in mechanical hydroseeders, and that the tackifier be a 100% organic, non-toxic, and environmentally friendly guar-based product. The delivery period is July 17, 2024 to September 30, 2024, with delivery to the BLM Pinedale Field Office. This procurement is supported by a related federal contract opportunity (Solicitation Number 140L6224R0006) for the hydromulch and organic tackifier, which will be awarded as a firm-fixed price contract. The contract is a total small business set-aside under NAICS code 115112.

Specifications for Hydroseed Supplies
1.0 General
1.1 Background
The mission of the BLM Pinedale Field Office is to purchase hydroseed supplies, 100% wood fiber hydromulch and organic tackifier. The mission of the BLM Pinedale Field Office is to accomplish the following objectives: 1.) Enhance habitat restoration/reclamation project success. 2.) Deliver a habitat restoration/reclamation technique including but not limited to areas where natural and reclaimed vegetation is struggling or not meeting habitat requirements 3.) Reintroduce a seed bank to native vegetation. 4.) Provide site‐stability and reduce erosion. 5.) Decrease sediment and salinity loading into the Colorado River Drainage Basin. 6.) Seed on slopes that would be difficult for other equipment. 7.) Seed in places that would be difficult to seed manually. 8.) Increase plant density and productivity. 9.) This project would be a part of the Sagebrush Strategic Plan. This plan focuses on planning processes that produce projects that enhance sagebrush habitat in Greater Sage‐Grouse GHMA and PHMA. There is no known prior acquisition of hydroseeding materials within the Wyoming BLM nor is this a DOI requirement within the BLM. This is a concept that has been contracted through other projects within the BLM.
This is a new acquisition, that provides versatility to easily and efficiently to do seeding operations that would be considered complex using conventional methods such as broadcast seeding and drill‐seeding.
1.2 Objective:
Complete the successful acquisition of the 100% wood fiber hydromulch and organic tackifier.
1.3 Scope of deliverables:
Purchase of 100% wood fiber hydromulch and organic tackifier to be delivered.
1.4 Period of Performance:
7/17/2024 to 9/30/2024.
1.5 Place of delivery:
BLM‐ WY Pinedale Field Office 1625 West Pine St.
Pinedale, WY 82941
2.0 Specific Requirements/Tasks
2.1 Purchase 100% wood fiber hydromulch and organic tackifier
Specifications:
A) 100% wood fiber hydromulch A 100% virgin wood fiber mulch for hydroseeding. It is of the highest quality in the industry and is manufactured under constant quality control.
Note: Manufactured for optimal performance in mechanically agitated hydroseeders.
100% Wood Fiber Hydromulch 100% wood fiber hydromulch forms a protective spray‐on mulch mat/erosion control blanket that aids in preventing washout and provides an ideal environment for germination.
Helps establish vegetation.
Less labor intensive than rolled erosion control products.
Stabilizes soil.
Holds seed in place.
Prevents wind and water erosion.
Outperforms paper and straw products.
Meets ECTC Type 1 standards.
B) Organic Tackifier
A 100% organic guar‐based tackifier for hydroseeding. Organic, non‐toxic & environmentally friendly. Guar is used to bond mulch fibers together like a glue, minimizing soil erosion and reducing the need for reseeding.
When used with 100% wood fiber hydromulch forms a protective spray‐on mulch mat/erosion control blanket, that aids in preventing washout and provides an ideal environment for germination.
Holds Fiber and seed in place.
Prevents wind and water erosion.
All‐natural soil stabilizer.
Outperforms PAM and other tackifier products.
Safe for the environment, humans, pets, wildlife and fish.
Organic, non‐toxic & environmentally friendly
