About this file

This Statement of Specifications details a National Park Service contract to procure limestone aggregate for trail rehabilitation at Big South Fork National River and Recreation Area in Tennessee. The project requires the contractor to source and deliver approximately 625 tons of #4 limestone aggregate and 469 tons of crusher run limestone aggregate to two specific locations: West Entrance Stockpile and Terry Cemetery Trailhead Parking Area. The materials will be used to restore 4 miles of the River Trail West Horse Riding Trail, which has been damaged by floods and ice storms between 2019 and 2021.

The contract specifies strict requirements for material quality, including clean, angular limestone with specific gradation and size specifications. Delivery must be completed within 30 calendar days of the Notice to Proceed, with deliveries occurring during normal operating hours (0700 to 1630 EST, Monday through Friday). The Contracting Officer's Representative (COR) will conduct thorough inspections of the materials, including an initial inspection of the first delivery and ongoing verifications of each subsequent load. Contractors must provide weight tickets, maintain a delivery log, and ensure all materials meet ASTM and AASHTO standards for trail tread and drainage stabilization.

1. BACKGROUND:

Big South Fork National River and Recreation Area (BISO): Located on the Kentucky- Tennessee border, BISO encompasses approximately 125,000 acres. Established by Congress on March 7, 1974, its mission focuses on preserving the area's natural and cultural resources for current and future generations. The park features the Big South Fork of the Cumberland River and its tributaries in their natural state, promoting ecological integrity and a variety of recreational activities. These activities support the local economy and provide leisure opportunities in the economically challenged region.

This project will acquire limestone aggregate to support the restoration of the River Trail West, a heavily used multi-use trail damaged by consecutive record-breaking floods and ice storms between 2019 and 2021. Erosion and drainage failures have degraded large sections of the trail, impacting visitor safety and contributing to siltation in the Big South Fork of the Cumberland River—posing a threat to several endangered mussel species. The National Park Service will purchase approximately 625 tons of #4 limestone aggregate and 469 tons of crusher run limestone aggregate to reconstruct the trail tread and stabilize drainage features. This material is critical for restoring the trail to safe, sustainable conditions and protecting sensitive natural resources.

2. PROJECT IDENTIFIERS:

PMIS NUMBER: 320416A

PROJECT TITLE: “Rehabilitate 4 Miles of River Trail West Horse Riding Trail”

3. PLACE OF PERFORMANCE:

The contractor shall deliver limestone aggregate to two locations within Big South Fork National River and Recreation Area:

1. West Entrance Stockpile o Coordinates:

Decimal Degrees (DDD): 36.483572° N, -84.739856° W

UTM: Zone 16S, Easting: 696,917m, Northing: 4,047,780m

The contractor must coordinate delivery with the National Park Service to ensure material is staged in a manner that allows efficient access and minimizes environmental impact.

Both locations are accessible to standard dump trucks and provide sufficient space for safe unloading and maneuvering.

Quantities will be divided between these two locations as detailed in the Scope and Task sections of this Statement of Specifications.

4. PERIOD OF PERFORMANCE:

The contractor shall complete delivery of all aggregate materials within 30 calendar days following receipt of the Notice to Proceed (NTP).

The West Entrance Stockpile is approximately 21.3 miles (estimated 28-minute drive) from the material source, while the Terry Cemetery Trailhead Parking Area is approximately

26.6 miles (estimated 50-minute drive).

Contractors must plan delivery schedules that account for travel times, offloading, and site conditions. All delivery coordination, questions, and communications shall be directed solely to the Contracting Officer’s Representative (COR); contractors are not authorized to coordinate with any other NPS staff.

5. SCOPE:

The National Park Service (NPS) seeks to purchase and receive delivery of approximately 625 tons of #4 limestone aggregate and 469 tons of crusher run limestone aggregate to support trail rehabilitation efforts within Big South Fork National River and Recreation Area.

The contractor shall furnish all materials, labor, equipment, and transportation necessary to deliver the full quantities to the designated delivery locations:

West Entrance Stockpile Terry Cemetery Trailhead Parking Area

The total aggregate quantities shall be divided evenly between the two locations (approximately 312.5 tons of #4 limestone and 234.5 tons of crusher run per site).

The materials must meet the following specifications:

#4 Limestone Aggregate:

o Clean, crushed limestone, angular in shape.

o Nominal size: 1–2.5 inches.

o Free of fines, dirt, and organic material.

Crusher Run Limestone Aggregate:

o Mixture of crushed stone and fines.

o Typical gradation: material passing a 2-inch screen down to dust.

o Well-graded to ensure good compaction and drainage.

All material shall comply with applicable ASTM and/or AASHTO standards for limestone aggregate suitable for trail tread and drainage stabilization.

The contractor is responsible for ensuring materials are delivered clean, properly graded, and free from contamination.

Weight tickets or certified scale receipts shall be submitted to the COR upon request or, at a minimum, on a weekly basis. Electronic submission is acceptable and encouraged.

6. TASK:

Material Procurement:

Source and provide approximately 625 tons of #4 limestone aggregate and 469 tons of crusher run limestone aggregate that meet the specifications outlined in Section 5.

Delivery & Offloading:

Ensure all work complies with applicable safety, environmental, and regulatory requirements.

Promptly notify the COR of any delays, issues, or deviations from contract requirements.

7. INSPECTION:

Initial Inspection:

Upon the first delivery, the Contracting Officer’s Representative (COR) will inspect the aggregate materials to ensure they meet the specified gradation, cleanliness, and quality standards outlined in Section 5. The COR will also confirm that offloading and staging are performed in a safe and acceptable manner.

Ongoing Inspection:

Each subsequent delivery is subject to inspection by the COR or their designee to verify compliance with contract requirements. This includes review of material quality, proper delivery location, and weight ticket accuracy. The COR may photograph deliveries to document compliance and material condition.

Acceptance:

Aggregate deliveries will not be considered accepted until they have been inspected and verified by the COR. Any non-conforming materials (e.g., contaminated loads, improper gradation) shall be removed and replaced by the contractor at no additional cost to the government.

Final Verification:
