SCOPE OF WORK:
Upgrade Sewer Lift Stations at George Washington Birthplace National Monument
PART 1 – GENERAL INFORMATION
1.1 This contract is a Fixed-Firm Price contract, base-bid with two (2) option-bids. The scope of work includes upgrading system components on four (4) sewer lift stations at George Washington Birthplace National Monument. The contractor is responsible for all labor, equipment and materials to complete the project. The contractor must verify and properly size new equipment components prior to submitting a bid. Work includes pumping, hauling and properly disposing of effluent from four (4) septic holding tanks. The contractor will replace the metal work platforms, metal access hatches/doors, and internal ladders at three (3) of the lift stations. Additionally, the contractor will remove and replace seven (7) submersible pumps, including removing the old, rusty, deteriorated pressurized metal pipes, fittings, and valves. All replacement pipes must be 2-inch Schedule 80 PVC, and the contractor must conduct leakage tests. The contractor will also replace all old control floats with new floats, connect all control wiring and perform testing. The contractor shall remove and dispose of three (3) old electrical circuit panels, breakers, wires, and connectors within the lift stations. A watertight junction box for the electrical wire will be installed inside the lift stations, and new outdoor-rated general duty electrical safety/disconnect switches will be installed outside of the three (3) lift stations. The contactor will remove all rust, loose paint chips, and dirt from the metal surfaces of the three (3) lift stations. Additionally, all interior and exterior metal surfaces of the three (3) lifts stations shall be prepared and painted with primer and a topcoat. Concrete tank walls and floors will be cleaned, and OBIC spray-applied coatings will be applied to the entire surface of the three (3) effluent holding tanks. The contractor shall perform start up procedures on all newly installed systems and confirm that they are operating properly in accordance with manufacture specifications.
1.2 Location:
George Washington Birthplace National Monument 1732 Popes Creek Road Colonial Beach, Virginia 22443
1.3 Regular Working Hours:
Work is to be performed between 7:00 am and 3:30 pm, Monday through Friday. No work is to be performed on Saturdays, Sundays, or federally recognized holidays (unless otherwise authorized by the Contracting Officer’s Representative 72 Hours ahead of the planned work date.).
1.4 Period of Performance:
The duration of the contract is 120 calendar days from the Notice to Proceed.
1.5 Notification:
The Contractor shall notify the Contracting Officers Representative (COR), who serves as the single point of contact, at least 48 hours in advance of all work in occupied housing units or other facilities located within the park.
1.6 Waste Disposal:
The contractor is responsible for the proper offsite disposal of all solid waste materials.

PART 2 – SCOPE OF WORK FOR BASE AND BID OPTIONS
2.1 Base-Bid Scope of Work:
Provide all labor, equipment, materials, and supervision for component upgrades at four (4) sewer lift stations. Services include pumping, hauling, and properly disposing of effluent from four (4) septic holding tanks. Remove rust, loose paint chips, and dirt from the metal surfaces of three (3) lift stations. Apply primer and a topcoat of paint to all interior and exterior metal surfaces of the three (3) lift stations. Remove existing metal working platforms and install new heavy-duty rectangular bar metal grate platforms at three (3) lift stations. Remove and dispose of old metal access hatches/doors and internal ladders at three (3) lift stations and replace them with new aluminum access hatches/doors and ladders. Remove and dispose of three (3) old electrical circuit panels, breakers, wires, and connectors within the lift stations. Install watertight junction boxes for electrical connections, along with new 60-amp outdoor-rated general duty electrical safety/disconnect switches. Remove and replace one (1) ½ HP pump in the Farm Area. Make all control wire connections, perform startup procedures on the new pump, and confirm that the system operates properly according to manufacturer specifications.
Base-Bid Supplies/Material/Equipment:

· 1 each - Myers, ½ HP, 115volts, 60Hz, Submersible Effluent Pump
· Contractor-Furnished Supplies/Materials/Equipment:
· Contractor is responsible for providing all supplies/materials/equipment to complete the bas- bid scope of work, except for the ½ HP Submersible Pump.
Base-Bid Locations:
· Visitor Center Lift Station:
· Provide services to pump, haul and properly dispose of effluent from a 3000-gallon septic holding tank. Replace the existing metal platform with a new heavy-duty rectangular bar metal grate platform. Prepare all interior and exterior metal surfaces to receive metal primer and topcoat of paint. Install new aluminum access hatch/doors and ladders. Remove the old electrical circuit panel, breakers, and wires in lift station. Install a watertight junction box for electrical connections and a new 60-amp outdoor rated general duty electrical safety/disconnect switches outside of the lift station.
· Quarters Lift Station:
· Provide services to pump, haul and properly dispose of effluent from a 3000-gallon septic holding tank. · Remove and replace with one (1) ½ HP submersible pump with controls.
2.2 Option-Bid 1 Scope of Work:
Provide all labor, equipment, material, and supervision for replacing six (6) 1-1/2 HP submersible pumps within three (3) effluent holding tanks. Remove and dispose of old control floats and install new control floats, wiring and make connections in control panels at three (3) lift stations. Remove and dispose of existing 3-inch and 2-inch metal pipes, fittings, valves, support brackets and install new 2-inch Schedule 80 PVC pipe, fittings and support brackets within all three (3) lift stations. All gate and check valves shall be replaced with new brass valves.
Option-Bid 1 Supplies/Material/Equipment:
· Government-Furnished Supplies/Materials/Equipment:
· 6 each – Myers, 1-½ HP, 230volts, 60Hz, Single-Phase, Submersible Effluent Pump
· Contractor-Furnished Supplies/Materials/Equipment:
· Contractor is responsible for providing all supplies/materials/equipment to complete the option-bid 1 scope of work, except for the 1-½ HP Submersible Pump.
Option-Bid 1 Locations:
· Visitor Center Lift Station:
· Install two (2) new submersible pumps. Install new control floats and make connections in control panels. Replace old metal pipes and fittings with new Schedule 80 PVC. Install new check and gate valves. Install new control floats and make all connections in control panel. Test for system for proper operation.
· Quarters Lift Station:
· Install two (2) new submersible pumps. Install new control floats and make connections in control panels. Replace old metal pipes and fittings with new Schedule 80 PVC. Install new check and gate valves. Install new control floats and make all connections in control panel. Test for system for proper operation.
· Picnic Area Lift Station:

2.3 Option-Bid 2 Scope of Work:
Provide all labor, equipment, material, and supervision for cleaning and preparing the concrete surfaces of the tank walls and floor. Remove all liquid and debris from the interior of three (3) effluent holding tanks. Apply OBIC spray-applied coating to all surfaces of three (3) effluent holding tanks.
Option-Bid 2 Supplies/Material/Equipment:
· Contractor-Furnished Supplies/Materials/Equipment:
· Contractor is responsible for providing all supplies/materials/equipment to complete the option-bid 2 scope of work.
Option-Bid 2 Locations:
· Visitor Center Lift Station:
· Clean and prepare all interior surfaces of the effluent holding tank and apply OBIC spray-applied coating to the entire surface.
· Quarters Lift Station:
· Clean and prepare all interior surfaces of the effluent holding tank and apply OBIC spray-applied coating to the entire surface.
· Picnic Area Lift Station:
· Clean and prepare all interior surfaces of the effluent holding tank and apply OBIC spray-applied coating to the entire surface.
PART 3 – QUALITY ASSURANCE AND EXPERIENCE
3.1 Qualifications:
· All prospective bidders must provide evidence of past work experience in installing sewer lift station pumps/systems, plumbing pipe, fittings, control wiring/panels and electrical panels, along with associated components.
· Bidders must provide experience in welding/fabrication, painting and the application of the OBIC spray-applied coating.
· A minimum of three (3) years of experience in sewer lift rehabilitation or similar work is required.
3.2 Contractor Personnel:
· The contractor must provide a contract manager who will be responsible for overseeing the performance of the work. The name of this person, along with one or more designated alternates who will act on behalf of the contract manager in their absence, must be submitted in writing to the Contracting Officer.
· The contractor must not employ persons for work on this contract if they are considered by the contracting officer to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
3.3 License and Certifications:
· All prospective bidders must be licensed and insured to perform work in Virginia.
3.4 Conduct:
· Contractor workers/technicians shall always present themselves in a professional manner.
· No cursing or inappropriate language shall be used on the jobsite.
· No smoking in park-owned facilities. A designated smoking area will be established by the Contracting Officer’s Representative (COR).
· Cigarettes must be extinguished and disposed of in approved receptacles.
· The consumption of alcohol and/or use of illegal drugs is not permitted at the job site.
PART 4 – PRE-BID SITE EXAMINATION
4.1 Site Visit:
· All prospective Bidders, and their subcontractors, as appropriate, are strongly encouraged to visit and examine the existing conditions of the project prior to the submission of their bids. This site visit will help bidders better understand the work required formulate any questions before submitting their bids.
· Any discrepancies shall be forwarded to the Contracting Officer (CO) in writing for clarification prior to the commencement of work. Any work performed before receiving clarification, particularly work that may require correction, shall be rectified by the Contractor at no additional cost to the Contract and Government. Furthermore, no time extensions will be granted to the Contract Schedule. Lack of knowledge regarding existing conditions will not be considered as a basis for extra compensation.
PART 5 – STAGING AND STORAGE
5.1 Staging:
· There are limited areas available for staging on-site. The contractor will work with the designated COR to define the “Limits of Work” and the “Staging Area”.
5.2 Storage:
· The contractor shall assume full responsibility for any tools, equipment, and materials stored on-site. The park is not liable for any items stored on-site.
PART 6 – PROTECTION AND PREVENTION
6.1 Park Facilities:
· The contractor shall protect park facilities and the surrounding area from damage and/or contamination resulting from construction activities at the jobsite. Procedures must be implemented by the contractor to ensure no damage is inflicted on the ceiling plaster by workers and/or construction-related materials and debris.
6.2 Housekeeping:
· The Contractor shall:
· Maintain the project site in a neat, orderly, and safe condition at all times.
· Provide an adequate number of containers for collecting construction debris and construction materials for recycling and disposal.
· Store volatile wastes in covered containers
PART 7 – DISPOSAL
7.1 Demolition/Removal:
· All construction debris generated from the removal or installation process must be collected and disposed of properly in accordance with applicable Federal and State regulations.
PART 8 – SAFETY
8.1 Accident Prevention Plan:
· After contract award and prior to the Pre-Construction conference, the contractor shall submit an Accident Prevention Plan to the COR for review.
8.2 Confined Space:
· The contractor shall provide proof of confined space training. The contractor must obtain and provide a permit to enter the confined space.
8.3 First Aid:
· An updated first aid kit must be maintained on-site.
8.4 Personnel Protective Equipment:
· The contractor shall meet the requirements of applicable ANSI standards.
8.5 Emergency:
· In case of an emergency call 911 and then notify the COR.
PART 9 – SUBMITTALS
9.1 Submittals:
· The following items shall be submitted to the COR a minimum of 10 calendar days prior to the Pre-Construction conference:
· Construction Schedule
· Breakdown of the Schedule of Values
· Accident Prevention/Safety Plan
· Letter designating the Project Superintendent and alternates
· List of Subcontractors prior to notice to proceed
· Product and Materials
PART 10 – WARRANTY
The contractor will provide a two-year, on-call warranty for all work performed. The contractor will provide a written warranty stating that work executed under this contract will be free from defects of materials and workmanship for a period of two years from date of substantial completion. Any equipment breakdown, leaks, electrical issues, etc. will be remedied on written notice at no additional cost to the government. The warranty shall be in writing and shall be signed by the contractor. The warranty shall include the removal and replacement of defective equipment and materials as required at no cost to the government.
