1. GENERAL

1.1 Scope of Work

Bureau of Land Management (BLM) owns a residential trailer located at 625 W Humboldt St, Unit 211, Battle Mountain NV 89820, which is in need of a roof replacement. The scope of this project involves removing the current asphalt shingles, gutters, moisture barrier underlayment, all flashing from around any roof protrusions or vertical surfaces, all rubber stack-boots from around plumbing vents, and associated roofing components, replacing them with 30-Year shingle roofing materials that offer enhanced longevity and reduced maintenance needs. The trailer is approximately 13 feet wide and 58 feet long. The pitch of the roof is approximately 4.5/12, approximately 30 inches rise in the middle, and 6.5 feet run (half of the width of the trailer). There are 5 rectangular type and 3 round type vents on the roof. There are 2 gutters, one on each long side of the trailer.

Replace with in-kind the entire roofing shingles, moisture barrier underlayment, all vent covers, all rubber stack-boots, all gutters, and all flashings. Follow all local and reginal codes for appropriate wind design and nailing.

· Install new felt moisture barrier layers or a synthetic equivalent per manufacturer’s recommendations.

· Install new drip edge, flashing, step-flashing, vent covers, stack-boots, and coil stock per manufacturer’s recommendations.

· Utilize a starter strip designed for shingles per manufacturer’s recommendations or may use an equivalent quality 30-year, 3-tab shingles as a starter strip if desired.

· Install approximately 1,200 square feet 30-year shingle.

· New shingles shall match the color shade of the removed shingles. A material/color sample shall be provided to the COR for approval before shingles are purchased and applied.

· Install shingle caps along the ridge per manufacturer’s recommendations.

· Install new gutters.

· Install continuous gutter screens on gutters with noncorrosive fasteners, hinged to swing open for cleaning gutters.

· Install new Downspouts. Install splashblock on the ground at the end of each downspout.

· In the event of inclement weather, contractor shall be responsible for protection of the roof, and exposed building components against said weather. Damage incurred due to failure to protect will be corrected by the contractor at no additional cost to the government.

· Any components of the buildings or grounds that are damaged during the project shall be repaired and returned to its original condition by the contractor at no cost to the government.

· The newly installed roofing system and all its components shall be covered under a 1- year workmanship warranty.

· If the contractor utilizes a construction dumpster or dump truck, the contractor shall coordinate the identification of utility lines with Clark RV Park representative and the city and County responsible authorities to avoid potential damage.

· If Needed: As sheeting material is exposed, the contractor shall immediately notify the COR of any noted damage, then replace any damaged sheets with in-kind OSB sheets with approval of the COR. The Contract Bid Schedule is being utilized to include the price of a full OSB Replacement, however that is not expected, but in order to prevent contract delays it is being prepared for. OSB Replacement must be approved by the appointed COR and will be determined at their discretion. In the event not all of the OSB that is quoted is needed, the contract will be modified and deobligated of those funds.

All established entry and exit routes shall remain open and operational for the safe means of egress in the event of emergency. Entry and Exit doors shall not be blocked during any project execution phase or task. Work shall be performed around and above entry and exit routes. The contractor shall perform tasks in a manner that the routes remain operational. For example, if a ladder is placed in front of a door to execute a task or if materials are falling from overhead, the contractor shall communicate to the COR that work is taking place around the door. The contractor shall protect pedestrians from all potential safety impacts.

Obtain all required permits from City and County to perform the required work. Follow all Federal, State, and OSHA regulations.

Coordinate all work activities with the RV Park manager and obtain all necessary permission from the manager to store any materials on the property.

Contractor shall have full use of areas needed to perform the work as stated in the contract document. Schedule and sequence operations necessary to complete the work and avoid delays to the overall project. The trailer has 2 entrance doors, 7 windows, and one small door. Protect all residents of the trailer from any debris and danger.

The stated details are only a few properties of the trailer, and the contractor must inspect and determine quantities and difficulties of the required work prior to ordering materials and start of the work.

1.2 Background

The trailer was manufactured in the early 2000s. No plans of the trailer is available and contractors are highly encouraged to inspect and verify that all provided information in the contract documents are correct prior to bid on the project. A site visit for contractors is scheduled as stated in the RFQ solicitation document.

1.3 Project Access and Location

The trailer is located at Calrk RV Park site at 625 W Humboldt St, Unit 211, Battle Mountain Nevada 89820. Access to the project site for inspection and verification of the information provided in the contract can be arranged by attending the scheduled site visit on the date and time stated in the contract solicitation documents. See solicitation for complete information regarding the site visit time, location, and RSVP contact information. This is the ONLY opportunity for prospective bidders to view inside of the house.

1.4 Existing Conditions

a. The trailer is an older model constructed in the early 2000s.

b. No plans are available for the construction of the trailer.

c. Included within this report, for reference only, are photos of the existing condition of the trailer.

2. PROJECT IMPERATIVES

2.1 Project Inclusions

The project shall include/address:

a. Safety: The Contractor shall provide all safety equipment required by OSHA, Federal, State, County, City, and any other regulatory agency.

b. Permits: Obtain all necessary and required permits from regulatory agencies/entities such as City and County.

c. Contractor’s Site Access: All labor, equipment, supplies, and materials shall find its way onto and off the area without causing any damage to the building, roads, or landscaping. Coordinate all activities with COR. The Contractor shall be responsible for replacing (or repairing) with in-kind any items damaged by the contractor or his/her representatives.

d. Tenant Occupancy: The trailer is occupied.

e. Recycling: Select/use products with recycled content according to the Comprehensive Procurement Guidelines: http://www.epa.gov/. Select/use Energy Star or Federal Energy Management Program (FEMP) - designated Energy Efficient Products.

f. Salvage: Recycle as much of the construction and demolition waste generated on the project as possible.

g. New Material: All materials shall be provided in new condition, according to manufactures written details and guidelines.

h. Services: Provide services as stated in the Scope of Work above.

i. Materials: Provide materials as stated in the Scope of Work above and Specifications.

j. Warranty: Minimum of 30 years for all materials, and one year for all labor for all work performed as part of this contract.

k. Contractor License: Contractor performing work shall hold the required License by State and any other regulatory agency and be trained in the specific product installation.

l. Submittals: Submit for review and comments schedule of work showing completion of the work within the Period of Performance. Submit for review and comments specifications, details and drawings for materials and installation of new felt, shingles, gutters, flashings, boots, and vent caps.

2.2 Codes/Standards

All services performed under this Scope of Work shall be performed in accordance with applicable building codes and industry standards. All materials used in the contract shall meet Federal, State, and County requirements.

3. CONTRACTUAL

3.1 Period of Performance

a. Work Shall commence no later than 28 calendar days from the issuance of the contract Notice to Proceed (NTP).

b. Time of work shall not be more than 14 calendar days from start/commence of the work. Time of Performance shall not be more than 42 calendars days from the issuance of the Notice To Procced (NTP).

c. Perform work Monday through Friday, from 7:30 AM to 4:30 PM, except on legal Government holidays. Other working hours and/or arrangements may be made if agreed upon by the COR. Contact COR for information regarding access to the building.

d. Delays due to matters outside of the contractor’s control may be considered by the Contracting Officer (CO), with written request by the contractor.

3.2 Measurement for Payment

a. All services, supplies, materials, and labor necessary to perform the work shall be provided under this contract.

b. The payment will be made under a lump sum item for all work described above. Progress payments will be allowed in accordance with the bid schedule items, not to exceed 90% of each item.

c. The remaining 10% of the contract amount will be paid after the final acceptance of the completed contract.
