About this file
This Statement of Work (SOW) details the Wichita Mountains Wildlife Refuge's (WMWR) requirement for four tiny home units: three standard and one ADA-compliant. The units will replace decommissioned bunkhouse facilities and serve as temporary quarters for fire and law enforcement personnel, volunteers, federal staff, researchers, and other refuge partners. Each standard unit will be approximately 510 square feet, while the ADA unit will be 682 square feet, featuring a single bedroom and bathroom.
Key specifications include Energy Star certification, cathedral ceilings, four-season compatibility, engineered rafters, metal roofing, and Board and Bat exterior siding. The units must include a 7-year Home Guard Protection Plan and be delivered by a vendor located within 250 miles of the refuge. The vendor is responsible for delivery, setup, installation of A/C units and skirting. WMWR will handle site preparation, including building pads, utility hookups, fencing, and ADA accessibility components. The performance period is 90 days from contract award, with specific requirements for appliances, interior finishes, electrical systems, and ADA compliance for the specialized unit.

Statement of Work
Wichita Mountains Wildlife Refuge Tiny Home Project
The Wichita Mountains Wildlife Refuge (WMWR) is seeking bids for four (4) tiny homes.
These units will be replacing existing bunkhouse facilities which have been decommissioned.
Historically WMWR has seen high utilization of the bunkhouse facilities, often at or even over the capacity of the existing decommissioned structures. Facilities are utilized as temporary quarters for those individuals working, training, conducting research or responding to incidents and public safety on the Refuge. Such individuals may include Fire and Law Enforcement personnel, Volunteers, Federal personnel attending training or on detail, in addition to other Refuge partners such as colleges, universities and tribal entities attending meetings, training or conducting research. These quarters represent a significant cost savings to the Federal Government on per diem, travel time, faster response times in the event of emergencies and public safety events. Additionally, they provide reduction in monthly utility bills versus standard quarters and minimized maintenance needs over current facilities that are several decades old and requiring extensive, costly upkeep. Tiny homes also represent a reduced footprint versus standard housing.
1. Description of Work
The Wichita Mountains Wildlife Refuge (WMWR) is seeking bids for three (3) standard and one (1) ADA tiny home unit(s). Each unit will consist of a single bedroom / single bath home of approximately 682 square feet for the ADA unit and 510 square feet for each of the standard units. See attached for the detailed required specifications. Selected vendor must include delivery, setup and installation of Air conditioning units and skirting. A seven (7) year minimum Home Guard Protection Plan must also be included.
Due to warranty and to avoid escalated delivery fees and service charges, Vendor must be located within a 250-mile radius of the Refuge in order to facilitate delivery, as well as response / warranty issues. Period of performance/delivery to be 90 days from date of contract award.
WMWR will be responsible for building the pads, water, sewer and electrical hookups, construction of fencing around the tiny home area, as well as ADA accessibility components and sidewalks.
