About this file
This document is a Questions and Answers (Q&A) file for Solicitation No. 140FGA25R0018, concerning the procurement of four (4) Tiny Homes for the Wichita Mountains Wildlife Refuge in Oklahoma. The Q&A covers various technical specifications and requirements, including subcontractor location, warranty, HVAC systems, structural components, ADA compliance, and design details. Key clarifications include: the factory tour will occur after contract award, finishes will be selected post-award, exterior walls must be 2x6 framing, and the 6/12 roof pitch is a firm requirement to provide a specific cathedral ceiling angle.
The document provides critical submission and deadline information, with the question deadline set for June 27, 2025, at 10:00 AM PDT, and the proposal submission deadline on July 14, 2025, at 10:00 AM PDT. Notably, the Q&A offers detailed guidance on ADA compliance, specifically addressing door specifications, which require a minimum clear opening width of 32 inches and a minimum height of 80 inches. Post-delivery modifications are acceptable, and vendors have flexibility in certain material choices, provided they meet performance standards and maintain ADA compliance.

Questions and Answers in Response to Solicitation No. 140FGA25R0018 Four (4) Tiny Homes
1. Is it acceptable for the subcontractor to be located within 250-miles of Indiahoma, OK 73552?
Answer: Yes
2. Will the factory tour referenced in the SOW occur before or after contract award?
Answer: After contract award.
3. Is there a specific format or provider you prefer for the 7-year Home Guard warranty?
Answer: As long as the awarded contractor provides a solid based 7 year warranty.
4. Are alternate finishes or materials acceptable if they meet all technical and performance specifications?
Answer: Finishes will be chosen/selected upon contract award.
5. Should finish selections (e.g., siding, counters) be included in the proposal, or finalized after award?
Answer: I feel that options of finishes will be given to choose from after award that fall within the price.
6. Are there any recent amendments or key details we should be aware of as we finalize our submission?
Answer: No. The only amendment for this solicitation at this time will be this Q&A.
7. The SAM listing for the solicitation suggests the deadline is July 14th; however, the text in the solicitation document says June 27th. Can you please advise which date is correct?
Answer: The question deadline as outlined in the solicitation was June 27, 2025, by 10:00 AM PDT. The proposal submission deadline is July 14, 2025, by 10:00 AM PDT.
8. We noticed that mini splits are listed for the standard units, while an AC unit is specified for the ADA unit. Could you please confirm if this is correct? As these are two distinct cooling systems—mini splits being mounted directly to the unit and AC units requiring ground installation with ductwork under the floor—we would appreciate clarification on which system you intend to have installed in the ADA unit.
Answer: Vendors may submit proposal for HVAC in the ADA unit as long as it maintains ADA compliance. Easily reached filter maintenance, and controls, etc.
9. Will 2x6 floor joists be acceptable in lieu of 2x8?
Answer: 2x6 for walls and 2x8 for flooring.
10. Are post-delivery modifications (e.g., adding ADA grab bars, adjusting door widths, installing USB outlets) acceptable as long as the final walkthrough confirms full compliance?
Answer: Yes.
11. Is wood porch railing acceptable instead of metal?
Answer: Yes, long as material is up to standard to the weather
12. Will 4” framed walls satisfy the insulation and structural performance standards referenced in the SOW?
Answer: Exterior walls need to be 2x6 and interior walls can be 2x4.
13. Are vinyl-wrapped 3/8” interior walls acceptable if taped and textured after delivery?
Answer: Please give example/samples.
14. Can standard ceramic tile be substituted for mosaic tile in the ADA-compliant unit?
Answer: Yes, we should have choices after award.
15. Are 36x74 exterior doors compliant with ADA standards if the minimum clear opening width is achieved?
Answer: Based on ADA requirements, a 36x74 door would likely not be compliant, primarily due to the height requirement.
Here's a breakdown of ADA door requirements:
• Clear Width: Doors must have a minimum clear opening width of 32 inches when open to 90 degrees. A 36-inch door would meet this requirement.
• Clear Height: Doors must have a minimum clear opening height of 80 inches. A 74-inch door would not meet this requirement.
• Other Considerations:
• Maneuvering Clearances: Adequate clear space is needed around the door for individuals using wheelchairs to approach, maneuver, and open/close the door.
• Door Hardware: Hardware must be easy to grasp with one hand, not require tight grasping, pinching, or twisting, and be located between 34 and 48 inches above the floor.
• Thresholds: Thresholds should be no higher than 1/2 inch for most doors, with some exceptions for exterior sliding doors.
• Opening Force and Closing Speed: Doors should not require excessive force to open, and doors with closers should close slowly.
Therefore, while a 36-inch width is sufficient, the 74-inch height would not be compliant with ADA standards. You would need a taller door to meet the 80-inch minimum height requirement.
16. Confirm whether the 6/12 roof pitch is a firm requirement or if there is any flexibility in that specification. This will help us determine the most cost-effective and timely path forward for delivery and setup.
Answer: Yes, 6/12 roof pitch is a firm requirement as it will give a more impact angle of the cathedral ceiling on the inside of the unit.
