STATEMENT OF WORK

BUREAU OF INDIAN EDUCATION

T’IIS NAZBAS COMMUNITY SCHOOL

TELEPHONE SYSTEM REPLACEMENT

NOVEMBER 2021

OVERVIEW:

The Bureau of Indian Affairs (BIA), Navajo Region Acquisition Office solicits Licensed Design-Build Contractors to:

1. Install a new fully managed VoIP Telephone System that includes a VoIP Controller, 43 VoIP Phones, 8 Session Initiation Protocol (SIP) Trunks, E911 Services, Hosted Fax, Annual 3-Year VoIP subscription, and a dedicated 3000VA Uninterruptible Power Supply (UPS). Telecommunication equipment is recommended to be TAA compliant per IAIT standards. The new telephone system will replace the current Avaya PBX-IPO 500 phone system.

General Information:

T’iis Nazbas Community School (TNCS) campus encompasses five buildings occupied by various departments (Administration, Academic, Special Education, FACE, Cafeteria, Transportation, Residential, and Facility).

Currently, TNCS has an Avaya PBX-IPO 500 phone system that has been in use since School Year 2007-2008. This phone system has gone beyond its end of life cycle and is considered outdated by Indian Affairs Information Technology (IAIT) standards. TNCS would like to replace the current phone system with one that utilizes SIP Trunk technology. This telephony technology has been recommended by IAIT. The new phone system will be configured to the existing telephone directory numbers, call flows, voicemail, unified communication standards, integrating existing intercom system, and comply with IAIT network standards.

SITE LOCATION:

Bureau of Indian Education T’iis Nazbas Community School Highway 160 BIA Road N5114 Teec Nos Pos, AZ 86514

SCOPE OF WORK:

The contractor will be responsible for providing all supervision, labor, materials, equipment, installation, configurations, testing, TNCS staff training, complying with IAIT policies & standards, and a new telephone system in accordance with the Statement of Work (SOW) for T’iis Nazbas Community School. The new phone system will be configured to the existing telephone directory numbers, call flows, voicemail, unified communication standards, and integrating existing school intercom system. Telecommunication equipment is recommended to be TAA compliant per IAIT standards.

· Manage technical vendor relationships and work with vendors to solve technical issues.

SPECIFICATIONS REQUIREMENTS:

· Provide and install a new fully tested, configured, approved and operational telephone system.

· Provide and install new hardware and phone system.

TELEPHONE SYSTEM REQUIREMENTS:

· The phone system will be on a separate VLAN from the data network for the entire campus.

· Administration, SPED, FACE, Residential, Cafeteria, and Facility will have internal and external calls for outgoing and incoming calls.

· Classroom IP phones will have restricted incoming calls from external numbers during instructional hours of 7:30 am to 3:30 pm, Monday thru Friday. Only internal calls will be allowed to classroom phones, no external calls unless specifically noted.

· Ensure each IP phone has the following features:

· Speaker on phones

· Individual Voice Mail box

· Call queues

· Directory services

· Option of both local and toll-free numbers

· Interactive Voice Response

· Message notification / retrieval indicator

· Place calls on hold

· Conference calling

· Automated attendants

· Extension dialing

· Ring groups

· Directory assistance

· Call reports

· Missed call notification

· Call Transfer for internal and external calls

· Call Forward for internal and external calls

· Last number redial

· Security and Compliance

· Custom call routing announcements

· Undelete Message

· Implement existing phone directory.

· Test and verify E911 connection and building address.

· Integrate existing intercom system.

· Work with facility department to make sure phone system, network equipment, and network racks are properly grounded.

AS-BUILT DRAWINGS AND OPERATIONS & MAINTENANCE MANUALS

Upon completion, the contractor shall submit a complete documentation of the phone system setup with IP phone server/router configurations, route plan, devices, system components, and voicemail.

TELEPHONE SYSTEM MAINTENANCE CONTRACT

The contractor shall furnish all supervision, labor, material, equipment, supplies, transportation, insurance, programming, testing and all other incidentals for maintenance on the new telephone system replacement at T’iis Nazbas Community School, Teec Nos Pos, Arizona for one year and subject for renewal.
