About this file
This Statement of Work (SOW) details maintenance and repair requirements for two Bermad 700 Pressure Stations at the National Elk Refuge in Wyoming. The project involves comprehensive inspection, repair, and maintenance of an irrigation system's pressure reducing stations, with specific tasks including conversion of external tubing from copper to stainless steel, valve and diaphragm replacement, and component inspections. The work will be performed between June 1 and August 30, 2025, at a site approximately 8 miles north of Jackson, Wyoming, with the contractor responsible for supplying all materials, equipment, tools, and labor.
Key technical requirements include semi-annual to 5-year maintenance per the attached manual, with specific focus on cleaning filters, seat and seal inspections, valve operations, and replacing components like diaphragms and pilot elements. The pressure stations are inground concrete structures accessed by ladder, with depths ranging from 4.5 to 7-8 feet. The U.S. Fish and Wildlife Service will provide site access and on-site coordination, with work to be completed during normal hours (Monday-Friday, 7:00 a.m. – 4:30 p.m.), and technical coordination provided by refuge staff Melissa Gresen and Sean Brophy.

STATEMENT/SCOPE OF WORK
U.S. Fish and Wildlife Service
National Elk Refuge
PROJECT NAME: Inspection, repair, and maintenance of two Bermad 700 Pressure Stations
STATEMENT OF WORK:
The National Elk Refuge operates two Bermad 700 pressure stations as part of a larger irrigation system.
Each station contains a manual isolation valve upstream of the station, a flush/drain valve, a pilot controlled pressure reducing valve(s) and pilot controlled pressure relief valve. The downstream pressure setting for both stations is 80 psi. Pressure relief valves are set at 90-95 psi. Pressure station 1 has an additional 6” pressure relief valve, allowing flow rates lower than the minimum for the 14” valve.
The pressure setting for the 6” valve is 85 psi this setting will allow the valve to operate at lower demands, while the 80 psi setting will allow the 14” valve to open as downstream demands increase.
Drains are located at low points along the mainlines and laterals as well as in each pressure reducing station. The pressure stations are due for a complete servicing (semi-annually through 5 year) per the attached maintenance manual.
SCOPE:
The pressure station maintenance manual, parts manual, system photos and other supplemental information are included as attachments. The minimum work required is below from the manual under Preventative Maintenance Schedule and Field Maintenance Instructions. Conversion of external tubing from existing copper tubing with brass fittings to stainless steel tubing and fittings, replacement of valves and replacement of diaphragms are required; as well as checking torque on all attachment bolts to main pipeline. Additional repairs to worn or failing parts such as pilot elements, diaphragm assemblies, filters, O-rings and other components are likely to be required upon disassembly and inspection. The system has been in operation for ~10 years.
The pressure stations are inground concrete structures accessed by ladder. The top of each pressure station structure is made of steel grate panels that can be removed if necessary. Pressure station 1 is about 7-8 feet deep and pressure station 2 is about 4.5-5 feet deep. Photos of the system are included in Attachment 1, as well as expanded diagrams, parts lists, maintenance manual and other information.
The main inlet headgate to the irrigation system may potentially require dewatering and placement of temporary plugs in the pipeline inlet to prevent water ingress during maintenance operations depending on water conditions during project implementation.
The contractor will supply all materials, equipment, tools and labor necessary for the complete repair of the identified pressure stations.
The government will supply safe and efficient access to the work sites, as well as on-site coordination and guidance to facilitate timely completion of work.
PLACE AND PERIOD OF PERFORMANCE:
All work will be performed on the National Elk Refuge irrigation system approximately 8 miles north of Jackson, Wyoming. Access is via the National Elk Refuge Road and internal refuge roads.
Work to be completed between the dates of June 1, 2025 to August 30, 2025.
INSPECTIONS AND ACCEPTANCE:
Evaluation and Acceptance will be determined by the Technical Coordinator and/or designated Refuge staff. Protection of Government Property during execution of the work: Contractor shall take special care to protect Government property. In the event of an accident, the Contractor shall return areas or property damaged as a result of work under this contract to their original condition, including but not limited to painting, refinishing, or replacement as necessary.
GOVERNMENT FURNISHED EQUIPMENT, MATERIALS & INFORMATION
The Technical Coordinator will provide guidance and access to work site as required.
AVAILABILITY:
