INTRODUCTION
The mission of the Bureau of Land Management is to sustain the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. The mission of the Basin and Range National Monument is to ensure proper care and management of monument resources, objects, and values designated in the proclamation that established the area as a national monument. This acquisition is for development of interpretive materials at the Mt. Irish area of the Basin and Range National Monument. Important aspects of the project will be public education on cultural resource protection and tribal involvement in the process.
OBJECTIVE
The Nevada Bureau of Land Management (BLM) Basin and Range National Monument (BARNM) requires non-personal services for development of interpretive materials. Presidential Proclamation 9297 established Basin and Range National Monument on July 10, 2015. The proclamation tasks the BLM with proper care and management of monument objects and values listed in the proclamation.
The objective is to provide visitors to the Mt. Irish Petroglyph Site with information about monument resources, objects, values, camping, and trails. The project focuses on creating opportunities to preserve cultural resources as a living part of Lincoln County and encourage citizens of the country to participate in the preservation and interpretation of these resources. Additionally, the project will strengthen the government-to-government relationship with sovereign Tribal nations by consulting with and including Southern Paiute and Western Shoshone partners in the development of the Mount Irish Cultural Resource Protection project interpretive materials.
SCOPE OF WORK
The Contractor will furnish all personnel, equipment, supervision, transportation, supplies, and incidentals, except those indicated as government-furnished, to perform all tasks as outlined in this performance work statement for a period of four (4) months.
The contractor will work closely with the Contraction Officer’s Representative (COR) and other BARNM team members as identified in each of the tasks. Important aspects of the project will be public education on cultural resource protection and tribal involvement in the process.
Create content (high resolution print quality PDFs) for two 42” x 40” panels that provide visitors with interpretive information about the Mt. Irish Petroglyph Site (located approximately six miles west of Hiko, Nevada) and a map of a newly marked trail in relation to the campground and points of interest. These panels will be fabricated and placed by BLM inside a kiosk that is already present onsite. Create content for six small 12” x 8” interpretive panels (high resolution print quality PDFs) containing information about monument resources, objects, and values, with an emphasis on cultural resource protections, to place along the trail. Four of the panels will interpret resources along the western trail between the campground and Shaman Knob. Two of the panels will interpret resources along the eastern trail between Shaman Knob, Paiute Rocks, and the campground. BLM will fabricate and install the panels. Provide a 11” x 17” high resolution print quality geo-referenced PDF map (similar to what is created for one of the 40” x 42” kiosk panels) for visitors to the area. The 11” x 17” geo-referenced PDF map shall be 508-compliant for publication to the BARNM website. All content created will adhere to BLM and National Conservation Lands Visual System Guidelines.
The project area is Basin and Range National Monument, which encompasses 704,000 acres of public lands near Hiko, Nevada.
BACKGROUND
The Mount Irish Petroglyph Site is within the Bureau of Land Management Ely District, Basin and Range National Monument, and is a public site. This area includes several National Register eligible petroglyph sites, Logan City (a historic mining site from the 1860s), as well as evidence of thousands of years of occupation by different Native American groups. Mount Irish is the ancestral homeland of the Nuwivi (Southern Paiute) and the Newe (Western Shoshone).
The Lincoln County Archaeological Initiative (LCAI) Project is proposed to guide visitors in their trip to the area, protect cultural resources through education, and provide an enriched and appreciative cultural stewardship experience for the public. Interpretive materials need to acknowledge that LCAI funded the signage, toilet, and camp area. The Southern Paiute and Western Shoshone will be involved with the development of the interpretive panels.
During the summer of 2023, a new campground was constructed. The campground provides four camping sites, one day use site, a vault toilet, and a kiosk for visitors, along with a marked trail that connects the campground with cultural sites.
PERIOD OF PERFORMANCE
The period of performance will be four months from date of award. The nature of the special funding for this project does not allow for additional option years.
PLACE OF PERFORMANCE
Develop electronic copies of interpretive materials off site at the contractor’s facility. The work will be performed partially at the contractor’s facility and partially in the Basin and Range National Monument, Mt. Irish public sites, located in Lincoln County near Hiko, Nevada. The contractor will create content for the two panels in the kiosk at Mt. Irish camping area, the six small interpretive panels along the hiking trail between the campground and cultural sites, and a brochure showing a map of the trail.
The work will be performed partially at the contractor’s facility and partially in the Basin and Range National Monument, located in Lincoln and Nye Counties, Nevada. The project area is Basin and Range National Monument, which encompasses 704,000 acres of public lands near Hiko, Nevada. The area contains dirt roads which require 4-wheel drive and high clearance vehicle to access the Mt. Irish area. The contractor and their employees shall not drive off existing roads.

SPECIFIC REQUIREMENTS/TASKS
TASK 1: CONTENT FOR TWO KIOSK PANELS INCLUDING A MAP OF THE AREA, SAFETY INFORMATION, AND CULTURAL RESOURCE PROTECTION MESSAGES The contractor will create content (high resolution print quality PDFs) for two 42” x 40” panels that provide visitors with interpretive information about the Mt. Irish Cultural District (located approximately six miles west of Hiko, Nevada) and a map of a newly marked trail in relation to the campground and points of interest. All content created will adhere to BLM and National Conservation Lands Visual System Guidelines.
Interpretive information should include the topics listed below.
· The Mount Irish petroglyph area is within the Bureau of Land Management Ely District, Basin and Range National Monument and is a public site. This area includes several National Register eligible petroglyph sites, Logan City (a historic mining site from the 1860s), and evidence of thousands of years of different Native American groups frequenting the area to acquire natural resources. Mount Irish is the ancestral homeland of the Nuwuvi (Southern Paiute) and the Newe (Western Shoshone).
· The Lincoln County Archaeological Initiative (LCAI) project is proposed to guide visitors in their trip to the area, protect cultural resources through education, and provide an enriched and appreciative cultural stewardship experience for the public. The Southern Paiute and Western Shoshone will be involved with the development of the interpretive panels. Need to acknowledge that LCAI funded the signage, vault toilet, and camp area.
· Please camp in designated camp areas; the resources in this area are fragile and susceptible to impacts from campfires.
· Pack it in, pack it out.
· Campfire ring safety: put your fire out before you leave.
· Fuelwood cutting is not permitted within 300’ of the camping area, Mt. Irish ACEC, or Irish Mountain Wilderness Area. Please bring firewood with you to the camp area.
· This area is within an active livestock grazing allotment, please respect livestock and wildlife.
· Safety points: hiking route is in an active wash, historic mining in area so be careful around abandoned mine land features, temperature extremes, and general area safety (come to the monument prepared to be self-supported due to limited amenities and cell service in the area).
· Monument resources, objects, and values located in the area.
TASK 2: CONTENT FOR SIX SMALL INTERPRETIVE PANELS ALONG THE TRAIL
The contractor will create content for six small 12” x 8” interpretive panels (high resolution print quality PDFs) containing information about monument resources, objects, and values, with an emphasis on cultural resource protections, to place along the trail. Four of the panels will interpret resources along the western trail between the campground and Shaman Knob. Two of the panels will interpret resources along the eastern trail between Shaman Knob, Paiute Rocks, and the campground. All content created will adhere to BLM and National Conservation Lands Visual System Guidelines.
TASK 3: PRODUCE GEOREFERENCED MAP BROCHURE
The contractor will Provide a 11” x 17” high resolution print quality geo-referenced PDF map (similar to what is created for one of the 40” x 42” kiosk panels) for visitors to the area. The 11” x 17” geo-referenced PDF map shall be 508-compliant for publication to the BARNM website. All content created will adhere to BLM and National Conservation Lands Visual System Guidelines.
TASK 4: DELIVER DRAFTS AND FINAL PRODUCTS
Drafts (electronic) of all products shall be provided to BLM for a 20-day internal review period. BLM will provide comments and edits on the draft. Final products will reflect changes and edits requested by the BLM.
The BLM internal review will ensure that the information is scientifically credible, technically accurate, appropriately written for the intended audience and designed and published in a professional manner.
DELIVERABLES
Timely submission of deliverables is essential to successfully completing this requirement. Schedules for deliverables are specified below. All deliverables shall be prepared and submitted according to media, content, and schedule described in this solicitation.
Work schedule and partial payment shall be divided into four phases.

The consultant shall coordinate with tribes and prepare draft and final products. Maps shall follow the FGDC digital cartographic standards for BLM National Conservation Lands and shall include metadata. One copy of the draft products (electronic format) shall be submitted to the BLM for initial review and comment. The BLM shall be allowed 20 days for review. The contractor shall make revisions and prepare the final products in accordance with BLM recommendations.
The consultant shall submit high resolution print quality PDFs for two 42” x 40” panels, six 12” x 8” panels, and a 11” x 17” high resolution print quality geo-referenced PDF map that is 508-compliant to the BLM upon completion of the project. All content created will adhere to BLM and National Conservation Lands Visual System Guidelines. The final products, field work documentation, tribal coordination information, and GIS information (including original data files and GIS shapefiles), and all photographs taken as part of this project will also be submitted in electronic format. Thumb drives are preferred for the electronic submission.
Email notifications: The consultant shall notify the BLM before commencing fieldwork, and when fieldwork is completed, by emailing the Contracting Officer (CO), Contracting Officer’s Representative (COR) and the Points of Contact (POCs). Email notifications shall also be sent when the draft and final products are electronically shared with the BLM. All deliverables shall be submitted to the POCs.
All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the government. The contracting officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, must not be publicized without the written approval of the contracting officer.
MEETINGS
For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings will be conducted at either the BLM Basin and Range National Monument, Caliente Field Office at 1400 South Front Street, Caliente, NV, in the field in Basin and Range National Monument, or through an alternative method of communication (such as a teleconferencing, Microsoft Teams, Zoom).
Within 15 business days of contract award, the Government will conduct a post-award kickoff meeting at Caliente Field Office, Caliente, Nevada or through an alternative method of communication (specific date and time to be mutually agreed-upon).
At the sole discretion of the Government, intermittent project status reviews may be conducted on an informal basis (by telephone or teleconference) as approved by the Contracting Officer or the Authorized Officer (Monument Manager).
Project status meetings will be conducted every other month for the previous month and to project activity and expenditures for the upcoming month. Meetings will be held in Caliente, NV or using virtual or telephone methods. The Contractor is responsible for reporting the previous month’s activities (including any risks, issues, or concerns, and actual or recommended actions for their mitigation), and projected activities for the following month.
REQUIRED TRAVEL AND OTHER DIRECT COSTS (ODCs) The principal place of performance is at the contractor’s office location(s). Some field trips to the Basin and Range National Monument will be needed to collect information and locations needed to create the products. Contractor should build and estimate travel costs for these trips into their proposed budget.
GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION
The BLM Basin and Range National Monument will supply the successful offeror with GIS shapefiles (i.e. monument boundary, roads, points of interest).

GENERAL INFORMATION
1. Ownership of Deliverables:
The Government has unlimited rights to all draft versions of document(s)/report(s)/material(s) produced under this contract. All documents and materials produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the Contracting Officer (CO). All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
