About this file
This is a Statement of Work (SOW) for emergency vehicle upfitting and decommissioning services required by the Bureau of Land Management, North Central Montana District Office.
The SOW encompasses two primary tasks: (1) complete emergency vehicle upfitting of one 2025 Ford F-150 Police Responder and two 2026 Ford F-150 Police Responders, and (2) decommissioning of three retired law enforcement vehicles (two 2021 RAM 2500s and one 2020 Chevy Tahoe). The vendor must be located within 500 miles of Lewistown, Montana, and capable of performing warranty and service work within 5 business days. The BLM will deliver and retrieve all vehicles.
For the three new F-150 vehicles, the vendor must provide and install extensive law enforcement equipment including: Whelen emergency lighting systems (roof-mounted 54" LED light bar with traffic advisor capabilities, headlight wigwags, taillight flashers); multiple LED lighting packages (front and rear grill lights, quarter panel perimeter lights, under-mirror intersection lights); Setina prisoner cage systems with cargo partitions and cargo deck with drawers; Havis center console with laptop mounting and charging capabilities; electronic gun locks with three plunger-type release buttons; aftermarket front bumper (Setina PB 400 or similar, requiring BLM pre-approval); spotlight, siren speaker, dash-mounted radar unit, and winch equipment. The vendor must also provide all wiring, connectors, and accessories. The BLM will supply the Motorola radio and law enforcement decal package. Equipment specifications require a three-position toggle switch controlling emergency lighting in progressive stages, with position 1 activating rear lighting, position 2 adding front lighting, and position 3 adding headlight wigwags without siren activation.
Decommissioning of retired vehicles requires removal and water-tight sealing of light bars and rooftop antennas, removal of all vehicle graphics, removal of prisoner cages and equipment consoles (to be left in vehicles), and removal of LED quarter panel lights. Radios will be transferred to the new vehicles. All work must meet Montana state specifications for emergency vehicles.
