STATEMENT OF WORK
Stocker Well Installation
February 2024
1. GENERAL
The Kern NWR Complex manages nearly 18,000 acres of wetlands and uplands that are utilized by thousands of migrating waterfowl as well as numerous endangered species. The proper management of our lands provides for a diversity of habitats that support various terrestrial and aquatic plant and animal communities rarely found today in the Southern San Joaquin Valley. The Kern National Wildlife Refuge has a very extensive grazing program on the uplands/endangered species habitats which are dependent on stocker wells to provide water for the livestock that graze there. Kern NWR currently does not have a dedicated well for livestock grazing. The grazing permittee receives water from a neighboring well. Without a secure source of water for grazing, it is very difficult for the refuge to accomplish its mission of providing habitat for the threatened and endangered species via our grazing program.
2. SCOPE
Task 1: Well Design and Approval The contractor must coordinate with refuge staff and the local, state, and federal authorities all necessary paperwork, permits, approvals, etc. to drill a new well. The new well will be filling up and maintaining a 200–250‐gallon water trough with a float valve.
This trough (and well) will only be used during the grazing season. The contractor will work with refuge staff to prepare all necessary paperwork, complete any required testing, conduct inspections, etc. to obtain approval to drill the new well. The most likely location of the well has been identified. An aerial view of the location can be seen at the end of this document. The contractor will select, with refuge staff approval, the best location that meets all local, state, and federal codes, standards, and policies and refuge needs. The contractor must be a California licensed well driller.
The contractor must submit a project schedule and a schedule of values within 15 calendar days of NTP.
Deliverables:
Project Schedule (pdf)
Schedule of values (pdf)
Completed permit/service applications (pdf)
California well drilling license, Estimated well location and depth.

Task 2: Drill Water Well The contractor will drill a new 8” well with metal casing to a maximum depth of 300’, install a submersible pump with adequate horsepower to support the refuge needs (likely 10‐20hp), install appropriate air vent tubes, install a new bladder tank to provide enough pressure so water reaches our existing water troughs located 1.5 miles away, install appropriate pressure relief valve and gauge, tie into existing underground water lines, and pour a concrete foundation for new bladder tank/well head to sit on. The contractor will need to tap into neighboring electrical power lines. This well must have its own electrical meter, electrical shutoff, and electric power pole. The contractor will coordinate with the local utility company to schedule a power hookup. The contractor must not exceed 300’ of drilling depth under this task. It is believed the current water level is around 250’.
As the new well is drilled and material is extracted, the contractor will be able to spread the material in the corral area near the project site. Extracted material is to be kept within the project area. The new well will be installed according to all federal, state (CA), county (Kern), and local codes/guidelines.
The contractor is responsible for providing all labor, materials, equipment, and supplies necessary to complete the well drilling process. If the contractor determined the recommended well location would not yield a successful well, the contractor must propose alternatives within the refuge’s boundaries.
The contractor is responsible for being the main point of contact with PG&E for the electrical requirements for this project. The contractors are required to submit all required items to PG&E and conform to PG&E’s standards and requests. USFWS will assist and sign documents as needed but will not be leading conversations with PG&E.
The contractor must provide periodic written reports to the stakeholders on the progress of the work in the following manner:
The contractor must prepare and submit to the COR a daily report for each day physical on‐site work is accomplished. The report shall note days and durations of no‐work on the project.
The contractor must label and submit to the COR a minimum of two photographs for each day of work, which represents work accomplished for that day. Photos shall contain a date stamp representing the day of work.
The contractor must (during normal working hours throughout the duration of the contract) promptly furnish information and provide reasonable facilities & access for obtaining information respecting: the character of the materials, condition of the work‐in‐progress, number of workers employed, their pay rate, time worked, inspection reports and test results from sampling and testing laboratories, and similar information.

Deliverables:
Drill, and make operational, a new water well, Provide complete well report to the state of California, Daily construction reports (pdf)
Task 3, Option 1: Additional Well Depth This task is in place in the event the maximum drill depth of 300’ does not produce the necessary water flow and the well drilling companies recommend drilling to a deeper location in lieu of drilling at another location. Upon the approval of the CO, this task allows for drilling at a per linear foot cost. The contractor must only drill deep enough to yield a successful well. The contractor is not required to drill to the new maximum depth.
The contractor must provide unit costs per additional linear foot drilling depth beyond the maximum depth identified above. The contractor is not to exceed a new maximum drilling depth of 500’ under this task, contractor can drill less than the maximum drilling depth specified if water is encountered sooner.
In the event water is not encountered at the new maximum depth, the contractor must cease drilling operations and notify the CO.
Deliverables:
Additional drilling depth, Task 4, Option 2: Additional Well Drilling This task is in place in the event the new maximum drill depth of 500’ does not produce the necessary water flow. The contractor must provide costs to relocate and drill a second well to a maximum depth of 300’. The contractor is not to exceed 300’ of drilling depth under this task. All the same conditions apply as outlined above in Task 2: Drill New Water Well.
Deliverables:
Drill, and make operational, a new water well,
3. PROJECT MEETINGS
