This is a Statement of Work (SOW) for the April 2026 Headquarters Well Pull and Replace project at Wild Rivers Recreation Area in Questa, New Mexico, issued by the Bureau of Land Management Taos Field Office.

The contractor shall pull, identify, and replace the deficient appurtenances for the water well located at 1120 NM-378 (POD # RG-17986). The existing 5 HP 3-phase pump and motor, installed May 28, 2001, became inoperable in November 2024. The contractor must remove the existing downhole hardware, diagnose the malfunction, and install replacement components including a new 230V 3-phase submersible pump, motor, electrical cable, control box, and well appurtenances. Following removal of equipment, the contractor shall inspect the casing and screen, measure static water level and total well depth, and conduct a drawdown test to verify production capability. The new pump and motor must be capable of producing 20–30 gallons per minute at approximately 668 feet of total dynamic head with a minimum pump efficiency of 65 percent. The pump shall be set at the existing depth of 530 feet from the top of casing unless testing or manufacturer instructions indicate otherwise.

Equipment specifications include a new submersible deep well pump with stainless steel (AISI 304) construction, maximum diameter of 6.00 inches, and 2-inch National Pipe Thread outlet connection. The pitless adaptor must be a weld-on type for 2-inch downpipe and 8-inch casing, extending 18 inches above finished ground surface. New 2-inch galvanized downpipe (ASTM A53 Schedule 40) shall be installed with 2-inch stainless steel check valves every 200 feet, with the first check valve within 25 feet of the pump. The submersible cable must limit voltage drop to 5 percent at motor terminals and include three separate, water and oil-resistant conductors. The 5 HP motor shall be AC, 230-volt, 60-Hz, 3-phase, with stainless steel construction and 25,000-hour minimum bearing life per AFBMA standards. The control box shall be rated equally to the pump motor and wired according to NEC 300, NEC 430, and 14.10.4 NMAC standards. Prior to installation, the contractor must submit pump performance data curves, thrust specifications, manufacturer catalog cuts, and O&M manuals to the Contracting Officer's Representative. The contractor shall perform functional testing, disinfection using 50-ppm chlorine solution, and performance testing at the guarantee point, submitting test logs documenting flow, discharge pressure, water surface distance, field head calculations, and motor voltage and amperage data.

WILD RIVERS RECREATION AREA

HEADQUARTERS WELL PULL AND REPLACE

STATEMENT OF WORK

The Bureau of Land Management Taos Field Office has a need to pull, identify, and replace any and all associated deficient appurtenances for the water well serving the Wild Rivers Recreation Area. The well is located at 1120 NM-378, Questa, NM 87556 (POD # RG-17986). The well pump, motor and downpipe was replaced on May 28th, 2001 with a 5 HP 3 phase pump and motor. The well became inoperable in November 2024. It is the Government’s intention to pull the existing well pipe, wiring, pump, motor and appurtenances to identify the cause of the malfunction of the system.

The Contractor shall be responsible for pulling the existing downhole well hardware, identifying the malfunction, and replace all piping, wiring, pump, or appurtenances that are contributing to the malfunction on the existing system.

SECTION 02525 –WELL COMPLETION

PART 1 – GENERAL

1.1 DESCRIPTION

A. This section covers the work necessary to the troubleshooting and removal of the existing 5 HP submersible well pump and appurtenances, drop pipe, and accessories specified herein on the existing well. Based on the deficiency findings in the existing well, this work includes but is not limited to the furnishing a new 230V 3 Phase pump, motor, electrical cable, control box, and well appurtenances (including float and switch) as needed. New 2” galvanized downpipe will be installed.

B. Contractor, after removal of downpipe, wire, pump and motor, shall inspect casing, screen, measure static water level, measure total well depth, and complete a drawdown test of the well prior to installation of new appurtenances, to verify capability of well for expected production.

C. The new pump and motor should be capable of producing 20-30 GPM at 668’ Total Dynamic

Head at the highest efficiency possible.

1.2 SUBMITTALS

A. Provide the following submittals.

1. Pump performance data curves showing head, capacity, horsepower demand, and pump efficiency over the entire operating range of the pump, from shutoff to maximum capacity. The equipment manufacturer shall indicate separately the head, capacity, horsepower demand, overall efficiency, and minimum submergence required at the specified service conditions. Performance requirements shall be as defined in the Hydraulic Institute Standards.

2. Pump maximum down thrust and up thrust in pounds, and load capacity of bearing assemblies.

3. Pump and motor manufacturer catalog cuts including material types, dimensions and installation recommendations.

4. Manufacturer's O&M Manuals, complete with installation and startup instructions, shall be submitted to the Contracting Officers Representative before the pump is delivered to the well site.

1.3 MANUFACTURER'S REFERENCE

A. The use of a manufacturer's name and model or catalog number is for the purpose of establishing the standard of quality and general configuration desired only. Products of other manufacturers will be considered in accordance with the submittal process.

PART 2 – MATERIALS

2.1 PERFORMANCE REQUIREMENTS

A. The pump assembly shall meet or exceed the following performance characteristics:

Liquid Pumped Water, Well head elevation – 7590 Storage Tank Elevation - 7728 Guaranteed Performance Rated Capacity 20-30 Gallons Per Minute at approximately 668’ Total Dynamic Head Minimum Pump Efficiency at rated Capacity 65 percent Characteristics based off of in house records, contractor shall verify.

B. The pump shall be electrically connected and operate in conjunction with a corresponding control box with electric float and switch which shall be provided and installed by the contractor.

Contractor shall verify that existing wiring between the float and switch is functional, if not contractor shall trench and replace.

2.3 PUMP SETTING DEPTH

A. The depth of pump setting from the Top of Casing was identified in the in house records drawings to be 530’. Pump shall be set at same depth unless drawdown test or manufacturers instructions indicate otherwise.

2.4 PUMP TYPE

A. Type: New, submersible deep well type with submerged motor drive. Maximum diameter of pump and motor shall be 6.00 inches. Connection size outlet shall be 2” National Pipe Thread.

2.5 PUMP MATERIALS

A. Pump Materials shall be as specified below. ASTM, ANSI, etc. numbers, types, and grades specified are typical of material composition and quality. Equivalent materials will be considered.

B. The pump shall have the following characteristics:

1. Pump and impellers shall be stainless steel meeting or exceeding AISI 304.

2. Pitless Adaptor. The pitless adaptor shall be a weld on type, matching the downpipe size (2”) and shall fit the 8” casing, capable of supporting weight of downpipe, pump and water. The pitless unit shall include a liftout bail, watertight and lockable well cap, protected screen well vent, sealed conduit penetration hold down pipe, pitless case, hold down spyder and depth test fitting. The pitless unit shall form a watertight extension of the well casing which starts below the frostline and shall extend 18 inches above finished ground surface. Size of the adaptor discharge shall be 4” and drop pipe shall be as shown (2”).

3. Drop Pipe. The drop pipe shall be threaded and coupled conforming to American Standard tapered pipe thread specifications, and shall be made of galvanized metal ASTM A53 Schedule 40. The pipe shall be sized as shown, or with minimum diameter the same as the pump outlet.

4. Submersible Cable. The cable shall be sized to limit the voltage drop to 5 percent at the motor’s terminals. Three separate conductors shall be furnished. Each conductor shall be jacketed, or the conductors may be included in a single jacketed assembly. The conductor insulation shall be water and oil resistant, and suitable for continuous immersion. The length of the cable to be furnished shall be the sum of the total pump setting including bowl units plus one foot for each 50 feet of setting to compensate for possible twist or sag during installation plus 40 feet to extend from the surface plate to the pump control panel. The cable shall be suitably supported from the column at intervals not to exceed 20 feet. All cable fittings shall and terminals shall be watertight at the pressure encountered in this application.

2.6 PUMP MOTOR

A. The pump motor and cable shall be the product of a manufacturer who has produced units of the same type, rating, and voltage as that required for this project within the last 5 years, and which have operated satisfactorily for at least 1 year.

1. The pump motor shall conform to the following requirements:

Type AC, completely submersible

Rating 230-volt, 60-Hz, 3-phase

Material Stainless Steel AISI 304

Horsepower 5 hp, or as approved

Speed 3,600 rpm, maximum

Loading Not in excess of nameplate rating at any operating condition.

Duty Cycle Continuous

Cooling Medium Water

Takeoff Shaft Stainless Steel

Motor Bearings and Thrust Bearings 25,000-hour min. life by AFBMA standards. Thrust bearing rated for pump shutoff head during pump start-up plus the weight of all rotating parts and the hydraulic thrust of the pump regardless of the direction of rotation.

2. Specifications for submerged motors:

2.7 Control Box

A. Control Box shall be equally rated as pump motor with switch for electrical float assembly to be installed. Control box shall be wired as according to NEC 300, NEC 430, and 14.10.4 NMAC.

PART 3 – EXECUTION

3.1 GENERAL

A. Pump and pitless unit shall be installed in complete accordance with all manufacturers' recommendations. The new pump shall be suspended at the current depth of the old pump, approximately 530 feet based on records unless drawdown and inspection indicate otherwise.

Care shall be taken to position the pump centrally in the casing without contact with the casing wall in its final position. Column pipe shall be tightened and stress relieved. Torque arrestor shall be installed above pump and motor.

B. Handle carefully and protect the pump, pitless unit and appurtenances to avoid damage. If the pump and column are laid down, support them with blocks to prevent damage.

C. Mount pump via column pipe as shown and in accordance with manufacturer's recommendations.

D. 2” stainless steel check valves shall be installed with downpipe every 200’, with the first check valve within 25’ of pump.

E. Any evidence of pump or driver misalignment, noisy operation, or other signs of improper setting shall be corrected by the Contractor. Care during storage, installation, and lubrication shall be in strict accordance with the manufacturer's recommendations.

3.2 FIELD TESTS

A. Functional Test. Prior to startup, all equipment described herein shall be inspected for proper alignment, quiet operation, proper connection, and satisfactory performance by means of a functional test.

B. Disinfection. Care shall be taken to prevent the entrance into the well of dirt or other contamination during the operation of installing the pump. The pump bowls, column, and airline shall be thoroughly washed, first with clear water, and then with a 50-ppm chlorine solution immediately before being placed into the well. The inside of the well casing above the water surface shall also be thoroughly washed with the 50-ppm chlorine solution into the well in such volume and strength to result in a concentration of at least 50 parts per million of free available chlorine in all parts of the well. Allow the chlorine to stay in the well for 24 hours after the pump has been installed, then pump the chlorine out of the well and dispose of properly.

C. Performance Test. Prior to acceptance of the installed pump(s), demonstrate proper operation of the pump(s) at the guarantee point, at which time data shall be recorded on the total head, capacity, and horsepower requirements of the pump(s). Furnish all instruments and labor as required for this procedure. A unit failing the performance test shall be realigned and retested. If a pump fails the second test, the unit will be rejected and the Contractor shall furnish a unit that will perform as specified.

D. Test Logs. A test log shall be submitted to the Contracting Officer Representative upon the completion of each test that records the following:

1. Flow and discharge pressure (at the wellhead), as measured by meters provided by the Contractor.

2. Average distance from well water surface to pump discharge center line for duration of test, pump discharge pressure converted to feet of the liquid pumped and corrected to pump discharge center line, calculated velocity head at the discharge flange, field head, all tabulated in feet.

3. Driving motor voltage and amperage measured for each test.
