1.0 BACKGROUND
1.1. The USFWS owns a dumpstation that is at the Hidden Lake Campground. This campground has over 20 campsites and sees RV visitors from around the country. The
RV dump station has been used until 2022 when it became unusable and needed additional rehabilitation or replacement. An Engineering Firm provided an inspection and listed the alternatives. The existing tank has a broken vents and the status of the field is unknown.
1.2. Provide all labor, facilities, equipment, tools, materials, supervision, and other items to plan, design, demolish and construct a complete project that fulfills the programmatic needs of the USFWS. This project will include the ancillary design and construction of the following elements:
1.2.1. Decommissioning of the Septic System
1.2.2. Demolition of the Existing Septic System
1.2.3. Environmental compliance within Regulations
1.2.4. New replacement waste treatment.
2.0 SCOPE OF WORK
2.1. Base Requirements
2.1.1. Line Item 01 –Septic System Demolition
A. Demolish and decommission existing RV Dumpstation septic system, septic tank, manhole, and dumpstation inlet as required by the ADEC.
B. Existing Septic tank is a 3450 gallon tank.
C. Existing Field is approximately 90 lf x 30 lf in size.
D. Existing Water tower assembly shall not be replaced and shall be retained.
E. Submittals:
(i) Final Permitting or Documentation of Decommissioning of existing
2.1.2. Line Item 02 – Septic System Construction and Permitting
A. Provide new septic system meeting the requirements of the ADEC. This will require ancillary design by a Civil Engineer Registered and in good standing with the State of Alaska. Ancillary Design shall be used to facilitate discussions with ADEC and required Drawings.
B. New Septic Tank shall assumed to be:
(i) 3,450 gallons + 20%

C. New Septic Field shall meet the requirements of the ADEC and shall be assumed to be similar in size for bidding purposes.
D. Provide new Manhole, dumpstation, piping, connections, and cleanouts as required.
E. Provide all work related to obtaining ADEC Septic System Approval. This may include but not limited to: Drawings, calculations, fees, and documentation related to obtaining ADEC Permit.
F. All installations shall meet the ADEC Requirements for Septic Fields, Septic
Tanks and required Accessory Structures.
G. Existing System Drawings are shown on page 63 of 66 of the drawings.
H. Existing Septic System Permit is also available.
I. Submittals:
(i) Product Data for all materials to be installed.
(ii) Final Documentation of Approval to Operate from ADEC
(iii) Final drawings and as-builts of approved septic system and dumpstation.
2.2. Additional Requirements
2.2.1. Alaska Department of Environmental Conservation Permitting
A. Decommissioning shall meet the requirements of the ADEC for decommissioning of septic Systems.
B. Construction shall meet the requirements of the ADEC for installation of new septic Systems.
2.2.2. Past Experience:
A. Provide documentation of other septic systems installed in the past 5 years of similar or more complex nature meeting the ADEC Regulations.
2.2.3. Period of Performance
A. New Septic System shall be complete and functional by June 14, 2025.
3.0 SUPPLEMENTARY INFORMATION
3.1. Project Location & Availability
3.1.1. Project Location
A. Project is located at the Hidden Lake Campground, 4.3 miles off Skilak Loop
Road.
B. Kenai NWR is accessible via road.

3.1.2. Work Hours:
A. Normal work hours at the station are 7:30am to 4:00pm, Monday through
Friday, excluding Holidays. Coordinate with staff if access to the site is required.
B. Additional hours outside normal work hours may be requested and are subject to approval by Station staff and the Contracting Officer.
3.1.3. Staging Area
A. Staging Area is located on site.
3.2. Inspection and Acceptance
3.2.1. Comply with the USFWS Region 1/7/8 General Engineering Requirements.
3.2.2. The work shall be accepted when all the work is completed as described here within.
3.3. Government Furnished Materials
3.3.1. The FWS will provide the following items related to this project:
A. Existing drawings related to Hidden Lake Campground Dumpstation: Sheets
63-65 of Drawings.
3.4. Submittals
3.4.1. Submittal Log
A. Submittal Log shall be furnished within 15 calendar days of Contract Award.
B. Submittal Log shall at a minimum contain: Contractor Name, Contract
Number, Project title, Date of Revision, Sequential Numbering, Date
Submitted, and Date Approved.
C. Product Data shall be submitted for all materials to be installed and used on the project.
D. Product Data shall include technical cut sheets, shop drawings, required samples, mockups and other test reports.
3.4.2. Construction Schedule:
A. The Contractor shall furnish the preliminary work schedule within fifteen (15) days after award of contract. Construction Schedule shall be prepared on electronic scheduling software (Primavera, MS Project, etc.)
B. Schedule shall be in portable digital file (.pdf) format showing all major portions of work.
C. Schedule shall be updated once a Week and submitted to the Contracting
Officer Representative.
3.4.3. Schedule of Values

A. The Contractor shall furnish a detailed Schedule of Values within fifteen (15) days of award of contract. This schedule shall be based upon the Contract
Bidding Schedule but with sufficient additional detail to allow accurate calculation of the monthly progress payment.
B. Lump sum bid items shall be broken down into their component parts, i.e., mobilization, bond and insurance, excavation, backfill, forming, metalwork, concrete work, framing, roofing, etc. with a cost figure for each item.
C. Schedule of Values shall have at a minimum: Contractor Name, Address, Contract Number, Current Date and Performance Period.
3.4.4. Permits
A. Construction Permits
(i) The contractor shall obtain any permits that are related to construction if necessary.
(ii) ADEC Septic System Operation Permit.
3.5. Payment
3.5.1. Contractor shall submit a draft invoice 5 work-days prior to sending to the
Invoice Processing Platform (IPP), along with the agreed Schedule of Values to
COR for review and concurrence.
3.5.2. Payment will be processed monthly in accordance with the approved Schedule of
Values that indicates the dollar value for each Line Item.
3.5.3. Submit paid invoices to support any requests of payment for stored materials.
3.5.4. Submit a certified invoice (with signature and date) that clearly indicates the contract number, task order number, USFWS field station name, project name, Contractor name/address/contact person and phone number/email, sequential invoice number, inclusive dates for work invoiced, original contract dollar amount, any contract modification dollar amounts issued to date, grand total contract amount, total value earned to date, cumulative previous payments, net dollar amount due this invoice.
3.6. Closeout
3.6.1. Substantial Completion
A. Submit a preliminary list of unfinished work and notify the COR at least ten
(10) calendar days prior to the anticipated date of completion of all work.
B. The COR will perform final walk through as promptly as practicable.
C. The Contractor representative responsible for the work shall be present at the final walk through and shall submit a preliminary list of unfinished work.
D. A final list of Punchlist items shall be submitted to the Contractor for final completion.

A. Operation and Maintenance Manuals:
(i) Submit 3 copies of Operation and Maintenance manual (two to the USFWS field station and one electronic Adobe.pdf to the USFWS Regional Office
Engineering).
(ii) The manuals shall be clear, well organized, clearly indexed, tabbed, highlighted, tailored to the specific make, model, and wiring configuration of the systems; and shall include schedules and instructions for routine operation, trouble shooting, and periodic maintenance.
(iii) Include complete parts lists keyed to suppliers; name, address, websites, email and telephone numbers for each.
(iv) Include fully executed manufacturer’s standard material, product, and equipment warranties.
(v) Include systems commissioning documentation in (and submit) the Operation
& Maintenance Manuals.
B. Record Drawings:
(i) Submit a full size paper-copy set of red-lined drawings and complete set of specifications that clearly indicates the as-constructed work.
C. Test Reports:
(i) Test Reports shall be furnished for all quality control testing required by the
Contract Specifications.
D. Permits
(i) Final Permits shall be furnished to the Contracting Officer before final completion and closeout
