1. Where can we stage material?
1. Material may be stored for the project as indicated on the map on Attachment
“Storage Area Map”. All organics may be placed there, free of construction waste.
New Material may also be staged there.
2. Is there any USFWS material that may be used from the site indicated for storage?
1. No Material may be excavated from the pit and area for the storage of materials.
3. Confirm the requirement that the existing septic tank and the existing septic field are to be removed entirely and not abandoned in place.
1. Correct. Both shall be fully removed as required by the ADEC
4. How many RVs can Hidden Lake Campground support? The number of RVs supported is what drives the septic tank size and field size.
1. The Total 2024 Visitor count was approximately 5000 with 4260 solidly confirmed during the months of May 1st to September 30th. This included campers and RVs. It should be assumed a minimum of 75% of those are RV campers for design purposes.
5. Confirm the migratory bird window for this location is May 1 - July 15. Clearing and grubbing needs to occur outside of this window.

6. Are RVs allowed to camp in the boat launch trailer parking area? This overflow use may warrant a larger septic tank size than is currently stated in the SOW and a significantly larger field.
1. This area shall not be calculated for RV usage.
7. What is the required depth of topsoil for final seeding?
1. Minimum 4”.
8. What is the seed mix required for final seeding?
1. See New Specifications for seed mixture attached in Attachment “Seed Mixture”.
9. If asphalt is cut back, is HMA required for replacement or can RAP be utilized?
1. Hot Mix Asphalt shall be used. See Attached “Asphalt Specs”
10. Can the existing concrete curbs be salvaged and reused if moved? Or will new curb stops be required?
1. Existing shall be used. New Curbs shall be replaced where asphalt is being removed.
11. SOW, Paragraph 1.1. makes reference to an engineering firm having provided an inspection report. Can a copy of this report be made available?
1. This was provided in Amendment 2
12. SOW, Paragraph 2.1.2. G. & H. states existing system design is shown on page 63 of 66 of the drawings and the existing septic system permit is also available. Can a copy of the existing septic system permit be provided? Can the existing system design drawings be provided?
1. This is a holdover from Existing SOW. This permit is not available and could not be located.
13. SOW, Paragraph 3.2.1. references USFWS Region 1/7/8 General Engineering Requirements.
Can a copy of this document be provided?
1. This is called “Construction Requirements” in the existing documents.
14. When is the campground open for public use?
1. Open for public use Starting May 1st until September 30th.
15. Sheet 63 of the asbuilts shows three test holes around the septic field, PH #1, PH #2, and
PH #3. Does the USFWS have the test hole and percolation data available to share?
1. This information is not available.
16. How many reviews does the USFWS need to perform for the engineering plans? A draft design review, pre-final review, and final review?
1. USFWS will require a Pre Final Review and Final Review. Draft Review is not required, but a Work plan submitted for bidding purposes will be used for Draft Review.
17. Migratory Bird Nest window is assumed to be 5/1 - 7/15. The PoP for this contract is 4/1/25 - 6/14/25. Historical weight restrictions for this area is 3/26 - 5/26. Weight restrictions are likely to be in affect before the contract is awarded so mobilizing clearing and grubbing equipment before the bird window is unrealistic. Last year, the seward hwy weight restrictions were 4/3 - 6/10; this is almost the entire PoP. Procurement of a tank is estimated at 8 weeks from date of order. If a tank order is placed on 4/1 (assumed contract award date), the tank won't be ready for pickup until 5/27; but this assumes no time given to the engineering design. If the design is assumed to take 2 weeks as well, then the tank is expected to be completed until 6/10. Can the contract completion date be changed to 7/31 to accommodate the possibility of the overlapping work restrictions in the spring and give time for an engineer to specify a tank size and tank production time?
1. This is Acceptable. PoP is now anticipated to be 04/01/2025 – 07/31/2025
18. Would the USFWS accept a bird nest survey to allow clearing and grubbing within the bird nest window?
1. Contractor is responsible for compliance with Migratory Bird Treaty Act. It is allowable to do bird nest surveys but will require a biologist, which USFWS cannot at this time provide.
19. Section L.1.1 provides a checklist of items to be included in the proposal. Can all these elements be submitted as a merged pdf or do I need to separate into separate covers? For example, point #4 Contractor Evaluation Documentation being submitted under separate cover from the rest of the contract docs.
1. All may be a single PDF for ease.
20. Section L.2.1.4, last sentence, instructs the Technical Ability to Deliver to be 5 pages or less.
I wanted to confirm the 5 page limit only applies Factor 1 and does not apply to Factor 2 or Factor 3.
1. Each factor page limit is per factor. Factor one is 5 page maximum, and Factor Two is 3 page maximum. And remaining factors have none. So it can be 8+ pages.
