SCOPE OF WORK
Assateague Island National Seashore (ASIS) Replace Water Treatment Facility Components
1.0 INTRODUCTION:
PURPOSE:
a. The National Park Service owns and operates a public Water Treatment Plant located at the Assateague Island National Seashore. The plant supplies potable drinking water to numerous buildings located within the National Park and the University of Maryland Coastal Ecology Center located adjacent to the National Park. The Water Treatment Plant is supplied by two (2) wells, was constructed, and commissioned for operation in 1995, and needs equipment/component replacement and upgrades to remain operational and compliant.
b. This project will replace, restore, and upgrade various equipment components in the Water Treatment Plant. The work includes rehabilitating two existing wells, replacing one pre- and post-filtration treatment system, media filtration tank system, cleaning, inspecting, and relining one 4,000-gallon storage tank, replacing five jockey pumps, three hydro-pneumatic pressure tanks, all piping, pipe supports, valves, vacuum breakers, meters, sensors, gauges, upgrading the plant electrical service and SCADA plant controls. Updating process flow markings, flow diagrams and documentation and providing plant operation and familiarization training.
c. Provide continuous uninterrupted potable water supply/service throughout the Water Treatment Plant Component/Equipment Replacement Project.
d. Replace existing and install new backflow preventers throughout the Water Treatment Plant as needed in accordance with Chapter 6 of the Uniform Plumbing Code (UPC), the International Plumbing Code, (IPC) and to comply with the United States Environmental Agency, (EPA) Safe Drinking Water Act 1974, as amended in 1986 and 1996, (SDWA) and the Maryland Department of Environment, Public Drinking Water Guidance.
e. Replace one existing chlorination pre-filtration and one chlorination post-filtration treatment system tank, catch basins, injector pumps, flow meters with new components of equal size and capacity, all valves, the post-treatment tank agitator, add a chemical proportioning metering control system to maintain correct chemical levels and two chemical tank transfer pumps.
f. Replace two, existing green sand media automatic filtration steel tanks with two, new ASME certified composite green sand media automatic filtration tank systems with automated backwash control of equal size and capacity. Replace all valves, vacuum breakers, gauges, and sensors associated with the filtration part of the Water Treatment Plant. Modify the concrete mounting pad as needed for the new filtration system.
g. Clean, inspect and reline one, existing 4,000-gallon fiberglass storage tank, replace gasket(s), water level and high and low water level alarm sensors and switches, valves with new components and repair the tank as needed, add flexible tank connection(s).
h. Replace five, existing three,) stage, close-coupled, end-suction, two, horsepower, (HP) centrifugal jockey pumps with five, new Gould 45HB13012 stainless steel multi-stage pumps supplied by, and available for use from the National Park service, (NPS). Replace sequential pump operating controls, hour meters, pressure switch(s), valves, pressure relief valve(s), vacuum breaker(s) with new components, add variable frequency drives, (VFD) pump motors, pump vibration mounting pads, change existing voltage 1 phase, 115 volts to 1 phase 208 volts. Modify the concrete mounting pad as needed for the new jockey pump system.
i. Replace two, existing 245-gallon composite hydro-pneumatic pressure water tanks and one, existing 340-gallon composite hydro-pneumatic pressure water tank with three, (3) new equally sized ASME certified composite hydro-pneumatic pressure water tanks with a combined volume of approximately 1000-gallons, one, existing air-compressor and controls, valves, vacuum breakers, flow switches, pressure sensor(s), automatic air release valve(s), pressure gauge(s) with new components, add flexible tank connection(s).
j. Replace all existing Water Treatment Plant main and sub control panels with new NEMA 3X enclosures, NEMA 12 enclosure(s) in Laboratory sized accordingly. Control of the Water Treatment Plant will be SCADA compatible through a new main control panel with operational graphic display and remote operator system notification capability. Programing Logic Control, (PLC) will use Ladder Logic language.
k. Replace all Water Treatment Plant piping, pipe supports, valves, vacuum breakers, meters, sensors, gauges with equal or better components.
l. Upgrade Water Treatment Plant electrical system to improve energy efficiency. Work includes installing a new electrical subpanel to provide power to the jockey pumps, plant conduit and wiring as needed.
m. Provide all Water Treatment Plant equipment manuals, warranties, wiring and flow diagrams and PLC program in a single binder.
n. The project goal is to replace the above Water Plant equipment components with modern, up-to-date and energy efficient equipment to maintain regulatory compliance.
o. Bid Option 1: Replace two existing submersible well pumps with new submersible pumps of equal size and capacity, one new multiple pump control panel, and two new double jacketed submersible power cables with ground. Then seal, chlorinate and return wells to full service.
1.1 DESCRIPTION of PURCHASE:
a. Provide continuous uninterrupted potable water supply/service throughout the Water Treatment Plant Component/Equipment Replacement Project.
b. Provide all labor and materials to existing and install new backflow preventers throughout the Water Treatment Plant as needed in accordance with Chapter 6 of the Uniform Plumbing Code (UPC), the International Plumbing Code, (IPC) and to comply with the United States Environmental Agency, (EPA) Safe Drinking Water Act 1974, as amended in 1986 and 1996, (SDWA) and the Maryland Department of Environment, Public Drinking Water Guidance.
c. Provide all labor and materials to remove and replace one, existing pre-filtration and one, existing post filtration treatment system tank, secondary containment basins, injector pumps, flow meters with new components of equal size and capacity, all valves, the post-treatment tank agitator, add a chemical proportioning metering control system to maintain correct chemical levels and two, chemical tank transfer pumps located in the Water Treatment Plant building.
d. Provide all labor and materials to remove and replace two, existing green sand media automatic filtration steel tanks with two, new ASME certified composite green sand media automatic filtration tank systems with automated backwash control of equal size and capacity. Replace all valves, vacuum breakers, gauges, and sensors associated with the filtration part of the Water Treatment Plant. Modify the concrete mounting pad as needed for the new filtration system.
e. Provide all labor and materials to clean, inspect and reline one existing 4,000-gallon fiberglass storage tank, replace gasket(s), water level and high and low water level alarm sensors and switches, valves with new components and repair the tank as needed, add flexible tank connection(s). Storage tank is located in the Water Treatment Plant building.
f. Provide all labor and materials to remove and replace five existing three-stage, close-coupled, end-suction, two horsepower, (HP) centrifugal jockey pumps with five, new Gould 45HB13012 stainless steel multi-stage pumps supplied by, and available for use from the National Park service, (NPS). Replace sequential pump operating controls, hour meters, pressure switch(s), valves, pressure relief valve(s), vacuum breaker(s) with new components, add variable frequency drives, (VFD) pump motors, pump vibration mounting pads, change existing voltage 1 phase, 115 volts to 1 phase 208 volts. Provide all labor and materials to remove and replace two existing 245-gallon composite hydro-pneumatic pressure water tanks and one existing 340-gallon composite hydro-pneumatic pressure water tank with three new, equally sized ASME certified composite hydro-pneumatic pressure water tanks with a combined volume of approximately 1000 gallons, one existing air-compressor and controls, valves, vacuum breakers, flow switches, pressure sensor(s), automatic air release valve(s), pressure gauge(s) with new components, add flexible tank connection(s). Hydro-pneumatic pressure water tanks are located in the Water Treatment Plant building.
h. Provide all labor and materials to remove and replace all existing Water Treatment Plant main and sub control panels with new NEMA 3X enclosures, NEMA 12 enclosure(s) in Laboratory sized accordingly. Control of the Water Treatment Plant will be SCADA compliant through a new main control panel with operational graphic display and remote operator system notification capability. Programing Logic Control, (PLC) will use Ladder Logic language.
i. Provide all labor and materials to remove and replace all Water Treatment Plant piping, pipe supports, valves, vacuum breakers, meters, sensors, gauges with equal or better components.
j. Provide all labor and materials to upgrade Water Treatment Plant electrical system to improve energy efficiency. Work includes installing a new electrical subpanel to provide power to the jockey pumps, plant conduit and wiring as needed. The electrical system is in the Water Treatment Plant building.
k. Bid Option 1: Provide all labor and materials to remove and replace two, (2) existing submersible well pumps with new submersible pumps of equal size and capacity, one, (1) new multiple pump control panel, two, (2) new double jacketed submersible power cables with ground, seals, chlorinate and returning wells to full service. Well pumps are located on the grounds adjacent to the ASIS National Park Service Headquarters Complex.
2.0 KEY ASSUMPTIONS:
a. All work will be performed under a single contract. The time stated for completion shall include final clean-up of the work sites.
b. Contractor shall provide all personnel, labor, tools, materials, equipment, supervision, and other items necessary to complete the referenced work.
c. All work will comply with acceptable industry standards, building codes, the Uniform Plumbing Code (UPC), the International Plumbing Code, (IPC), the National Electric code, (NEC) and be compliant with the United States Environmental Agency, (EPA) Safe Drinking Water Act, 1974, as amended in 1986 and 1996 and the Maryland Department of Environment, Public Drinking Water Guidance.
d. Equipment and components supplied by the Contractor will be correctly sized to effectively meet or exceed the Water Treatment Plant processing design.
e. No equipment will be installed prior to being approved by the Contracting Officers) (CO) or COR (Contracting Officers Representative).
f. Work required by the project documents shall be accomplished by the Contractor even though some minor items required to complete the work may not be specifically mentioned.
g. Contractor will remove and dispose of the existing equipment, components and materials from the work sites, recycling is required when possible.
h. Contractor will provide equipment technical specification literature submittals for all equipment for review and approval prior to the start of any work. All manuals and manufacture warranties will be submitted to the COR for all equipment installed upon completion of work.
i. All work will be accomplished by certified personnel under supervision of the Contractor and in compliance with industry standards and all applicable codes.
j. Contractor is responsible for all work including electrical, gas, and plumbing to ensure all equipment functions as designed.
k. Contractor is responsible for testing equipment to ensure proper operation, check for leakage; correct chemical pre and post water treatment and test for overall water quality.
l. References in specifications to any brand name equipment or materials shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for government consideration during the submittal process of the contract after contract award.
3.0 SELLER RESPONSIBILITIES:

3.1 LOCATIONS:
All work will be performed at the Water Treatment Plant located in the Maryland District of Assateague Island National Seashore, 7200 National Seashore Lane, Berlin, MD 21811.
3.2 TASKS to be PERFORMED by SUPPLIER/CONTRACTOR:
BASE BID: 1.1 Description of Purchase: (B thorough L), Remove and replace backflow preventers, pre- and post-filtration treatment system tanks, catch basins, injector pumps, flow meters, post-treatment tank agitator, add chemical proportioning metering control system and chemical tank transfer pumps, existing greensand media automatic filtration steel tanks with ASME certified composite green sand media automatic filtration tanks, clean, inspect and reline the 4,000-gallon fiberglass storage tank, replace gasket(s), add flexible tank connection(s), centrifugal jockey pumps, pump operating controls, add variable frequency drives, (VFD) and vibration mounting pads, existing hydro-pneumatic pressure water tanks with ASME certified composite hydro-pneumatic pressure water tanks, air-compressor, add flexible tank connection(s), main and sub control, upgrade SCADA plant control, add graphic display and remote operator system notification capability, all piping, pipe supports, valves, vacuum breakers, meters, sensors, gauges, and upgrade electrical system, add new electrical subpanel, plant conduit and wiring as needed.
BID OPTION 1: 1.1 Description of Purchase: (a), remove and replace existing submersible well pumps, multiple pump control panel, double jacketed submersible power cables with ground, and seals.
3.3 TASKS to PERORMED by BUYER:
· The Government will provide the contractor reasonable access and time to perform the work identified in the contract.
· The Government will provide a staging and material storage area for materials and equipment with consultation and permission from the COR.
· Government Supplies Materials: (5) new Gould 45HB13012 stainless steel multi-stage booster pumps as described in section 1.1-F.
3.4 DATES of DELIVERY:
Work to be started after September 3, 2024, because visitation is at its peak and the housing units are at full capacity during the summer months.
Contractors will have 180 calendar days after the notice to proceed to complete project.
Final walk thru inspection within 5 business days after contract is deemed completed by contractor.
Contractor will have 5 days to correct and complete punch list items.
3.5 PERIOD of PERFORMANCE:
Work shall normally be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:30 A.M. and 4:30 P.M. local time, excluding federal holidays. If the Contractor desires to work other than the standard 8-hour day, the Contractor must submit a written request at least three workdays prior to the proposed performance of work to the Contracting Officer Representative, (COR). This written request must state the proposed performance of work, day/days, time/amount of work, and reason why permission should be granted to perform work during non-standard hours. All work shall be scheduled and conducted in a manner that minimizes interruption of services.

3.6 CONTRACTOR RESPONSIBILITIES:
Contractor and subcontractor(s) are responsible for field verifying all dimensions, measurements, sizes, capacities, quantities, colors, and site conditions listed on project documentation prior to submitting bid. Contractor assumes all responsibility and all cost for any discrepancy(s), work, purchasing, fabricating, or installing of equipment, materials and products upon contract award and acceptance.
4.0 RESPONSIBILITIES of THE GOVERNMENT:
The government shall approve or reject material submittals within seven businesses from the date received.
5.0 SCHEDULE:
Contractor shall notify government of time and location of intended work 15 business days before beginning work.
6.0 CONTRACT COMPLETION CRITERIA:
All work must be inspected and approved by COR before payment will be approved.
Final payment is approved when all work is completed, the worksite is clean and any damages to government property has been repaired and approved by the COR.
The contract is complete when all equipment is tested, found to be operational, and the work has been approved by the COR or his designee.
7.0 ADDITIONAL TERMS AND CONDITIONS:
Contractor will be responsible for any damage to park resources infrastructure, grounds and other property caused by contractor while performing work.
All warranty documentation will be provided to the Contracting Officer Representative, (COR).
Contractor warranties all equipment, labor, and materials for a period of one year from date of installation.
