140P4324R0016 ASIS Water treatment Facility Components
Amendment 0002 RFIs 1-14
1. What is the flow rate and normal operational window of the water plant?
Government response: The normal operational window of the water plant is 24/7/365, and the gallons used per month, on average, range from 150k gallons in the summer to 75k gallons in the winter.
2. The PLC panel with HMI and Chart recorder what is the PLC manufacturer and model you want to use?
Government response: Can't specify a specific manufacturer or model but it need to be able to fit the SOW (this will be a submittal). The PLC panel used for the wastewater is an automation direct panel with Allen Bradley Compact Logic.
3. Will the PLC be a single PLC or redundant?
Government response: Single
4. Will the PLC be required to have UPS and for how many hours of power and at what percentage of load?
Government response: There is a generator at the building that will turn on if the power goes out. If the panel doesn't have an internal way to keep power for a couple seconds when that transition happens then yes it will need a UPS that can handle the load of the panel but won't need multiple hours of battery backup.
5. What is the SCADA software you are using and how many licenses do you need?
Government response: We are not currently using a SCADA software, but need be able to use SCADA in the future.
6. How many servers do you need and are they redundant?
Government response: No servers needed.
7. Is water panel E-3 powered by electrical panel DP-3?
Government response: Presumably but not 100%, the electric is all coming from that main electric room though that was observed during the site visit.
8. Do you need any additional workstation computers for operations and if so, how many?
Government response: No
9. Is there an existing program that is being used for the site that can be transferred/modified or does this require all brand-new programming including graphics?
Government response: No, needs to be all brand new.
10. Are the jockey pumps controlled directly from PLC or do they need a control panel and is the control panel provided by the manufacturer, or does it need to be built?
Government response: They need to be able to be controlled by the PLC, but also need their own "control panel" like the one that is currently there that can turn on/off the pumps, show hours, and house the circuitry.
11. The documents mentioned the changing of voltage, but don’t specify where, is this for a specific piece of equipment, for the overall service, or is this not needed as the existing panelboard is already listed for 208/120VAC power?
Government response: The voltage change is for the Jockey Pumps, going from 120 to 208, which can be provided from existing DP.
12. Do you need additional circuits beyond what is available for the existing equipment or are you looking to have all the new equipment installed on a new panelboard and abandon the old panelboard?
Government response: New equipment installed on the old panelboard (distribution panel); we are not abandoning the old panel or installing a new one.
13. What is the equipment required to be controlled and/or monitored by the PLC?
Government response: Most of the system will be able to be controlled and monitored by the PLC, such as but not limited to, hours of pumps, tank levels, pump cycle counter, set tank alarm levels, turn on/off pumps.
14. Outside of panels “Water Control System E3” and Well Pump Control Panel “LPI-I9”, are there any other existing control panels that need to be replaced?
What is the maximum flow rate through the plant?
Government response: The jockey pumps will all need individual control panels and each of the sand filters also have a control panel, all of the control panels will need to be replaced.
Unsure on the maximum flow rate of the water plant. What we know, which is what was provided, was the general gallons used throughout the summer and winter.
