Statement of Work Floor Repair of Tupelo Homestead
House #20 (Law Enforcement Office)
National Park Service Natchez Trace Parkway
I. Project Statement
The National Park Service (NPS) is seeking a Contractor to repair and replace the failing joists and flooring in Tupelo Homestead House #20 and minor plumbing repair. The house is located within the boundaries of the Natchez Trace Parkway (Parkway). The historic structure is listed in the National Register of Historic Places and is a contributing property within the Tupelo Homestead historic district. Work is confined to the area in and under the “front room, hall, bathroom, and kitchen” as designated on the attached house plan.
II. Project Objective Objective is to have the flooring returned to usable and good condition while preserving the historic structure’s character. Original material and finishes shall be salvaged and reused where possible. In instances where re-use is impossible, material and finishes shall be replaced and match in-kind.
III. Background The Tupelo Homestead houses were built by the Federal government in 1934 and 1936 as a New Deal initiative. The community was located on 171 acres a few miles north of Tupelo, Mississippi. There were originally 35 units with each consisting of a house, garage/barn, and pump house. The aim of the initiative was to provide affordable housing to displaced workers and promote a "back to the land" philosophy. Each housing unit was located on a parcel of land that allowed residents to raise livestock and gardens while working part time in local industries. By the end of 1936, there were 120 people living in the homesteads.
Residents rented the houses with the option to purchase, but interest was low.
In 1940, the NPS acquired the property, and residents were allowed to remain until the 1950s under special use permits. Several buildings were moved and joined together to form the first Parkway headquarters building. Parkway employees lived in some of the houses until the last occupant moved out in 2011. At present, several houses have been converted into offices for Park staff or are otherwise maintained for Park use. House #20 is used by the Law Enforcement Division.
IV. Project Location
The project area is within the Tupelo Homestead Historic District on County Road 657 in Lee County, MS near mile marker 266 within Parkway boundaries. GPS coordinates are 34°19'43.04"N, 88°42'32.09"W.
