About this file
This is a Statement of Work (SOW) for an electrical upgrade project at Shiawassee National Wildlife Refuge headquarters in Saginaw, Michigan. The Department of the Interior Fish and Wildlife Service requires contractors to upgrade the existing electrical service from 50 amps to 100 amps at the facility located at 6975 Mower Road, Saginaw MI 48601. The work must be completed between April 27, 2026 and May 15, 2026, with normal duty hours from Monday through Friday, 8:00 a.m. to 4:00 p.m.
The scope of work includes disconnecting and removing existing wiring, installing new appropriately rated wiring through an existing underground conduit (approximately 125 feet in length from the Headquarters building to a four-stall garage), upgrading electrical boxes and panels to support 100-amp capacity, and furnishing and installing a 50-amp RV-capable receptacle in the northwest corner of the garage. Contractors must restore any interior finishes disturbed during installation, remove all debris and waste from the worksite, and ensure full compliance with applicable electrical codes and authority having jurisdiction inspections. All materials, equipment, tools, and supplies are the contractor's responsibility. Contractors must be registered and active in SAM.gov at time of award, maintain appropriate insurance and bonding, and demonstrate prior experience with similar electrical work. Electricity and restroom facilities will be provided on-site during the performance period.

STATEMENT OF WORK
Electrical Instalation Shiawassee Electrical Upgrade
1. General:
1.1 Shiawassee National Wildlife Refuge headquarters located at 6975 Mower Road, Saginaw MI 48601. Upgrade the existing electrical service from 50 amp to 100 amp capable.
1.2 The facility requires upgrades to the existing electrical amperage capacity to ensure reliable performance and prevent potential system overloads. Work includes evaluating the current electrical service, identifying limitations within the existing infrastructure, replacing or upgrading outdated or undersized components, installing higher‑capacity electrical equipment, and verifying proper connections and load distribution. These actions are necessary to maintain system integrity, support increased electrical demand, and ensure the safe, consistent operation of the facility’s infrastructure.
1.3 Contractors shall be registered and active in SAM.gov at the time of award. Contractors should demonstrate prior experience performing work of similar scope and complexity, including installation, maintenance, or repair of septic system overflow alarms, associated sensors, control units, and related wastewater infrastructure components. Contractors must maintain insurance coverage and bonding as required by federal acquisition regulations and applicable local jurisdictions.
2. Place of Performance and Period of Performance
2.1 Worksite is located at 6975 Mower Road, Saginaw MI 48601.
2.2 The period of performance for this project is 4/27/26 – 5/15/26. All work must be completed within this timeframe to meet operational needs and avoid conflicts with other scheduled projects. Contractors should be aware that access and scheduling may be affected by seasonal weather, environmental sensitivities, and ongoing refuge operations. Spring conditions in March and April may limit site accessibility or cause delays. These factors may restrict certain work windows and will require close coordination with refuge staff to minimize disturbance and ensure compliance with environmental protection requirements. All work must be planned and executed within these constraints to ensure timely completion and to prevent adverse impacts on refuge operations and habitat resources.
2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:00 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non‑duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
The contractor shall upgrade the existing electrical system serving the four‑stall garage to provide a minimum capacity of 100 amps, and all work must be performed in full compliance with applicable electrical codes, safety standards, and permitting requirements. The work includes disconnecting and removing the existing wiring, installing new appropriately rated wiring through the existing underground conduit, and upgrading all necessary electrical boxes, panels, or related components to support the increased load capacity. The existing conduit, which runs underground from the Headquarters building to the garage, shall be inspected by the contractor to confirm serviceability and used as the route for the new electrical feed. The new wiring will be installed from the Headquarters electrical source to the four‑stall garage, a total distance of approximately 125 feet due east of the Headquarters. The contractor must also furnish and install a 50‑amp RV‑capable receptacle in the northwest corner of the garage, including all required hardware, mounting, and circuit protection. Any interior finishes disturbed by the electrical work—such as woodwork, drywall, or paneling—shall be repaired and restored to a neat, professional, and satisfactory condition. Upon completion, the contractor shall remove all debris, packaging, scrap materials, and any other waste generated by the electrical upgrade, leaving the worksite clean and orderly.
4. Deliverables and/or Delivery Schedule: N/A
5. Data Management Plan (DMP): N/A
6. Government-Furnished Equipment (GFE)
6.1 The contractor shall be fully responsible for furnishing all equipment, tools, supplies, and materials necessary to complete the scope of work outlined in this project. This includes, but is not limited to, controllers, remotes, seals, panels, doors, and any associated hardware required for installation and repair. All materials provided must meet applicable industry standards and manufacturer specifications to ensure compatibility, durability, and long-term functionality. The contractor is expected to deliver a complete, operational solution without reliance on government-furnished equipment or supplies.
6.2 Electricity and restroom facilities will be available to the contractor while on site. These resources are provided to support the performance of work and ensure that contractor personnel have access to basic utilities during the project period. Contractors are expected to use these facilities responsibly and in accordance with refuge policies.
7. Evaluation and Acceptance
7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: [Either state generally or reference the table in 8.2 if used].
8. Quality Control/Quality Assurance:
8.1 The contractor is responsible for ensuring that all supplies and services meet the requirements of the contract and conform to industry standards. Where appropriate, the contractor shall maintain a documented Quality Control (QC) program consistent with recognized industry practices. This program must be made available to the agency as part of the contractor’s proposal and shall outline procedures for monitoring, testing, and verifying compliance. Quality Assurance (QA) will be performed by the government to confirm that deliverables meet contractual specifications prior to final acceptance.
8.2 Detail measures for assessing quality control and acceptance; each requirement is unique and a table format is visually friendly and may be desirable.
Here’s a clean, clear table modeled after your example, but aligned with the septic system overflow alarm scope of work you provided:
Below is a Quality Control and Acceptance Measures table created to match the style of your example while reflecting the electrical upgrade scope you provided.
(Enterprise search results contained no information affecting the technical scope, so only your provided requirements were used.)
Quality Control and Acceptance Measures – Electrical System Upgrade
