SCOPE OF WORK
SEQUOIA AND KINGS CANYON NATIONAL PARKS
KINGS CANYON BACKCOUNTRY VISITOR PERMIT STATION PHOTOVOLTAIC INSTALLATION
PART 1:
GENERAL
1.1 DESCRIPTION
The work covered by these specifications consists of furnishing all necessary labor, equipment, appliances, materials and performing all operations in connection with the Permit Station photovoltaic system installation.
This project is intended to upgrade the electrical power system at the Permit Station located at the end of the road in Cedar Grove in Kings Canyon National Park. The goal is to install new upgraded equipment that will provide reliable power while being simple to maintain. Solar energy is considered to be the most feasible generating source for this application and in this remote location.
A list of major components required are included for reference. The components are sized to support the energy requirements of the site and will also provide data that can be used to ensure that the energy budget is properly managed. Proper energy management will be important if the storage batteries and other components are expected to function throughout their predicated service life.
The existing electrical system is only marginally functional due to aging equipment and shading of the photovoltaic array mounted on the porch of the building. The forest canopy shades the PV array for all but two or three hours per day during the operating season. For the existing system to be operable, the site would have to receive direct sunlight for at least six hour per day. To resolve the existing solar access problem, the most reasonable approach is to relocate the PV modules to areas where they will receive direct sunlight for a significant portion of the day.
The solution involves relocating the PV array to a less forested area east of the Permit Station near an existing utility building. The primary advantage of this solution is that it minimizes the trenching distance between the PV array and Permit Station. The trenching would be 1-2 feet deep under approximately 175 feet of an existing trail with about 75 feet going access an open (not forested) area to the PV array location.
1.2 LOCATION
A. The Permit Station is located in the Cedar Grove area of Kings Canyon National Park, approximately 88 miles along HWY 180 East of Fresno.
1.3 GENERAL CONDITIONS AND INFORMATION
A. Any particulars described for the work involved is given for guidance to the Contractor, however, the Contractor is to take his own measurements, dimensions and counts, and is responsible for the same.
B. All work described in this specification is for the photovoltaic system installation. Additional work that will result in additional cost shall be carried out only when authorized in writing by the Contracting Officer.
C. The Contractor shall be responsible for removing and disposing of any debris from the work areas as well as any old equipment not needed by the National Park Service.
D. All disturbed surfaces shall be cleaned and restored to the original appearance or as specified in the contract documents by the Contractor.
E. The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies and errors discovered in this specification or between contracting documents and existing conditions.
1.4
SPECIAL CONSTRUCTION REQUIREMENTS
A. Before on-site work begins, the Contractor shall submit for approval, an accident prevention and safety plan. The Contracting Officer Representative will review both plans for compliance with OSHA and project requirements. If the plans require any revisions, the Contractor shall resubmit the plans within 10 working days.
The plans shall include the following:
· Name of responsible on-site supervisor.
· First-aid procedures.
· Outline of each phase of the work, and the hazards associated with each major phase.
· Methods proposed to ensure property protection and safety of the public.
· Contact information for the nearest emergency services.
B. Special Construction Requirements
· Work will be coordinated with NPS staff.
· Work will be conducted between 8A.M. and 5P.M. Monday through Friday.
· No weekend work allowed unless a 48 hour notice is given and approved by the Contracting Officer. Request should only be made for emergencies or weather delays.
C. NEPA and NHPA Compliance for this project has been approved and complete.
Required Mitigations - For the proposed project actions to be within compliance requirements during construction and/or project implementation, the following mitigations must be adhered to:
· A cultural resource site monitor is required to be onsite for any ground disturbing work. Provide a construction schedule to the COR for coordination with SEKI's Cultural Resources Program Manager as soon as possible. A minimum 2 week notification is required.
· All equipment must be inspected by a vegetation specialist prior to entry into the Parks. Equipment must be clean and free of dirt or seed matter prior to entering the Parks and leaving pavement. Follow best practices to avoid moving dirt and plant parts from one part of the parks to another by inspecting and cleaning all equipment prior to movement. A one week notification is required to schedule inspection of equipment.

PART 3:
SCOPE OF WORK/ SERVICES
3.1
SCOPE
Contractor is to purchase and install all materials needed to complete the central PV power center system assembly including: Outdoor equipment enclosure (enclosure is to match the existing structure in theme, design and color scheme), missing power system components and wiring to connect to the building electrical system and portable backup generator.
Contractor is to purchase and install all materials required for the installation of a PV array to support the permit station site electrical load including: PV modules, ballasted array support structure, properly sized/rated conduit and rodent proof wiring between the PV array and the Permit Station.
Contractor is to purchase and install all materials needed to complete the battery storage system including: Seismically rated battery enclosure, concrete slab to support the robust all-weather battery enclosure, new replacement battery bank and all wiring required to connect the battery bank to the central power system.
Contractor is to provide installation services required to assemble, test and install the central power center system in Permit Station building.
Contractor is to complete installation services to assemble, test and install the PV array near the Permit Station building.
Contractor is to install a complete battery bank on the exterior of the Permit Station including: Transport of all materials to the site from the Ash Mountain warehouse, slab preparation and installation, battery enclosure and bank installation, all wiring and testing.
Park preference is for “Out Back Power” systems, but approved equals will be considered during submittal review.
Contractor is to provide installation services required for trenching all underground schedule 80 PVC lines. Contractor is to minimize soil disturbance and provide safety signage for the public.
Contractor should adequately secure all equipment and materials when not actively in use. A staging area for materials and equipment will be provided.
