Statement of Work Fiber Optic Construction at Werowocomoco

Captain John Smith Chesapeake National Historic Trail 1000 Colonial Parkway Yorktown VA 23690

Background:

The Captain John Smith Chesapeake National Historic Trail (CAJO) manages a 264-acre property in Gloucester County VA known as Werowocomoco. Werowocomoco is a nationally significant site of importance to seven tribal partners and is a sensitive archeological site.

There is one building on the property, a former residence known as the “Farmhouse”, which will be used as a working space for NPS employees, interns, contractors, and partners as permitted. The Farmhouse needs to be equipped with high speed internet sufficient to provide access to the Department of the Interior network system.

Construction Plan:

Because Werowocomoco is a sensitive archeological site, the method for delivering the fiber optic cable should be the least ground-disturbing. A construction plan has been developed which will use a combination of aerial pathways and on-the-ground pathways through conduit. CAJO staff has had consultations with seven tribal governments in April 2021 and received tribal support for this plan. See the attached drawing for plan details.

Delivery address: 3053 Ginny Hill Road, Gloucester VA, 23188

Requirement: Fiber optic cable at 100/100 Mbps

The installation shall include outside network construction and the installation of demarcation equipment to bring Optical Internet and HFC cable modem internet to the specified delivery address.

The contractor shall assign an outside plant engineer to work with NPS personnel to implement access routes as described above with consideration for the unique archeological aspects of the location. CAJO will assign a Cultural Resource Manager to work with the contractor-assigned outside plant engineer.

Construction shall proceed only with the prior approval of the assigned Cultural Resource Manager.
