Description of Work
The Bureau of Land Management, Western Montana District Office requires installation of law enforcement equipment in two new patrol vehicles. Proper and professional installation of integrated equipment is necessary for the safe and legal use of these patrol vehicles by federal law enforcement officers. The work shall meet Montana state specifications for the vehicle to qualify as an emergency vehicle.
This statement of work (SOW) is for the complete emergency vehicle upfitting of a 2024 Ford F150 Police Response. This work will include installing all necessary emergency equipment and law enforcement decals as well as a vendor provided complete front bumper replacement. The vendor will provide equipment listed below as well as the needed wiring accessories (connectors, shrink wrap, fuses, wire protectors, zip ties, plunger switches, etc) used in the installation of the equipment.
Successful performance will result in all emergency equipment and all vehicle functions working properly.
The BLM will deliver and pick up the vehicles to the vendors location. Vendor must be located within 275 miles of Dillon, MT.
2024 Ford F150 Police Responder
Equipment to be provided by VENDOR and installed on Ford F150
- Headlight (wig/wag)
- Rear taillight flashers
- CELL/LTE/GPS “puck” mounted on roof and hooked up to laptop dock
- All wiring, connectors, loom, etc.
- Spotlight LED (Black housing) – Unity Lights 335 series LED 6” / 335V-0002- To be installed on the driver’s side “A” pillar
- IRONMAN 4x4 Apex Triple Hoop Front Bumper SKU: BBP109AK (or similar) with amber and clear cube lights. BLM must approve front bumper replacement prior to vendor ordering bumper.
Equipment provided by BLM and installed by vendor
- Motorola radio
- Radar Unit
- LED light bar installed on roof of vehicle centered between front and rear doors
- Havis center console with lighter plugs and USB ports
- Havis laptop mounting pole and dock with power supply
- Siren speaker
- Law Enforcement decal package
- LED red and blue grill lights installed on or within the front grill (minimum of 2)
- LED red and blue grill lights installed on tailgate of vehicle (minimum of 2)
- LED red and blue perimeter lights installed on the front and rear quarter panels on both sides of vehicle (4 total). These serve as 360 perimeter/intersection clearing lights
- Intersection “Under Mirror” lights to be installed on bottom of rear-view mirrors
- Light and Siren controller that includes a 3 position “toggle” to activate emergency lights
- 2 electronic gunlocks installed in a manner that makes the long guns easily accessible by the driver of the vehicle. Both gunlocks will operate off a momentary switch that has a timer disengagement. There must be three “plunger” type buttons installed in order to unlock both locks at the same time. One plunger will be on the left side of the center console and another plunger will be on the right side of the center console. The third plunger will be installed on the inside of the “C” pillar on the driver’s side of the vehicle. Plunger and gun mount locations will be approved by the BLM prior to final installation
- Aftermarket front bumper will replace stock factory bumper, wire bumper mounted driving lights to center console.
- Setina single prisoner cage window screens
- Setina single prisoner cage partition to be installed in the right rear passenger area behind the front passenger seat
- 911 Circuits wiring harness for main power supply to emergency equipment
Equipment specifications and functionality
-Light and siren control box will be installed in police center console. Emergency lighting activation will be controlled by a 3 position toggle switch.
• Positions 1,2,3 will act in a progressive emergency light controlling function. As the position sequence progresses, the previous light function will also active. Ex, if position 2 is activated, it will activate position 1 functions as well.
o Position 1 will activate the rear light bar warning function, the taillight flashers, the surface mount LED lights on the rear quarter panels, and the LED red and blue lights installed on the tailgate.
o Position 2 (while activating all Button 1 functions) will activate the front light bar warning light functions, the surface mount LED lights on both front quarter panels, and all the LED lights installed inside the front grill.
o Position 3 (while activating all position 1 and position 2 functions) will also activate the headlight wigwags. Position 3 will NOT activate any siren functions.
• Directional arrow “traffic advisor” controls will be included on the light and siren control head. The “traffic advisor” will work as a left arrow, right arrow, and center out functions.
• The light and siren control will also have a button to activate the “right alley” light, “left alley” light, and front “take down” lights.
• Siren controls should include the standard siren tones, wail, yelp, manual (momentary), and air horn function.
