PART 1 - GENERAL
1.1 SUMMARY

1.2 PROJECT INFORMATION
A. Project Identification: Ella Mountain and Oaks Springs Trilobite Trailhead Sites Phase 1.
1. Project Location: Ella Mountain Trailhead Site, Lincoln County, NV. 37°32'27.68"N 114°29'53.45"W and Oak Springs Trilobite Trailhead Site, Lincoln County, NV.
37°36'48.67"N 114°42'41.58"W.
1.3 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work consists of the following:
1. The Work includes trailhead improvements at two BLM recreation sites, including grading, gravel surfacing, installation of shade structures, picnic tables, fire rings, grills, an information kiosk and a vault toilet.
B. Project will be constructed under a single prime contract.
1.4 USE OF PREMISES
A. Contractor shall have full use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by Government right to perform work or to retain other contractors on portions of Project.
B. Schedule operations so that Work is conducted during regular office hours.
C. Schedule and sequence operations necessary to complete the work, including coordination with other crafts relative to the Contractor's requirements. Schedule Work in such manner as to avoid delays in overall construction and permit proper installation of work.

D. Limit use of premises to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Confine constructions operations to limits of disturbance indicated on Drawings.
2. Government Occupancy: Allow for Government occupancy of Project site and use by the public
1.5 PUBLIC USE OF SITE
A. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.
Road closures will be permitted, when required, upon specific approval of Contracting Officer for a maximum of 8 hours.
B. Trailhead access shall be maintained at all times for the public. Provide temporary trailhead and trail to bypass construction operations as needed. Return temporary trail to original condition once primary trailhead access is re-established.
C. Comply with BLM instructions for special recreation events in the area of the Project site.
1.6 WORK RESTRICTIONS
A. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 24 hours in advance of the work to the Contracting Officer for approval.
B. No signs or advertisements (except those specified) shall be displayed on the construction site or within the premises unless approved by the Contracting Officer.
1.7 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using the CSI/CSC's "MasterFormat" numbering system.
1. Division 01 – General Requirements: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications.
B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by Contractor.
Occasionally, the indicative or subjunctive mood may be used in the Section Text for

clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
C. Terminology: All references to "Owner" shall be replaced with the term "Government" or "Contracting Officer" (when referring to the person acting for the Government). All references to "Architect" shall be replaced with the term "Contracting Officer".

SECTION 012600 - CONTRACT MODIFICATION PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative and procedural requirements for handling and processing Contract modifications.
1.2 MINOR MODIFICATIONS IN THE WORK
A. Contracting Officer will issue supplemental instructions authorizing minor modifications in the Work, not involving adjustment to the Contract Sum or the Contract Time.
1.3 PROPOSAL REQUESTS
A. Government-Initiated Proposal Requests: Contracting Officer will issue a detailed description of proposed modifications in the Work that may require adjustment to the Contract Sum or the Contract Time. If necessary, the description will include supplemental or revised Drawings and Specifications.
1. Proposal Requests issued by Contracting Officer are for information only. Do not consider them instructions either to stop work in progress or to execute the proposed modification.
2. Within 20 days after receipt of Proposal Request, submit a quotation estimating cost adjustments to the Contract Sum and the Contract Time necessary to execute the modification.
a. Include a list of quantities of products required or eliminated and unit costs, with total amount of purchases and credits to be made. If requested, furnish survey data to substantiate quantities.
b. Indicate applicable taxes, delivery charges, equipment rental, and amounts of trade discounts.
c. Include costs of labor and supervision directly attributable to the modification.
d. Include an updated Contractor's Construction Schedule that indicates the effect of the modification, including, but not limited to, modifications in activity duration, start and finish times, and activity relationship. Use available total float before requesting an extension of the Contract Time.
B. Contractor-Initiated Proposal Requests: If latent or unforeseen conditions require modifications to the Contract, Contractor may propose modifications by submitting a request for a modification to Contracting Officer.
1. Include a statement outlining reasons for the modification and the effect of the modification on the Work. Provide a complete description of the proposed modification.
Indicate the effect of the proposed modification on the Contract Sum and the Contract Time.

A. On Contracting Officer's approval of a Proposal Request, Contracting Officer will issue a Modification for signatures of Contracting Officer and Contractor.

SECTION 012973 – SCHEDULE OF VALUES
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative and procedural requirements to prepare schedule of values.
1.2 SCHEDULE OF VALUES
A. Coordination: Coordinate preparation of the Schedule of Values with preparation of Contractor's Construction Schedule.
1. Correlate line items in the Schedule of Values with other required administrative forms and schedules, including Application for Payment forms with Continuation Sheets, Submittals Schedule and Contractor's Construction Schedule.
2. Submit the Schedule of Values to Contracting Officer at earliest possible date but no later than ten calendar days after the Notice to Proceed.
B. Format and Content: Use the Project Manual table of contents as a guide to establish line items for the Schedule of Values. Provide at least one line item for each Specification Section.
1. Identification: Include the following Project identification on the Schedule of Values:
a. Project name and location.
b. Name of Contracting Officer.
c. Contractor's name and address.
d. Date of submittal.
2. Provide a breakdown of the Contract Sum in enough detail to facilitate continued evaluation of Applications for Payment and progress reports. Coordinate with the Project Manual table of contents. Provide several line items for principal subcontract amounts, where appropriate.
3. Round amounts to nearest whole dollar; total shall equal the Contract Sum.
4. Provide a separate line item in the Schedule of Values for each part of the Work where
Applications for Payment may include materials or equipment purchased or fabricated and stored, but not yet installed.
5. Provide separate line items in the Schedule of Values for initial cost of materials, for each subsequent stage of completion, and for total installed value of that part of the Work.
6. Each item in the Schedule of Values and Applications for Payment shall be complete.
Include total cost and proportionate share of general overhead and profit for each item.
a. Temporary facilities and other major cost items that are not direct cost of actual work-in-place may be shown either as separate line items in the Schedule of Values or distributed as general overhead expense, at Contractor's option.

7. Schedule Updating: Update and resubmit the Schedule of Values before the next Applications for Payment when Modifications or Construction Change Directives result in a change in the Contract Sum.

SECTION 013100 – PROJECT MANAGEMENT AND COORDINATION
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:
1. Definitions.
2. Informational submittals.
3. Coordination procedures.
4. Coordination drawings.
5. Project meetings.
6. Requests for Interpretation (RFIs).
7. Digital project management procedures.
8. Environmental coordination.
9. Permits.
B. See Section 017340 "Execution" for procedures for coordinating general installation and field-engineering services, including establishment of benchmarks and control points.
1.2 DEFINITIONS
A. Request for Interpretation (RFI): Request from Contractor seeking interpretation or clarification of the Contract Documents.
1.3 INFORMATIONAL SUBMITTALS
A. Subcontract List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. Include the following information in tabular form:
1. Name, address, telephone number, and email address of entity performing subcontract or supplying products.
2. Number and title of related Specification Section(s) covered by subcontract.

1.4 COORDINATION PROCEDURES
A. Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections that depend on each other for proper installation, connection, and operation.
1. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.
2. Coordinate installation of different components with other contractors to ensure maximum accessibility for required maintenance, service, and repair.
3. Make adequate provisions to accommodate items scheduled for later installation.
4. Where availability of space is limited, coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair of all components, including mechanical and electrical.
B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.
1. Prepare similar memoranda for Contracting Officer and separate contractors if coordination of their Work is required.
C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of other contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:
1. Preparation of Contractor's Construction Schedule.
2. Preparation of the Schedule of Values.
3. Installation and removal of temporary facilities and controls.
4. Delivery and processing of submittals.
5. Progress meetings.
6. Project closeout activities.
7. Project closeout activities.
1.5 PROJECT MEETINGS
A. General: Schedule and conduct meetings and conferences at Project site, unless otherwise indicated.
1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Contracting Officer of scheduled meeting dates and times.
2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.
3. Minutes: Record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including Contracting Officer, within 3 days of the meeting.

B. Preconstruction Conference: Schedule a preconstruction conference before starting construction, at a time convenient to Contracting Officer, but no later than 15 days after execution of the Agreement. Hold the conference at Project site or another convenient location.
Conduct the meeting to review responsibilities and personnel assignments, review required work, project drawings, specifications, construction schedules, payroll, payments, and administrative provisions of the Contract. Be prepared to summarize and explain procedures planned for the project and present specified preconstruction submittals.
1. Attendees: Authorized representatives of Government, Architect, and their consultants;
Contractor and its superintendent; major subcontractors; suppliers; and other concerned parties shall attend the conference. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work. The mechanical and electrical subcontractors' attendance will be required.
2. Agenda: Discuss items of significance that could affect progress, including the following:
a. Tentative construction schedule.
b. Critical work sequencing and long-lead items.
c. Designation of key personnel and their duties.
d. Procedures for processing field decisions and Modifications.
e. Procedures for RFIs.
f. Procedures for testing and inspecting.
g. Procedures for processing Applications for Payment.
h. Distribution of the Contract Documents.
i. Submittal procedures.
j. Preparation of Record Documents.
k. Use of the premises.
l. Work restrictions.
m. Government occupancy requirements.
n. Responsibility for temporary facilities and controls.
o. Construction waste management and recycling.
p. Parking availability.
q. Office, work, and storage areas.
r. Equipment deliveries and priorities.
s. First aid.
t. Security.
u. Progress cleaning.
v. Working hours.
3. Minutes: Distribute meeting minutes.
C. Progress Meetings: Conduct progress meetings at monthly intervals. Hold the meetings at the project site. Coordinate dates of meetings with preparation of payment requests. Additional progress meetings may be requested by either the Contracting Officer or Contractor.
1. Attendees: In addition to representatives of Government, each contractor, subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings.
All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.

2. Agenda: Review and correct or approve minutes of previous progress meeting. Review other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.
a. Contractor's Construction Schedule: Review progress since the last meeting.
Determine whether each activity is on time, ahead of schedule, or behind schedule, in relation to Contractor's Construction Schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Time.
1) Review schedule for next period.
b. Review present and future needs of each entity present, including the following:
1) Interface requirements.
2) Sequence of operations.
3) Status of submittals.
4) Deliveries.
5) Off-site fabrication.
6) Access.
7) Site utilization.
8) Temporary facilities and controls.
9) Work hours.
10) Hazards and risks.
11) Progress cleaning.
12) Quality and work standards.
13) Status of correction of deficient items.
14) Field observations.
15) RFIs.
16) Status of proposal requests.
17) Pending changes.
18) Status of Modifications.
19) Pending claims and disputes.
20) Documentation of information for payment requests.
c. Minutes: Record the meeting minutes.
d. Reporting: Distribute minutes of the meeting to each party present and to parties who should have been present.
e. Schedule Updating: Revise Contractor's Construction Schedule after each progress meeting where revisions to the schedule have been made or recognized. Issue revised schedule concurrently with the report of each meeting.
3. Attendees: Authorized representatives of Government and their consultants; Contractor and its superintendent and sustainable design coordinator; major subcontractors;
suppliers; and other concerned parties shall attend the conference. Participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.
4. Agenda: Entity responsible for conducting meeting will prepare a meeting agenda.
5. Minutes: Entity responsible for conducting meeting will record and distribute meeting minutes.

1.6 REQUESTS FOR INTERPRETATION (RFIs)
A. Procedure: Immediately on discovery of the need for interpretation of the Contract Documents, and if not possible to request interpretation at Project meeting, prepare and submit an RFI in the form specified.
1. RFIs shall originate with Contractor. RFIs submitted by entities other than Contractor will be returned with no response.
2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's work or work of subcontractors.
B. Content of the RFI: Include a detailed, legible description of item needing interpretation and the following:
1. Project name.
2. Date.
3. Name of Contractor.
4. Name of Contracting Officer
5. RFI number, numbered sequentially.
6. Specification Section number and title and related paragraphs, as appropriate.
7. Drawing number and detail references, as appropriate.
8. Field dimensions and conditions, as appropriate.
9. Contractor's suggested solution(s). If Contractor's solution(s) impact the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.
10. Contractor's signature.
11. Requested date for response.
12. Attachments: Include drawings, descriptions, measurements, photos, Product Data, Shop
Drawings, and other information necessary to fully describe items needing interpretation.
Include dimensions, thicknesses, structural grid references, and details of affected materials, assemblies, and attachments on attached sketches.
C. RFIs: Provided by Contracting Officer.
1. Identify each page of attachments with the RFI number and sequential page number.
D. Contracting Officer's Action: Contracting Officer will review each RFI, determine action required, and return it. Allow 21 calendar days for Contracting Officer's response for each RFI.
RFIs received after 1:00 p.m. will be considered as received the following working day.
1. The following RFIs will be returned without action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for approval of Contractor’s means and methods.
d. Requests for coordination information already indicated in the Contract
Documents.
e. Requests for adjustments in the Contract Time or the Contract Sum.
f. Requests for interpretation of Contracting Officer's actions on submittals.
g. Incomplete RFIs or RFIs with numerous errors.

2. Contracting Officer's action may include a request for additional information, in which case Contracting Officer's time for response will start again.
E. On receipt of Contracting Officer's action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify Contracting Officer within 7 days if Contractor disagrees with response.
F. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.
Submit log weekly. Include the following:
1. Project name.
2. Name and address of Contractor.
3. Name and address of Contracting Officer.
4. RFI number including RFIs that were dropped and not submitted.
5. RFI description.

1.7 DIGITAL PROJECT MANAGEMENT PROCEDURES
A. Use of Architect's Digital Data Files: Digital data files of Architect's CAD drawings will be provided by Architect for Contractor's use during construction.
1. Digital data files may be used by Contractor in preparing coordination drawings, Shop Drawings, and Project record Drawings.
2. Architect makes no representations as to the accuracy or completeness of digital data files as they relate to Contract Drawings. Contract Drawings shall have precedence in the event of a discrepancy between Contract Drawings and digital data files.
3. Digital Drawing Software Program: Contract Drawings are available in AutoCAD Civil 3D 2018.
B. PDF Document Preparation: Where PDFs are required to be submitted to Architect, prepare as follows:
1. Assemble complete submittal package into a single indexed file incorporating submittal requirements of a single Specification Section and transmittal form with links enabling navigation to each item.
2. Name file with submittal number or other unique identifier, including revision identifier.
3. Certifications: Where digitally submitted certificates and certifications are required, provide a digital signature with digital certificate on where indicated.

1.8 ENVIRONMENTAL COORDINATION
A. Contractor’s Environmental Manager: Designate an on-site party responsible for overseeing the Contractor’s conformance to environmental goals for the project and implementing procedures for environmental protection.
1. Qualifications: Minimum 3 years Construction experience on projects of similar size and scope; with environmental procedures similar to those of this project; must be familiar with environmental regulations applicable to construction operations.
2. Responsibilities: Responsibilities shall include:
a. Ensure compliance with applicable Federal, State, and local environmental regulations, including maintaining required documentation.
b. Implement the Waste Management Plan (WMP).
c. Implement the Storm Water Pollution Prevention Plan (SWPPP).
d. Present an overview of environmental issues and summarize site specific procedures relating to management plans at the Preconstruction conference.
e. Provide training for Contractor personnel in accordance with their position requirements.
f. Monitor and document environmental procedures.
B. Perform project quality control in accordance with specified requirements including:
1. Quality Requirements.
2. Regulatory Requirements.
3. Temporary Storm Water Pollution Prevention Environmental Management.
4. Construction Waste Management.
C. Contractor’s Environmental Training Program: Provide environmental training for workers performing work on the project site, include:
1. Overview of environmental issues related to the building industry.
2. Overview of environmental issues related to the Project.
3. Review of site specific procedures and management plans:
a. Construction Waste Management.
b. Temporary Storm Water Pollution Prevention.
4. Pollution Prevention (P2) practices: Submit evidence of P2 training.
5. Compliance with environmental regulations: As specified in Regulatory Requirements.
Submit Contractor 40 CFR employee training records upon request of Contracting Officer.
1.9 PERMITS
A. General:
1. Permits and Responsibilities: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State and municipal laws, codes, and regulations applicable

to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the work.
2. For the purpose of this contract the Contractor will not be considered an agent of the Government. Therefore, the Contractor will comply with the appropriate Federal, State and local laws.
B. Coordination with Agency(ies) with Jurisdiction Issuing Permits:
1. Contact the Agency(ies) with Jurisdiction as needed and sufficiently in advance to avoid delaying the work: Coordinate meetings, reporting requirements, inspections, or any other requirements.
C. Administrative Procedures:
1. Coordinate scheduling and timing of required administrative provisions of project permits with Agency(ies) with Jurisdiction, to avoid conflicts and to ensure orderly execution of the Work.
2. Supply all needed information to Agency(ies) with Jurisdiction issuing permits, pay any fees required and provide all material needed to comply with the permit’s conditions and provisions.
3. Provide copies of permits to Contracting Officer upon request.

1.2 DEFINITIONS
A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.
1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.
2. Predecessor Activity: An activity that precedes another activity in the network.
3. Successor Activity: An activity that follows another activity in the network.
B. Float: The measure of leeway in starting and completing an activity.
C. Fragnet: A partial or fragmentary network that breaks down activities into smaller activities for greater detail.
D. Major Area: A story of construction, a separate building, or a similar significant construction element.
1.3 SUBMITTALS
A. Submittals Schedule: Submit electronic (pdf) copy of schedule. Arrange the following information in a tabular format:
1. Scheduled date for first submittal.
2. Specification Section number and title.
3. Submittal category (action or informational).
4. Name of subcontractor.

1.4 COORDINATION
A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate contractors.
B. Coordinate Contractor's Construction Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.
1. Secure time commitments for performing critical elements of the Work from parties involved.
2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.
1.5 SUBMITTALS SCHEDULE
A. Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates.
1. Coordinate Submittals Schedule with list of subcontracts, the Schedule of Values, and Contractor's Construction Schedule.
2. Submit concurrently with the first complete submittal of Contractor's Construction Schedule.
1.6 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL
A. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final Completion.
1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by Modification.

B. Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:
1. Activity Duration: Define activities so no activity is longer than 20 days, unless specifically allowed by Contracting Officer.
2. Procurement Activities: Include procurement process activities for the following long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.
a. Precast Vault Toilet.
b. Shade Structures.
3. Submittal Review Time: Include review and resubmittal times indicated in Section 013300 "Submittal Procedures", in schedule. Coordinate submittal review times in Contractor's Construction Schedule with Submittals Schedule.
4. Substantial Completion: Indicate completion in advance of date established for Substantial Completion, and allow time for Contracting Officer's administrative procedures necessary for certification of Substantial Completion.
C. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.
1. Identify proposed working days and hours for the duration of the project.
2. Work Restrictions:
a. Show the effect of the following items on the schedule:
1) Provisions for future construction.
2) Seasonal variations.
3) Environmental control.
3. Work Stages: Indicate important stages of construction for each major portion of the Work.
D. Milestones: Include milestones indicated in the Contract Documents in schedule, including, but not limited to, the Notice to Proceed, Substantial Completion, and Final Completion.
E. Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis using fragnets to demonstrate the effect of the proposed change on the overall project schedule.
F. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.
1. Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.
2. Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity durations.
3. As the Work progresses, indicate Actual Completion percentage for each activity.

G. Distribution: Distribute copies of approved schedule to Contracting Officer, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.
1. Post copies in Project meeting rooms and temporary field offices.
2. When revisions are made, distribute updated schedules to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the Work and are no longer involved in performance of construction activities.
1.7 CONTRACTOR'S CONSTRUCTION SCHEDULE (GANTT CHART)
A. Gantt-Chart Schedule: Submit a comprehensive, fully developed, horizontal Gantt-chart-type, Contractor's Construction Schedule within 30 days of date established for the Notice to Proceed.
Base schedule on the Preliminary Construction Schedule and whatever updating and feedback was received since the start of Project.
B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.
1. For construction activities that require 3 months or longer to complete, indicate an estimated completion percentage in 10 percent increments within time bar.
1.8 REPORTS
A. Daily Construction Reports: Prepare a daily construction report recording the following information concerning events at Project site:
1. List of subcontractors at Project site.
2. Equipment at Project site.
3. Material deliveries.
4. High and low temperatures and general weather conditions.
5. Accidents.
6. Stoppages, delays, shortages, and losses.
7. Meter readings and similar recordings.
8. Orders and requests of authorities having jurisdiction.
9. Services connected and disconnected.
10. Equipment or system tests and startups.
B. Field Condition Reports: Immediately on discovery of a difference between field conditions and the Contract Documents, prepare and submit a detailed report. Submit with a request for interpretation. Include a detailed description of the differing conditions, together with recommendations for changing the Contract Documents.

1.2 SUBMITTALS
A. Key Plan: Submit key plan of Project site and building with notation of vantage points marked for location and direction of each photograph. Indicate elevation or story of construction.
Include same label information as corresponding set of photographs.
B. Digital Photographs: Submit image files within 3 days of taking photographs.
1. Submit photos on CD-ROM or thumb-drive. Include copy of key plan indicating each photograph's location and direction.
2. Identification: Provide the following information with each image description in file metadata tag:
a. Name of Project.
b. Name and contact information for photographer.
c. Name of Architect.
d. Name of Contractor.
e. Date photograph was taken.
f. Description of location, vantage point, and direction.
g. Unique sequential identifier keyed to accompanying key plan
3. Digital Images: Submit a complete set of digital image electronic files on CD-ROM.
Identify electronic media with date photographs were taken. Submit images that have same aspect ratio as the sensor, uncropped.
1.3 FORMATS AND MEDIA
A. Digital Photographs: Provide color images in JPG format, produced by a digital camera with minimum sensor size of 8 megapixels, and at an image resolution of not less than 3200 by 2400 pixels. Use flash in low light levels or backlit conditions.
B. Metadata: Record accurate date and time from camera.

C. File Names: Name media files with date, Project and sequential numbering suffix.
1.4 CONSTRUCTION PHOTOGRAPHS
A. Take photographs using the maximum range of depth of field, and that are in focus, to clearly show the Work. Photographs with blurry or out-of-focus areas will not be accepted.
1. Maintain key plan with each set of construction photographs that identifies each photographic location.
B. Digital Images: Submit digital images exactly as originally recorded in the digital camera, without alteration, manipulation, editing, or modifications using image-editing software.
1. Date and Time: Include date and time in filename for each image.
2. Field Office Images: Maintain one set of images on CD-ROM in the field office at
Project site, available at all times for reference. Identify images same as for those submitted to Contracting Officer.
C. Preconstruction Photographs: Before starting construction, take color, digital photographs of Project site and surrounding properties, including existing items to remain during construction, from different vantage points, as directed by Contracting Officer.
1. Flag construction limits before taking construction photographs.
2. Take eight photographs to show existing conditions adjacent to property before starting the Work.
D. Periodic Construction Photographs: Take 12 color, digital photographs monthly, coinciding with the cutoff date associated with each Application for Payment. Select vantage points to show status of construction and progress since last photographs were taken.
E. Final Completion Construction Photographs: Take 20 photographs after date of Substantial Completion for submission as Project Record Documents. Contracting Officer will inform photographer of desired vantage points.
F. Additional Photographs: Contracting Officer may issue requests for additional photographs, in addition to periodic photographs specified.
1. Three days' notice will be given, where feasible.
2. In emergency situations, take additional photographs within 24 hours of request.
3. Circumstances that could require additional photographs include, but are not limited to, the following:
a. Immediate follow-up when on-site events result in construction damage or losses.
b. Photographs to be taken at fabrication locations away from Project site. These photographs are not subject to unit prices or unit-cost allowances.
c. Substantial Completion of a major phase or component of the Work.
d. Extra record photographs at time of final acceptance.
e. Government request for special publicity photographs.

1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Contracting Officer's responsive action.
B. Informational Submittals: Written information that does not require Contracting Officer's responsive action. Submittals may be rejected for not complying with requirements.
C. File Transfer Protocol (FTP): Communications protocol that enables transfer of files to and from another computer over a network and that serves as the basis for standard Internet protocols. An FTP site is a portion of a network located outside of network firewalls within which internal and external users are able to access files.
D. Portable Document Format (PDF): An open standard file format licensed by Adobe Systems used for representing documents in a device-independent and display resolution-independent fixed-layout document format.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
B. Submittals Schedule: Comply with requirements in Section 013200 "Construction Progress Documentation", for list of submittals and time requirements for scheduled performance of related construction activities.

1. Initial Review: Allow 14 calendar days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.
2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Resubmittal Review: Allow 14 calendar days for review of each resubmittal.
D. Paper Submittals:
1. Place a permanent label or title block on each submittal for identification; include name of firm or entity that prepared each submittal on label or title block.
2. Provide a space approximately 6 by 8 inches on label or beside title block to record Contractor's review and approval markings and action taken by Contracting Officer.
3. Include the following information on label for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Architect.
d. Name and address of Contractor.
e. Name and address of subcontractor.
f. Name of firm or entity that prepared submittal.
g. Name and address of supplier.
h. Name of manufacturer.
i. Submittal number or other unique identifier, including revision identifier.
1) Submittal number shall use Specification Section number followed by a decimal point and then a sequential number (e.g., 061000.01). Resubmittals shall include an alphabetic suffix after another decimal point (e.g., 061000.01.A). Work schedule and value schedules shall be numbers
01000.01 and 01000.02.
