SITE VISIT & SOLICITATION QUESTIONS AND ANSWERS

Q1. There is a portable toilet on site currently at the Oak Springs site. Will this remain on site for contractor use during construction?

A1. BLM currently pays monthly service for this toilet. That will cease during construction. The contractor may make arrangements to take over portable toilet charges during construction.

Q2. What permitting is required (for both site locations)?

A2. Both sites will disturb less then 1 acre, a Nevada Stormwater permit will not be required. The contractor will not be required to obtain any permits for this project.

Q3. Can the Oak Springs site be closed off to visitors during construction?

A3. Yes. The BLM will post a notice on site that the area is closed during construction.

Q4. Can the Ella Mtn. site be closed off to visitors/campers during construction?

A4. Yes. The BLM will post a notice on site that the area is closed during construction.

Q5. Can the vegetation and trees that are removed, on both sites, be left on site? If so, what requirements are there for the materials that are left? Or is the contractor responsible for removing and disposing of the materials off-site?

A5. The vegetation and trees can be broken up into small pieces and scattered. Wood material over 3” in diameter can be salvaged for public use as firewood. Cut in logs of consistent length, not greater than 3 feet long. Stack neatly on site as directed by C.O.R.

Q6. At the Oak Springs site, there is currently a kiosk installed. Does the kiosk need to be relocated?

A6. No, the existing kiosk will remain in place.

Q7. Is weekend and after hours work allowable?

A7. A written request needs to be provided to BLM 14 days in advance for consideration of proposed schedule. The COR will accommodate alternate schedules as much as possible given other workload at the time. Alternate schedules may include weekends or longer days (4-10’s, etc.).

Q8. Is the period of performance flexible based on material lead time?

A8. If material lead time presents a problem to the contractor, they should provide a written request to BLM ASAP. If delays in material lead time are known at the time of submitting the quote the contractor should note that in their submission and propose a new ending date based on anticipated material deliveries.

Q9. Is the contractor responsible for the survey work on both sites?

A9. Yes, the contractor is responsible for survey work on both sites.

Q10. Will the two additive items be included in the contract?

A10. Award of one, or both, of the additive items is dependent on the availability of funding at the time of award. The price for the additive items will be considered in evaluating the quotes and if funding is available, they will be included in the contract at the time of award. If not included in the contract award, they will NOT be funded later.
