About this file

This document is a Project Specifications package for Emergency Water Service Repairs at James A. Garfield National Historic Site in Mentor, Ohio, issued by the National Park Service with an effective date of August 10, 2026.

The project addresses a water leak resulting in losses of approximately 1,200 gallons per week. Work includes field verification of existing conditions with utility location; development and submission of an investigation plan detailing investigation extent, methods, and protective measures for nearby active utilities including gas and electric lines; on-site investigation to confirm damage and leak location; replacement of up to 50 linear feet of ¾-inch copper water service pipe from the meter toward the Garfield Home with flared connection fittings; replacement of one gate valve; installation of a second gate valve for the water service line to the Garfield Home; completion of all water service repairs using NSF-approved materials; water line disinfection and testing per specifications and Public Health standards; and pavement and landscape rehabilitation. All work must be completed within 10 calendar days of the Notice to Proceed, inclusive of three weather days. Materials and chemicals must be approved for drinking water systems, and all materials require Contracting Officer and Contracting Officer's Representative approval prior to installation. Water lines must be tested and disinfected in compliance with AWWA Standards and Ohio requirements. The contractor is responsible for coordinating utility shutoffs with local utility providers and may not exceed 2–3 hour shutdown windows. Preconstruction submittals include liability insurance, workman's compensation, bonds, project superintendent designation, construction schedule, schedule of values, accident prevention plan, subcontractor list, labor compliance certifications, and quality control plan.

DIVISION 1 SHORT FORM GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 - DESCRIPTION OF WORK

1.1 Background: June 1, 2026, the James A. Garfield National Historic Site was alerted to a high-water usage bill by our business associate. The bill indicated a spike in domestic water usage which prompted us to start an investigation of our facilities. Currently, we are experiencing a water leak loss upwards of 1,200 gallons a week. After ruling out obvious causes of potential leaks, we switched our attention to the grounds. After numerous attempts by Park personnel, both by James A Garfield and Cuyahoga Valley National Park Staff, a leak detection company was hired to locate the leak on August 4, 2026. The approximate, general leak area has been located, and all damage and deficiencies will need to be confirmed and repaired. It is estimated that a portion of the water service lateral and valve near the water meter will need to be replaced.

Additionally, a new gate valve shall be installed at the water lateral for the Garfield Home. Water lines are to be disinfected and tested as specified herein and in accordance with National Park

Service Public Health requirements.

High attention to existing utilities and the historical context of the property is required and of utmost importance for this project.

1.2 Work Covered by the Contract Documents:

A. Project Location: James A Garfield National Historic Site, 8095 Mentor Avenue, Mentor Ohio

44060. Project location is on the site grounds in the southeast corner of the property where the utilities enter from Mentor Avenue. The approximate area is notated on the attached site plan.

B. Work consists of:

1. Field verify existing conditions and obtain a utility locate.

2. Due to the historic significance of the property and concentrated presence of utilities in the area, including gas and electric, develop and submit an investigation plan for

Contracting Officer (CO), Contracting Officer’s Representative (COR), and compliance approval. The plan should clearly outline the extent of investigation, methods to be used, and protective measures to be taken for the active nearby utilities. The Contractor is responsible for coordinating utility shutoffs with the local utility companies to ensure worker, NPS staff, and public safety.

3. Complete the on-site investigation, confirm damage and location of leak, and assess project needs for the extent of repairs and water service replacement including but not limited to:

i. Replacement of up to 50-LF of ¾” copper water service pipe from the meter towards the Garfield Home, terminating at the entrance road and including flared connection fittings.

Page | 4

PART 3 EXECUTION

3 .1 TRENCH EXCAVATION

A. Trenching, General: Excavate the trench to the approximate level of the top of the utility line to be installed, using adequate trench width and side slopes to safely accommodate worker access. Continue excavating for the utility line, to a width not greater than is shown on the appropriate trench detail.

1. Rocky Trench Bottom: Where ledge rock, hard pan, boulders, or sharp-edged materials are encountered, over-excavate a minimum depth of 6 inches below the bottom of the utility exterior wall to permit adequate bedding preparation. The installed utility shall have at least 6 inches of clearance from any rock protrusion.

2. Unstable Trench Bottom: Secure approval of depth of over-excavation and stabilization method.

For wet trench construction, use approved method of dewatering through diversion, damming and pumping, well points, or underdrain systems. Dispose of removed fluidized materials as approved.

Use BD-3 material to build a suitable foundation to within 6 inches of finished utility grade, prior to bedding with the specified material. Compact layers to 95 percent of maximum density in not greater than 6-inch layers. Do not proceed with utility installation until wet trench and unstable conditions are under control.

3. NOT USED.

B. NOT USED.

C. Reseed disturbed lawn and pipeline areas with PERI “Park Approved” seed mix. Cover the reseeded area with Curlex or approved equal. Cover must be approved prior to seeding.

3 .2 SHORING AND SHEETING

A. Construct and maintain all shoring, sheeting, and slope lay-back necessary to protect the excavation, as needed for the safety of the employees and as required by applicable State and Federal laws.

B. For trenches over 5 feet deep, provide suitable barricades for worker protection. When work area is left open and unattended by Contractor, provide suitable barricades for public safety, regardless of trench depth.

C. For trenches over 4 feet deep, provide suitable exit means in accordance with applicable provisions of

OSHA.

D. Do not remove timber or sheeting if it is in a compacted zone. Instead, trim it off at a safe level above that zone.

E. As directed, remove all other sheeting and shoring when safe to do so.

3 .3 INSULATION - Not Used.

3 .4 BACKFILLING

A. Compaction:

1. Use vibratory compactors for sand and gravel (noncohesive soils).

2. Use mechanical tampers for sand and gravel containing a significant portion of fine-grained material, such as silt and clay (cohesive soils).

3. Hand tamp around pipe or cable to protect the lines until adequate cushion is attained.

D. Select Backfill: Fill by hand placement around the utility to just over half depth, and compact in a manner to ensure against lateral or vertical displacement. Place select backfill to 12 inches above the utility line by hand placement in not more than 6-inch layers.
