About this file
This is a Statement of Work (SOW) for the purchase and delivery of water flowmeters and thickness gauges by the USDA Natural Resources Conservation Service (NRCS) Texas office. The contractor must deliver two Fuji Electric Portaflow-C Ultrasonic Flow Meter Kits (for 2 to 48" pipes) and two Dakota Ultrasonics ZX-3 Thickness Gauges to two designated Texas locations: one set to 1716 Briarcrest Drive, Suite 510, Bryan, TX 77802-2700 (POC: Nicholas Schalitz, 254-266-2984) and one set to 4609 W. Loop 289, Lubbock, TX 79414-1403 (POC: Keith Sides, 806-778-3674). All deliverables must be completed by September 30, 2026.
The contractor must assign a Project Manager as the single point of contact upon award and ensure all equipment is delivered fully assembled, updated to the latest firmware, and ready for use. An itemized packing slip with serial numbers and warranty information must accompany each delivery. The contractor must comply with applicable OSHA and EPA safety regulations. The Texas NRCS has obtained three price quotes from Instrumart, Instrumentation2000, and Mitchell Instrument Co., which will be provided to the contracting officer for contractor selection. The flowmeters will enable NRCS to obtain accurate measurements of irrigation water flow for designing efficient irrigation systems that meet conservation practice standards, benefiting both the agency and agricultural producers through improved water-use efficiency and cost savings.

USDA-NRCS Texas – Flowmeter – Scope of Work
SCOPE OF WORK (SOW)
This Statement of Work covers the purchase and delivery of two water flowmeters with associated thickness gauges. The contractor will deliver the flowmeters and thickness gauges to the designated locations. Delivery addresses and points of contact are detailed in the Contractor’s Responsibilities Section below.
The contractor will commit enough resources to perform all requirements under this order within the timeframe stated in the Period of Performance section below.
PERIOD OF PERFORMANCE
The contractor will complete the requirements listed in the Contractor’s Responsibilities section by September 30, 2026.
PARTIES INVOLVED
The Texas NRCS has secured 3 price quotes from Instrumart, Instrumentation2000, and Mitchell Instrument Co. These quotes will be provided to the contracting officer (CO) for contractor selection.
SAFETY STANDARDS
The contractor agrees and warrants that they will comply with applicable OSHA and EPA regulations.
CONTRACTOR’S RESPONSIBILITIES
The contractor will do the following by the date stated in the Period of Performance section:
1) Upon award, the contractor will assign a Project Manager who will be the single point of contact for both deliveries and coordination with USDA-NRCS.
2) The contractor will deliver the equipment listed in Table 1 to all site locations as shown in the table. The contractor will provide an itemized packing slip with serial numbers and warranty information (where applicable) for each location.
3) The contractor will ensure all equipment is delivered fully assembled (where applicable), updated to the latest firmware, and ready for use.
BENEFIT TO THE AGENCY AND PRODUCERS
The purchase of water flowmeters provides USDA-NRCS with the ability to obtain accurate, reliable, and field-verified measurements of irrigation water flow from various water sources. These measurements are essential for designing efficient irrigation systems that meet NRCS conservation practice standards, including those related to irrigation water management, irrigation system sprinkler, irrigation pipeline, and more. Accurate flow data enables NRCS engineers to properly size pipelines, pumps, valves, and distribution components, resulting in irrigation systems that operate at appropriate pressures and discharge rates. This improves system efficiency, reduces energy use, and enhances overall water management planning.
For agricultural producers, the benefits extend directly to improved resource stewardship and operational efficiency. By using flowmeters for practice design, producers can install conservation practices, allowing them to apply irrigation water more uniformly and efficiently. This reduces pumping costs, decreases water loss, and enhances crop performance by avoiding over- or under-irrigation.
Ultimately, these improvements lead to increased water-use efficiency, cost savings, and more resilient agricultural operations.
GOVERNMENT PERSONNEL
1) Contracting Officer (CO): The Contracting Officer (CO) has the overall responsibility for the administration of the contract. The CO alone, without delegation, is authorized to amend, modify or deviate from the contract. Other responsibilities may be delegated to authorize representatives.
2) USDA NRCS POC: The USDA NRCS State POC will monitor the Contractor’s compliance with the Statement of Work (SOW).
DELIVERABLES
The contractor shall deliver all items listed in the Contractor’s Responsibilities section to the CO and USDA-NRCS POC by the date listed in the Period of Performance section.
